Joe Rowley speaks to lawyers on both sides of the Pacific about the impact Japanese investment is having on countries across Latin America Credit: Perati/iStock Editorial/Thinkstock Since the first Japanese immigrants arrived on Peru’s shores in the late 1880s, Japan has played an important role in the economic and cultural development of countries across Latin America. Initially a source of cheap and hard-working labour, Japanese immigrants became employers themselves by the early twentieth century, owning coffee plantations in Brazil or small businesses in Peru or Argentina, while Mitsui opened its first representative office in the midst of the Mexican Revolution in 1910. With Japanese businesses playing an increasingly significant role in the local economies across the region, in the 1950s Japan’s large, diversified trading companies – known in Japanese as sogo shosha – entered the fray, acting as pathfinders into new industries and large-scale industrial production. Usiminas, which today is one of Brazil’s largest steel producers, was the first joint venture between the two countries, signed that decade. In Chile, the Japanese established the country’s farmed salmon industry in the late 1960s, which now ranks as the second largest worldwide. Even Brazil’s rise to becoming the world’s largest soya bean producer is partly indebted to a Japanese agricultural scientist, who helped transform the vast, tropical savannah region (which as recently as the 1970s was believed unsuitable for farming) into large-scale production.

RIEB Discussion Paper Series Reappraisal of Japan-LAC Trade and Investment Relations Amid China’s Ascendance* Mikio Kuwayama Abstract Though LAC’s bilateral trade with Japan has not been as buoyant as that with China in recent years, Japan’s trade relations with the region is more diversified and balanced in terms of trading partners, product composition, and trade balance. Furthermore, business activities of Japanese subsidiaries operating in the region are conducive to employment creation, export expansion (especially to third-country markets), and global value-chain developments in the region. In addition, Japan’s FDI flows to LAC fare quite well when compared with those from China in both quantitative and qualitative respects: Japan’s FDI stock is high and is diversified among targeted industries, thereby contributing to technological transfer and human resource development. Moreover, Japan has been a significant source of development finance for the LAC region; the present scale of JBIC’s operations in Latin America rivals those of Chinese policy banks. The nature and scope of JICA’s activities in LAC suggest the relationship between Japan and the LAC region has transformed from “Japan as donor and LAC as recipient” to “Japan-LAC global partners.” As a result of the preceding, LAC nations are increasingly viewed by Japan as essential economic and political partners as Japan promotes its model of cooperation and economic governance in the Asia-Pacific region and globally.

    Introduction The Shosha have always reorganized and expanded their roles and the services they offer, to adapt with the change of the times. For this reason, most people, especially non-Japanese, probably find it difficult to understand exactly what the Shosha do. Even people who have worked at Shosha for many years likely have problems explaining them to others in a succinct, easily understandable manner. We prepared this Handbook with a view to helping as many people as possible to understand the frequently complex activities in which the Shosha are involved. Chapter 1 explains the essence of the Shosha and their strengths, and summarizes how their recent business model is based on two cornerstones -- trading and business investments. Chapter 2 examines the role that the Shosha play in the global economy, and the value they contribute to society.
