CHINA’S AIRCRAFT CARRIER AMBITIONS An Update Nan Li and Christopher Weuve his article will address two major analytical questions. First, what are the T necessary and suffi cient conditions for China to acquire aircraft carriers? Second, what are the major implications if China does acquire aircraft carriers? Existing analyses on China’s aircraft carrier ambitions are quite insightful but also somewhat inadequate and must therefore be updated. Some, for instance, argue that with the advent of the Taiwan issue as China’s top threat priority by late 1996 and the retirement of Liu Huaqing as vice chair of China’s Central Military Commission (CMC) in 1997, aircraft carriers are no longer considered vital.1 In that view, China does not require aircraft carriers to capture sea and air superiority in a war over Taiwan, and China’s most powerful carrier proponent (Liu) can no longer infl uence relevant decision making. Other scholars suggest that China may well acquire small-deck aviation platforms, such as helicopter carriers, to fulfi ll secondary security missions. These missions include naval di- plomacy, humanitarian assistance, disaster relief, and antisubmarine warfare.2 The present authors conclude, however, that China’s aircraft carrier ambitions may be larger than the current literature has predicted. Moreover, the major implications of China’s acquiring aircraft carriers may need to be explored more carefully in order to inform appropriate reactions on the part of the United States and other Asia-Pacifi c naval powers. This article updates major changes in the four major conditions that are necessary and would be largely suffi cient for China to acquire aircraft carriers: leadership endorsement, fi nancial affordability, a relatively concise naval strat- egy that defi nes the missions of carrier operations, and availability of requisite 14 NAVAL WAR COLLEGE REVIEW technologies. -

Elite Politics and the Fourth Generation of Chinese Leadership ZHENG YONGNIAN & LYE LIANG FOOK* The personnel reshuffle at the 16th National Congress of the Chinese Communist Party is widely regarded as the first smooth and peaceful transition of power in the Party’s history. Some China observers have even argued that China’s political succession has been institutionalized. While this paper recognizes that the Congress may provide the most obvious manifestation of the institutionalization of political succession, this does not necessarily mean that the informal nature of politics is no longer important. Instead, the paper contends that Chinese political succession continues to be dictated by the rule of man although institutionalization may have conditioned such a process. Jiang Zemin has succeeded in securing a legacy for himself with his “Three Represents” theory and in putting his own men in key positions of the Party and government. All these present challenges to Hu Jintao, Jiang’s successor. Although not new to politics, Hu would have to tread cautiously if he is to succeed in consolidating power. INTRODUCTION Although the 16th Chinese Communist Party (CCP) Congress ended almost a year ago, the outcomes and implications of the Congress continue to grip the attention of China watchers, including government leaders and officials, academics and businessmen. One of the most significant outcomes of the Congress, convened in Beijing from November 8-14, 2002, was that it marked the first ever smooth and peaceful transition of power since the Party was formed more than 80 years ago.1 Neither Mao Zedong nor Deng Xiaoping, despite their impeccable revolutionary credentials, successfully transferred power to their chosen successors. -

Order Code RS22767 December 5, 2007 China’s 17th Communist Party Congress, 2007: Leadership and Policy Implications Kerry Dumbaugh Specialist in Asian Affairs Foreign Affairs, Defense, and Trade Division Summary The Chinese Communist Party’s (CCP) 17th Congress, held from October 15 - 21, 2007, demonstrated the Party’s efforts to try to adapt and redefine itself in the face of emerging economic and social challenges while still trying to maintain its authoritarian one-Party rule. The Congress validated and re-emphasized the priority on continued economic development; expanded that concept to include more balanced and sustainable development; announced that the Party would seek to broaden political participation by expanding intra-Party democracy; and selected two potential rival candidates, Xi Jinping and Li Keqiang, with differing philosophies (rather than one designated successor-in- waiting) as possibilities to succeed to the top Party position in five years. More will be known about the Party’s future prospects and the relative influence of its two potential successors once the National People’s Congress meets in early 2008 to select key government ministers. This report will not be updated. Periodically (approximately every five years) the Chinese Communist Party holds a Congress, attended by some 2,000 senior Party members, to authorize important policy and leadership decisions within the Party for the coming five years. In addition to authorizing substantive policies, the Party at its Congress selects a new Central Committee, comprised of the most important figures in the Party, government, and military.1 The Central Committee in turn technically selects a new Politburo and a new Politburo Standing Committee, comprised of China’s most powerful and important leaders. -

