AUSTRALIA - Here you can read an internal mail send yesterday to Radio Australia staff

"Shortwave transmission of RA remains unchanged for the time being",

"Asia Pacific and Asia Review will cease production as will the Mornings program",

"Language services in Tok Pisin, Khmer and Burmese will be delivered through a mix of reduced original content coupled with translated ABC content and content from SBS". (via Kai Ludwig-D, dxld July 15) re: Radio Australia.

Here's what I've been able to assemble from various sources that I consider reliable about what can only be described as a truly catastrophic situation for Radio Australia. Keep in mind that RA management is left with few options, none of them good, in its efforts to preserve and maintain anything resembling a viable service for its regional and international audiences.

- The English Language Programming department (ELP) is effectively gutted. The only remaining RA productions in English appear to be some hourly news bulletins and the Pacific Beat program. All else, including the excellent Asia Pacific program, ceases.

- At least for the time being, RA intends to maintain a 24/7hrs-d English language service by pulling all of its content from ABC Radio domestic sources (except for the morsels described above). A revised ELP schedule is in preparation and will be announced and implemented shortly.

- Language services in Tok Pisin, Vietnamese, Khmer, Chinese, French and Burmese appear to remain but only in some skeletal form since about 3/4 to 4/5 of those staffs are to be axed. Again, it appears the plan is to pull some content from domestic sources, this time from SBS whose administration is likely to be housed with what's left of RA at Southbank in Melbourne as indicated in a previous press report.

- As unbelievable as this may sound, the situation is so dire and so immediate that there will be a culling of half of the journalists on staff via a random process no evaluations, experience, records of achievement or years of service considered.

- No reduction in shortwave schedules has yet been indicated, but it's hard to see how that continues unaffected and unabated beyond anything but the very short term.

Personally, I will reserve comment on all this at this time and let the facts speak for themselves. However, some of you will be aware of my admiration and appreciation for Radio Australia over the decades so you are free to draw your own conclusions in that regard. Australia is missing from all three, certainly off the air, and causing apprehension since RA itself is threatened; as John Figliozzi in NY noted earlier all frequencies missing at 0230 and 0500. However, they were back on by 0550, says Steve Luce in TX, about a dekaminute after I quit monitoring; and also heard here on usual 9475, 9580, 12065 before 1300 (gh, DXLD)

Als die DSWCI 1973 den Tropical Bands Survey begannen gab es in Peru 78 Sender im Tropenband, 2014 gut vier Jahrzehnte spaeter ist die Zahl auf 14 gefallen. Dabei betruebt Anker Petersen zusaetzlich die Tatsache, dass im Unterschied zu frueher nicht mehr viel einheimische Musik gespielt wird, sondern die meisten Stationen am (religioesen) Wort orientiert sind. Entsprechend den DSWCI-Regeln hat der Tropenbandspezialist Pacifico Radio, Lima, abgeschrieben, da die nominelle Frequenz 4975 kHz schon laenger nicht mehr gemeldet wurde.

Folgende Kurzwellenstationen konnten im Juli international (# nur) in Amerika bzw. in den Stunden um Mitternacht auch in Europa (*) gehoert werden. It is with regret that SW Radio Africa announces that after 13 years, our shortwave broadcasts are to end on Friday 18th July. 21

You have welcomed us into your homes since our first shortwave broadcast on 19th December 2001. Our broadcasts will continue on our website, via Channel Zim through TV decoders, and by various other forms of new media.

We know how much these shortwave broadcasts have meant to our listeners in more remote areas who have so little access to news and information, and we sincerely regret that we will no longer be able to provide this service.

We would like to thank our listeners who have been such loyal supporters for so many years and also for their willingness to share the stories of their lives with us on our Callback program. This has allowed people all over the world to have a better understanding of the many crises that Zimbabweans continue to face.

We can only hope that one day, sooner rather than later, there is real media freedom that allows Zimbabweans, wherever they are in the country, easy access to what is a basic human right - freedom of information and expression.

