Miller This project attempts to bridge the gap between organizational theory and political rhetoric by approaching the study of the George W. Bush administration through the lens of Weick’s theory of organizing. I specifically argue for the Bush administration as a tightly coupled system, as demonstrated by the media and the members of the administration themselves. Second, I argue for the constraining nature of the enacted environment through an analysis of the administration’s position on federal funding for embryonic stem cell research. I find that Bush’s decision to veto stem cell legislation in 2006 was a consequence of his identity as an Evangelical Christian and of his definition of what it means to be a leader. Finally, I argue for the importance of requisite variety in the administration’s rhetorical constructions of the problems facing Social Security and the proposed methods of program reform. The administration’s proposal demonstrates the necessity for a rhetorical “matching” between the construction of the problem and the construction of the solution. Drawing on the work of Douglas Ehninger, Crable argued that this modern, contemporary system of rhetoric was organizational in nature and proposed that rhetors function in society as spokespersons rather than by vocalizing their own individual viewpoints or beliefs. As examples of speakers under the constraints of the fourth system, Crable pointed to the Jimmy Carter and Ronald Reagan U.S. presidential administrations. He essentially argued that Carter did not understand that he was to act as a spokesperson and placed too much emphasis on his own ideas. Reagan, however, was able to quickly learn that his skills as an actor in the Hollywood sense would serve him better in his presidency than his skills as a Burkean actor. He quickly adapted his former occupation to his new office and achieved historical success for his communicative abilities. Crable also outlined a set of constructs that effectively described the characteristics of organizational rhetoric in the fourth system (of the type he identifies in the Carter and Reagan administrations), but what he did not clearly do was provide scholars with ways of making arguments about how rhetoric functions within the system of organizational rhetoric. Political scientists have adopted concepts of organizational communication to gain insight into presidential administrations with a similar end: they This dissertation follows the style of Management Communication Quarterly 2 can describe organizational characteristics but have very little to say about political or organizational rhetoric. To help fill this void in the literature, this study examines several rhetorical events of the George W. Bush administration and analyzes them using Weick’s theory of organizational sensemaking. I argue that this theory is appropriate as it focuses on the communicative nature of organizations and moves away from the managerial bias that is present in much of the political

When and where were you born, Mr. Davidson? D: I was born in Chicago on August 10, 1925. P: Talk a little bit about your early background and your schooling. D: My parents brought me here in 1928 when they came to manage the News Journal. My grandfather and my father jointly acquired control of it and took possession of it in December, 1928. I grew up here through the Depression. I am a product of local schools and was underfoot at the newspaper all during my formative years. I did not have anything actually active to do with the newspaper until after high school. While I was in college, I worked in the newsroom in the summer. I was not intending to be a newspaperman. I was intending to be a professional musician, so I was really just making the most of a summer job. Then when I left school, I wanted to get married, so I gave up the idea of being a professional musician and hit my old man up for a full-time job and became a reporter here. P: What year was that? D: That was 1947. P: You did go to Juilliard [prestigious school of music], did you not? D: Yes, I did. P: I guess that explains your interest in bringing the London Symphony here. D: Yes. I was a trained professional musician and existed quite happily in the New York market -- which was competitive -- as a professional musician, until the necessity of supporting a wife came along.

In 1987, the number of inmates incarcerated in privately operated correctional facilities worldwide was 3,100; by 1998 the number had risen to 132,000. Today, there are approximately 130,000 people locked up in private prisons being run by for-profit companies. Although I have figures on which to rely, it seems to me that this trend parallels the trend towards privatization of governmental services which has occurred over the same period. In the period following the Jimmy Carter presidency, up to the present day, the list of government functions which have been converted to private ones (toll roads, anyone?) seems to be almost endless. As much as I might like to add my voice to those complaining about toll roads and the problems (and inconveniences) associated with them, this article will explore only the privatization of our jails and prisons.

She reported for The Washington Post, helped create the Newseum and directs the Alicia Patterson Foundation, journalism’s oldest writing fellowship program. But long before Engel, BJ ’73, hit high-level journalism, she was a theater rat, acting throughout her teenage years in school plays. She enjoyed playing roles ranging from Tweedledum in Alice in Wonderland to chorus parts in Bye Bye Birdie. But perhaps her most memorable moment came during college in an absurdist one-act play called The Lesson, in which she played a piano student murdered on stage by her teacher. Engel resurrected herself and has haunted theaters on the flip side of the footlights ever since. When in 2007 breast cancer claimed one of Engel’s favorite writers, the famously sassy newspaper columnist Molly Ivins, the two threads of Engel’s life soon came together.