To understand the complex nature of these changes is of utmost importance to the international community in seeking China’s engagement and cooperation. Although much about China’s foreign policy decision making remains obscure, this Policy Paper make clear that it is possible to identify the interest groups vying for a voice in policy formulation and to explore their policy preferences. Uniquely informed by the authors’ access to individuals across the full range of Chinese foreign policy actors, this Policy Paper reveals a number of emergent trends, chief among them the changing face of China’s official decision-making apparatus and the direction that actors on the margins would like to see Chinese foreign policy take. linda Jakobson (Finland) is Director of the SIPRI China and Global Security Programme. She has lived and worked in China for over 15 years and is fluent in Chinese. She has written six books about China and has published extensively on China’s foreign policy, the Taiwan Strait, China’s energy security, and China’s policies on climate change and science and technology. Prior to joining SIPRI in 2009, Jakobson worked for 10 years for the Finnish Institute of International Affairs (FIIA), most recently as director of its China Programme. -

Cambridge Journal of China Studies 33 Structure and Law Enforcement of Environmental Police in China Michael WUNDERLICH Free University of Berlin, Germany Abstract: Is the Environmental Police (EP) the solution to close the remaining gaps preventing an effective Environmental Protection Law (EPL) implementation? By analyzing the different concepts behind and needs for a Chinese EP, this question is answered. The Environmental Protection Bureau (EPB) has the task of establishing, implementing, and enforcing the environmental law. But due to the fragmented structure of environmental governance in China, the limited power of the EPBs local branches, e.g. when other laws overlap with the EPL, low level of public participation, and lacking capacity and personnel of the EPBs, they are vulnerable and have no effective means for law enforcement. An EP could improve this by being a legal police force. Different approaches have been implemented on a local basis, e.g. the Beijing or Jiangsu EP, but they still lack a legal basis and power. Although the 2014 EPL tackled many issues, some implementation problems remain: The Chinese EP needs a superior legal status as well as the implementation of an EP is not further described. It is likely that the already complex police structure further impedes inter-department-cooperation. Thus, it was proposed to unite all environment-related police in the EP. Meanwhile the question will be raised, which circumstance is making large scale environmental pollution possible and which role environmental ethics play when discussing the concept of EPs. INTRODUCTION The decision issued by the fourth plenary session of the 18th Central Committee of the Chinese Communist Party (CCP, or Party) in 2014 on Some Major Questions in Comprehensively Promoting Governing the Country According to Law (the ‘Fourth Plenum Decision’) reiterated the Party’s determination to build a ‘socialist rule of law system with Chinese characteristics’.P1F 2P What does this proclamation of the ‘socialist’ nature of China’s version of rule of law mean, if anything? Development of a notion of socialist rule of law in China has included many apparently competing and often mutually inconsistent narratives and trends. So, in searching for indicia of socialism in China’s legal system it is necessary at the outset to acknowledge that what we identify as socialist may be overlaid with other important influences, including at least China’s long history of centralised, bureaucratic governance, Maoist forms of ‘adaptive’ governanceP2F 3P and Western ideological, legal and institutional imports, outside of Marxism–Leninism. In fact, what the Chinese party-state labels ‘socialist’ has already departed from the original ideals of European socialists. This chapter does not engage in a critique of whether Chinese versions of socialism are really ‘socialist’. Instead it examines the influence on China’s legal system of democratic centralism, often attributed to Lenin, but more significantly for this book project firmly embraced by the party-state as a core element of ‘Chinese socialism’. -

James Mulvenon The civilian political leadership changes at the 17th Party Congress in October 2007 have received close scrutiny from outside observers, but important and interesting personnel adjustments in the military have garnered less attention. This article examines recent Chinese military leadership changes in detail, focusing principally on the Central Military Commission but also tracking significant moves at the Military Region and Service level. Military Leadership Changes Leading Up to the 17th Congress Prior to the 17th Party Congress and the selection of the new Central Committee, Politburo, and Politburo Standing Committee, systematic and sweeping changes were made in the leadership structures of all seven military regions and the services. These reshuffles were not a purge, but an unusually intense round of the PLA’s regular command rotations and age-based removals of personnel. Based on this assumption, the present study investigates whether daily mobility fows of the urban population help predict where individual thieves commit crimes. Methods Geocoded tracks of mobile phones are used to estimate the intensity of popula- tion mobility between pairs of 1616 communities in a large city in China. Using data on 3436 police-recorded thefts from the person, we apply discrete choice models to assess whether mobility fows help explain where ofenders go to perpetrate crime. Results Accounting for the presence of crime generators and distance to the ofender’s home location, we fnd that the stronger a community is connected by population fows to where the ofender lives, the larger its probability of being targeted. Conclusions The mobility fow measure is a useful addition to the estimated efects of dis- tance and crime generators. It predicts the locations of thefts much better than the presence of crime generators does. However, it does not replace the role of distance, suggesting that ofenders are more spatially restricted than others, or that even within their activity spaces they prefer to ofend near their homes.