Dario 40 PD538RNI - Special Event

On August 31st, it will be 40 years ago the Dutch offshore radio stations stopped their transmissions due to changes in legislation.

Many fans still mourn the loss of their beloved stations in 1974.

Arie PD0ARI from Giessenburg, The Netherlands will be operating the Special Event Station PD538RNI from August 28th until September 19th. He will be active on 10m, 20m and 40 meter. All operations will be in Phone.

538 in the callsign stands for the last frequency the offshore radio station Veronica used, and RNI stands for Radio Northsea International, the name of the other station that had to stop now 40 years ago.

Radio Northsea International with their psychedelically painted ship the MEBO 2 seized to exist all together after their offshore days ended. In 1975 Radio Veronica (that targeted more on music with Dutch origins) became a station in the Public Radio and TV system of the Netherlands, and went commercial as soon as it was possible (1995). Today the name Veronica is still affiliated with a commercial TV channel and Radio Veronica is also still operating.”

Arie explaines his radio addiction: "My love for radio has started in the early 70's while listening to Radio Veronica and Radio Northsea International. Both stations transmitted from radio ships on the North Sea and had millions of listeners. Radio Veronica transmitted on medium wave. Radio Northsea International transmitted on medium wave, short wave and FM. Every day good programs, fantastic DJ's, nice jingles and radio tunes! The DJ's became sort of family; a part of your life!

Radio Northsea International on Shortwave triggered me to listen to SW (DX) radio stations and a new hobby was born.... and it was a training for good radio ears too!"

In 1974 the Dutch government passed its anti-pirate legislation and announced that the law was to come into effect on September 1st, 1974. Both stations closed down in the evening of August the 31st 1974.

Arie continues: "August the 31st 1974: The day the music died! After being a Shortwave Listener for a long time, I got my radio license and started as a HAM operator. Every day I'm active on the bands: no day without radio!

AWR “Focus on Asia” Annual DX Contest - Rare, Unusual, Unique QSLs

As Adventist World Radio enters into its 43rd year of international radio broadcasting, we take pleasure in announcing our annual "Wavescan" DX contest, which comes to you under the title, "Rare, Unusual, Unique QSLs". In short, you are invited to check your collection of QSL cards and letters for rare, unusual and unique QSLs from shortwave, mediumwave and communication stations throughout the world. You are also invited to log AWR programming to Asia on shortwave, mediumwave or FM during the month of September 2014. Here are the details of our 2014 "Rare, Unusual, Unique QSLs" - AWR "Focus on Asia" Annual DX Contest:

A. Rare, Unique and Unusual QSL Cards and Letters 41 * You are invited to make a list of what you consider to be your rare, unique or unusual QSL cards or letters in your QSL collection. BBC INDIAN OCEAN RELAY STATION SEYCHELLES: THE END OF AN ERA

On Saturday March 29, the shortwave service from the BBC Indian Ocean Relay Station in the Seychelles Islands came to an end after 26 years of broadcasting into East Africa. This shortwave service is ended, though the lone remaining FM station operated by the BBC in the Seychelles Islands will remain on the air.

The Seychelles Islands are listed as an African country, located nearly a thousand miles east from the continent itself. A total of 155 islands are listed officially as belonging to the Seychelles, though only 40 are permanently inhabited. The total area of all of these islands is just 175 square miles, though they are scattered around an area of 400,000 square miles in the Indian Ocean.

Some of the islands are described geologically as granitic, while others are semi-tropical coral islands and atolls. The largest island is Mahe, with Victoria as the capital city. Two other major islands are Praslin and La Digue.

The total population in all of the Seychelles Islands is a little less than 100,000, all of whom can trace their ancestry back to France, England, Africa, China or India. The national languages are English and French, though most people also speak the local Creole which is French derived. Tourism is one of their main sources of income.

There are many life forms in the Seychelles that are quite unique, such as the Black Parrot, which is their national bird. Other unique life forms are the strange Jellyfish Tree which thus far has evaded every form of propagation, and the coconut tree coco de mer with its huge double coconut, which can weigh up to 50 lbs each.

