Transitioning from New Normal to the Better Normal

"New Normal" has become a buzzword pertaining to the changing perspective of doing things prior to the start of the COVID-19 pandemic. Social distancing, contract tracing, use of face masks and face shields, along with other health protocols have become part of this norm. For travel and tourism, this translates to limited mobility and restricted personal contact of individuals, which proves extremely challenging for the industry. This phenomenon resulted to evolving travel perceptions, attitude, and behavior of both travelers and tourism enterprises. With this, a new landscape of domestic travel in the Philippines ushers in an opportunity for a “Better Normal” to take shape. To support this, the Department of Tourism (DOT), together with the AIM-Dr. Andrew L. Tan Center for Tourism (AIM ALT-CFT), and Guide to the Philippines (GTTP) launched the “The Evolving Landscape of Domestic Travel in the Philippines: A study of travelers and tourism enterprises amidst the pandemic.”

Rationale of the Survey

Against the backdrop of the Philippine Travel Survey conducted last May 2020, the Department of Tourism (DOT), together with the AIM-Dr. Andrew L. Tan Center for Tourism (AIM ALT-CFT), and Guide to the Philippines (GTTP) launched “The Evolving Landscape of Domestic Travel in the Philippines: A study of travelers and tourism enterprises amidst the pandemic” last November 28, 2020 to December 30, 2020 on various online platforms.

This is a comprehensive study of the sentiments of both tourism enterprises and travelers on the "new normal" of travel. Thus, this survey contains the results of two surveys: traveler (demand) and enterprise (supply). We surveyed a total of 7,243 travelers and 108 tourism enterprises in the Philippines.

With the recent developments in the policies of the national government in containing the pandemic and restarting the economy, it is important to understand any changes in the sentiments and preferences of both demand- and supply-side stakeholders. These changes are inevitable as actors have been making decisions given recent information.

Recap of the May 2020 Survey

This study generated 12,732 respondents comprised of Filipino travelers and non-Filipino residents in the Philippines. Results have generated six key implications, which reinforced the hypothesis that domestic tourism will recover first and that travelers are keen on visiting nearby tourism destinations from their places of residence. Such results may be used freely by all tourism stakeholders and enterprises in planning for the “new normal” for local travel.

Positioned as a two-pronged survey, the study’s aims to address the following objectives:

● To present updated travel behavior as gleaned from the November 2020 DOT Nationwide Survey

● To support the crafting of DOT’s strategy to jumpstart the tourism industry

The findings of this study aim to assist the Department of Tourism, along with other concerned stakeholders, in planning and adapting to the "better normal” of local travel.

Point-to-point Travel during Pandemic

● Travelers visited destinations close to their place of residence (within their regions and neighboring regions).

● With the exception of NCR, which welcomed travelers from across the country, it can be deduced that travels to NCR are mainly for business purposes.

● The more drivable a destination is, the more tourists they will welcome.

Key Implications from the Travelers’ Survey

1. Travel is perceived as an answer to keeping their sanity.

Seen as a priority, budget for travel is expected to be allocated accordingly.

PHILIPPINE TRAVEL SURVEY REPORT Joint project of Department of Tourism - Philippines, AIM - Dr. Andrew L. Tan Center for Tourism, and Guide to the Philippines Published Date: February 2021

Key Implications from the Travelers’ Survey

2. Travel behavior has changed thereby opening opportunities for introducing new travel products and services.

Travelers’ willingness to visit multiple destinations and to extend their trips is considered an adult decision. Similarly, heritage sites may be used to jumpstart tourism activity by catering to younger travelers who travel for study. As a strategy to reboot economies and travel activities, it is critical to "disperse travelers" to untapped destinations.

3. Travel and safety protocols need to be standardized.

As pointed out by the survey results, the varying LGU safety protocols (as this will evolve rapidly as vaccines become available and the cost of testing drops) is the top source of travel inconvenience. The presence of a unified system that outlines the set of standard protocols in various travel destinations will help ease travel arrangements. Standardization may be implemented at least province-wide or even circuit-wide. This is especially important in catering to spontaneous day trip travelers.

4. Traveling can be personalized.

For value-sensitive travelers, travel can be personalized and tailor-made to their needs and objectives. For the more price-sensitive travelers, travel can be simplified by offering destinations with the most relaxed health protocols (e.g. reduced cost and frequency of testing).

5. Travelers’ preferences evolved.

Travelers’ preferred activities include outdoor activities, like going to the beach, hiking, and biking, with “staycation” coming in next. Outdoors and well-ventilated areas are preferred over confined spaces or facilities which re-circulate air. Travelers’ preferred travel company are family members who are considered to be the safest people to travel with. Travelers travelled close to home, except for Metro Manila which welcomed travelers from across the country. It can be deduced that travels to Metro Manila are mainly for business purposes.