It is thought that the first visitors to the Seychelles Islands were Austronesians from Indonesia who passed through the area more than a thousand years ago. The next visitors came in from the Maldive Islands around 800 years ago.

The first European visitor was the famous Portuguese explorer Vasco da Gama who was en route to India in 1502. The first known European landing in the islands was made by Captain Sharpeigh of the East India Company in January 1609; and a French expedition from Mauritius visited Mahe Island in 1742.

Fourteen years later, the French laid claim to the Seychelles Islands by placing an inscribed Stone of Possession at La Poudriere (Victoria) on November 1, 1756. Then a few years later again, the first permanent inhabitants in these islands arrived from Mauritius. Though the Seychelles were originally a French possession, they were granted to England by the Treaty of Paris in 1814; and they assumed independence on June 29, 1976.

It was back in the year 1978 that the BBC gave recognition to the fact that it would be advisable to establish a relay station somewhere in the area, though because of a slow down in the economy in England, funding was not available. However, three years later, the BBC dropped its programming in the Italian and Maltese languages in order to provide funding for this projected new station.

The BBC then began negotiations with the Seychelles government; and on August 8, 1983, they announced in their DX program, Waveguide, that the projected new shortwave station would be ready for service five years later. The BBC and the Seychelles government signed an agreement in 1985, and work on the new station began during the following year.

The new BBC Indian Ocean Relay Station was constructed at Anse Mahe on the west coast of the island of Mahe and a swampy mangrove area was filled in for this purpose. The plans for the new station originally called for four shortwave transmitters, 2 @ 300 kW and 2 Marconis at 250 kW, together with a total of six four-band curtain antennas suspended from four self-standing towers. The total cost for this project was estimated at £8 million. 43 However, when the project was completed, only two shortwave transmitters were installed, both Marconi Model B6131 at 250 kW.

An official ceremony took place on June 9, 1986 to mark the beginning of construction; two years later initial test transmissions were radiated; and the station was taken into regular service on September 25, 1988. An opening ceremony was staged a few days later on October 7. Programming beamed into East Africa was progressively transferred from the BBC Cyprus to this new station in the Seychelles.

In order to ascertain the effective coverage area for the new BBC Indian Ocean Relay Station, the BBC offered full data QSL cards, though only for listeners in the target areas in Africa. However, generally speaking, the staff at the Seychelles station did issue QSL cards for all reception reports sent direct to the station itself.

Programming for the BBC Seychelles came direct from London and it was made up usually of the BBC World Service in English, the BBC African Service, and programming in the Somali language. This scheduling was on the air via the two transmitters in parallel for around a dozen hours daily.

The first BBC FM station in the Seychelles was inaugurated in Victoria on 106.2 MHz in 1995; and this was followed in mid 2004 with the installation of two additional FM stations, at Anse Soleil on 105.2 and Pointe aux Sel on 105.6.

The BBC celebrated the 20th anniversary of their Indian Ocean Relay Station on October 2, 2008. At the time, they stated that 9 million people were listening to the relay programming from this shortwave station.

Then five years later, they announced that the station would be closed. The chosen date was Saturday March 29. The shortwave station is now silent; though we understand that one of their downlink FM stations, Victoria, will remain on the air with programming from the BBC African Service.

Shortwave radio – getting message across borders without censorship

International radio broadcaster Keith Perron has written an open letter to the Broadcasting Board of Governors (BBG) Chairman Jeff Shell with an appeal for continuing and improving Voice of America (VOA) radio broadcasts. Perron focuses to those parts of the world, particularly China, which experience political repression and Internet censorship or where most of the population does not have adequate access to digital communications technology or may be too poor to afford it.

Keith Perron has been working in international broadcasting since 1989, including work at Radio Canada International, China Radio International, Radio Deutsche Welle. He has freelanced for Radio Netherlands, Monitor Radio, ABC Radio (Australia) and others. He is currently the director of PCJ Radio International where he is also an announcer and producer.

Dear Mr. Shell,

I am writing you this letter for the grave concern I have for US international broadcasting. Specifically over decisions concerning the Voice of America, as well as Radio Free Europe and Radio Liberty.

We have seen since the early nineties many international broadcasters cut back on shortwave transmissions or vanish into broadcast history. Swiss Radio International, Radio Canada International, Radio Nederland Wereldomroep, Radio Sweden and others. We have witnessed cuts to schedules at the BBC World Service, VOA and others. Language sections have been axed. Any respect that stations like the Voice of America had has waned to the point that if it was not so sad it would be laughable.

Since the early nineties the Voice of America and other international broadcasters have jumped on the bandwagon of the Internet. While I do feel it is vital for stations like the VOA to have a presence on social media, all your eggs should not be put in the Internet basket. 44 Back in 2012 while I was visiting a friend at the VOA, I had the pleasure of meeting someone from the IT department who told me “we need to end all shortwave.” This is obviously someone who didn’t have any travel experience. While we cannot dispute the advantages of broadcasting over the Internet, the number of those who have access to un-censored and stable connections is very small when you look at the world population.

I’ve spent over 10 years in Asia, and so many times I have seen decisions to cut back services by individuals who really have no clue. While I was based in China, a number of times I was contacted by various international broadcasters who came to the country to meet listeners and to find out how people listened. Where did they go? Beijing and Shanghai. Not once did they go to any part of China where people listen to shortwave on a regular basis. When I was in China and reporting on the country, many times I would ask people if they listened to shortwave. One experience I remember happened in Sichuan Province in 2008 on May 13th. This was only hours after they were hit by a 8.0 earthquake. I remember walking around Wenchun Country where over 20,000 people were killed and one evening I was outside listening to the BBC World Service. People were coming up to me because they were curious about the radio I was using. I asked them if they listened to shortwave radio. Every person said yes. The next day I was doing a story on this and talking to people. Then all of a sudden some local officials came over to find what I was doing, as I was talking to a group of 12 people. In a flash their stories changed from yes, I listen to the Voice of America and other stations on shortwave to no, I never listen to foreign shortwave stations because we have enough good media here in China. The next day just before I left some of them came to find me and explained to me why they said what they did.

In Cambodia where I spend lots of time listening to shortwave, I have tried using the Internet. Well it’s just too slow. The same for Burma, many parts of Indonesia, Vietnam, Laos, India, Bangladesh and others. Yes it is true that these countries are improving Internet services, but it will in many cases take many years.

May I remind you of something that happened after the collapse of the Soviet Union. It was not until 1991 when the VOA realized how big an audience they had in the Soviet Union. Then in 2008 you dropped shortwave in favor of local FM and AM transmissions and look what happened.

Another point I would like to mention is my response when I hear “no one listens to shortwave”. Well if you cut back on frequencies and no one can find you, of course you will lose listeners. And then these officials turn around and say “no one is listening”. Well if no one can find you….

This month we saw Voice of Russia drop all shortwave. This had nothing to do with listeners, but more to do with VOR being a political target of the Putin Government. Six years ago Voice of Russia had many reports that were highly critical of Putin. We have seen this before. What do they do? Remove them. Voice of Russia as a company does not even exist anymore.

Very often cutting back on shortwave has more to do with Western arrogance. “Well I don’t listen to shortwave, so no one else in the world does.” This is just untrue. Then there are the budget cuts. First, there is no need for shortwave to be expensive. The international broadcasters have made it expensive. The VOA could broadcast to Russia for half the cost by using a relay like Radio Miami International in Okeechobee or from the site that we use in Trincomalee, Sri Lanka. The business has changed and has become more competitive in the last 15 years.

Now let me give you an example. Here at PCJ Radio International, we are tiny. Unlike the VOA or others, we don’t have the budget to run 5 or 6 frequencies at a time. We do it with one at a time depending on region. The sites we use are Nauen, Germany; Madagascar; Okeechobee, USA; and Trincomalee, Sri Lanka. Listeners who tune via shortwave outnumber those who listen online 20 to 1. Content is key. The BBC World Service has lost many shortwave listeners over the years because they cut back in music and drama programming. And now it is more or less just news. One of the best programs the VOA has is Border Crossings with Larry London that is broadcast 5 nights a week live. I would bet you this program has way more listeners compared to any of your news programming. Then on weekends you have Jazz America with Russ Davis. There are things that could be done to have a bigger audience.

Let’s take your schedule that I listen to daily in Asia. In the mornings you have Daybreak Asia followed by International Edition, all in one hour. Two current affair shows with more or less the same content? How about keeping Daybreak Asia and have that followed by a program produced by VOA Music Mix? I would guarantee you would have way more listeners. Something that people have forgotten is that soft diplomacy works better with music than with news. Don’t get me wrong, news is vitally important. But you have one hour that is nothing more than duplication. On the weekends you have one excellent show called American Café. Even that would be an excellent edition daily with some music tossed in. 45 I remember in 2011/12 when the VOA wanted to move all there Mandarin programming to the Internet. Or when they wanted to cut Cantonese because someone said Mandarin and Cantonese are the same. I speak Mandarin fluently and a bit of Cantonese and I can tell you they are not the same. In the last year or so we have seen the Chinese start jamming English broadcasts from the VOA. The reason is simple. For years only Chinese was jammed, but with the millions in China who now speak English as a second language they started jamming that. Not just the VOA, but also the English services of the BBC, All India Radio, Radio Australia from time to time. Even we at PCJ have been the victim of jamming from China.

Shortwave is still the only true effective way to get your message across borders without censorship. If you really want to save money, don’t take it out of shortwave. I would suggest you take it out of television. VOA TV really has no point. It’s amateurish and is a total waste of US tax payer money. Shortwave is excellent money for value. But it’s also important to produce programs people will want to listen to. Don’t shout to your audience, talk to them. If you did this, you will find the audience will tune in. How about having a weekly 25 minute show just answering listeners questions and talking to them on air? If you did this you will see the Voice of America starting to make a difference. You would be in touch with listeners not out of touch with them.

If you want I would be more than willing to produce for you a pilot of a program that could be broadcast on weekends. It would not cost you one dollar. I would take it out of our own budget.

The audience of U.S. international media (USIM) networks in Ukraine has doubled in the past year, according to newest polling data from a nation-wide survey conducted in April 2014.

The findings show that each week, one in five adults (20.8%) in Ukraine (including Crimea) turn to USIM networks for news across Ukrainian and Russian-language platforms. This is an increase from 9.8% measured in October 2012.

The change coincides with stepped-up efforts by BBG networks to respond to the crisis in Ukraine with innovative on-air programming and online options that engage audiences directly and drive interest in the broadcasts. Read more about the programming here and here.

Voice of America programming reaches 18.3% of adults weekly nationwide, including Crimea, up from 9.2% in 2012. Similarly, Radio Free Europe/Radio Liberty's weekly audience reach jumped from 2.8% to 7.8%. Audiences say that the networks' coverage has been a trusted and important source of news, and has increased their understanding of events during the crisis.

"Our networks are providing news coverage in Ukraine that is urgently needed, particularly in light of the increase of Russian propaganda and misinformation in the country," said Bruce Sherman, BBG Director of Strategy and Development.

Audience reach is two to three times higher among those who describe themselves as ethnically Ukrainian (22.9% of ethnic Ukrainians weekly and 32.8% of those who mostly speak Ukrainian at home), though one in ten adults nationwide who categorize themselves as ethnically Russian have seen or heard USIM content in the past week. Most of the increase in USIM weekly audience reach is from Ukrainian content, but VOA and RFE/RL's Russian language content also saw a modest increase.

In regional terms, USIM's weekly reach is highest in the west (41.7%) and center (26.3%) of Ukraine. But BBG networks' weekly reach grew significantly in the east and south to 9.3% (from 3.5% in 2012) and to 11.6% (from 2.9% in 2012) in the three eastern provinces most affected by separatist violence. In Crimea, USIM reached 3.2% of adults weekly despite the strict media restrictions that forced its TV and radio affiliates off the air in March.
