FULL COUNCIL MEETING MINUTES

MINUTES of the Wood & Trench Parish Council Meeting held on Tuesday 13th November 2012 at the Parish Council Centre, Church Road, at 7pm.

PRESENT: Cllr’s. C.F. Smith – Chair, L.T. Brayne – Vice Chair, K. Hanmer, M.J. Hanmer, D. Plant, Shirley Reynolds, John Thompson, K. R. Watkins and S.A. Watkins.

IN ATTENDANCE: CSO Richard Harrison, Debbie Holding from PODS and one member of the public.

12/2309 Apologies RESOLVED - to accept apologies from Cllr. Stephen Reynolds (OTC Meeting) and Cllr. H. Smith (illness)

12/2310 Disclosable Pecuniary Interests

There were no Disclosable Pecuniary Interests.

12/2311 To issue a grant to Debbie Holding from PODS (Parents Opening Doors)

The Chair issued a grant to Debbie Holding from PODS. Debbie thanked members for the grant and explained briefly about the work of the group.

12/2312 Public Session a) Cllr. Brayne thanked Cllr. Anne Watkins and the Allotment Society for the firework display held on Saturday and said that it was the best display they have had. b) Cllr. Shirley Reynolds informed CSO Harrison that she has received complaints that vehicle are being parked along Trench Road by the New Inn and blocking residents drives even though they have parking spaces at the rear of their properties. CSO Harrison said that he will investigate this matter. c) Cllr. Reynolds said that there is an issue with parents removing bollards that have been put out to prevent parking because of a funeral at the church and parking in their place. CSO Harrison advised that the parent’s car registrations should be noted and a complaint made to the school.

12/2313 The Minutes of the Parish Council Meeting held on Tuesday 9th October 2012 were confirmed as a correct record and signed by the Chair.

12/2314 Correspondence

a) & Wrekin Council – Notice of Temporary Prohibition of Traffic Order for Holyhead Road, from the Greyhound Roundabout to the Beveley Roundabout on 3rd December for 1 day to carry out highway maintenance works. The diversion route will be via the A442 Queensway and the B4373 Wombridge Way. b) Telford & Wrekin Council – Notice of Street Lighting essential maintenance on the new date of 26th November for a maximum of two weeks on the A442 Trench Lock to Castlefields Roundabout, A4169 Castlefields to Jiggers Roundabout, A5223 Jiggers to Shawbirch Roundabout and A442 Shawbirch to Trench Lock Roundabout. c) Telford & Wrekin Council – Update from Cllr. Shaun Davies on the Suggest a Bin Scheme, and a map showing new bins to be installed at Mafeking Drive, Moss Road and Wrockwardine Wood Way. d) Telford & Wrekin Council – Notice of Scrutiny Committee Meetings at Civic Offices – 16th November – Scrutiny Management Board at 10.30am and 27th November – Co-operative & Communities at 6pm

1 e) Telford & Wrekin Council – Press Release update on recruiting Snow Wardens dated 22nd October. The press release says that only 10 days after launching the initiative, 23 residents have expressed their interest in signing up to the scheme. f) Telford & Wrekin Council – Email from Suleena Kaul, Emergency Planning Officer regarding Community Resilience. Suleena says that in March 2011 the Cabinet Office launched their Community Resilience initiative which encourages local communities and groups to get involved in emergency planning for their local area. Suleena would be happy to assist us if we would like to get involved in this initiative. g) Telford & Wrekin Council – Email from Adam Brookes regarding the Traffic Regulation Order Review. Adam says that TWC is undertaking a full review of all the parking Traffic Regulation Orders within the Borough to ensure all restrictions are legally correct and suitable for current traffic conditions and are seeking views of parish and town councils before consulting more widely locally. A workshop will be held on 8th November at Oakengates Town Council Offices for any members interested. Cllr’s. Anne and Keith Watkins and Cllr. Brayne attended this meeting and were informed that there will be further double yellow lines in Church Road. The Clerk was instructed to obtain a map of the proposed restrictions for the next meeting. h) Wellington Town Council – Invitation to the Civic Christmas Concert on 22nd December at 7.30pm at All Saints Church, Wellington. Tickets cost £12 and include a glass of wine and a mince pie. All proceeds will be donated to the Mayor of Wellington’s chosen charity – The Severn Hospice. i) Wrockwardine Wood Infant School & Nursery – To receive a letter from Head Teacher Denise Garner regarding litter at the entrance to the school gates and the issue of parking in the car park. It was AGREED to write to TWC regarding the parking problem outside the school gates. It was further AGREED to ask the school if we can have use of two parking spaces plus a disabled space instead of the one space and one disabled space that they suggest in their letter.

CORRESPONDENCE RECEIVED AFTER PUBLICATION OF THE AGENDA Telford & Wrekin Council – Briefing Note for Councillors on Social Rented Sector Size Restriction for Housing Benefit changes as a result of the Government Welfare Benefits Reform Programme. From 1 April 2013 Housing Benefit for people of working age who rent their homes from a Housing Association will be reduced if they are considered to be living in a property that has more bedrooms than they and their family require. Housing Benefit will be reduced by 14% if the person has one extra bedroom and 25% if the person has two or more extra bedrooms. Telford & Wrekin Council – Email from Janice Williams regarding a service review of Oakengates Theatre @ The Place. The review is for people to help TWC make decisions about what the Theatre offers and in the way in which the building is operated. The consultation will run until 4 January 2013 and a survey form is available online at www.theplacetelford.com Telford & Wrekin Council – Email from Katy Driver giving notice of a new recycling campaign introducing the characters of Ted & Flo who aim to pass on positive messages throughout the next 18 months to encourage people to recycle more of their rubbish. The Recycling team will be rolling out a programme to promote recycling awareness and participation across the borough and TWC will keep us informed about the programme and when the team will be in our Ward.

12/2315 Payments to be Issued

Each Councillor received a list of the expenditure transactions for November 2012. RESOLVED – that the expenditure transactions for November 2012 totalling £13,449.93 be approved. (Copy list attached to office Minutes)

12/2316 To receive and approve a Statement of Accounts for October

A Statement of Accounts for October 2012 was tabled (copy attached to office Minutes). RESOLVED – to approve and accept the Statement of Accounts for October 2012.

2 12/2317 To consider the Local Government Boundary Commission for Electoral Review of Telford & Wrekin

Cllr. Thompson said that one option is to cut down to 44 councillors, but with the increase in population he feels that we need to retain the current number of councillors. The Chair said that from his point of view the workload has increased under the current government. Cllr. Shirley Reynolds said that the suggestion to cut the number of councillors is ludicrous and pointed out that councillors are unable to walk around this area in one day. It was AGREED to write to the Local Government Boundary Commission proposing that the number of councillors remains at 54 because of the population growth and housing increase.

12/2318 Any Items of Information or Items for the next Agenda

a) Cllr. J. Thompson said that the street lighting may need upgrading near to Wrockwardine Wood Junior School as it is very dark in that area. b) Cllr. Brayne said that the traffic lights at Wrockwardine Wood Way should have been turned on last week. The Clerk contacted Amanda Roberts and was told they would be on today. The Clerk was instructed to write to TWC to say that it is not good enough that the lights are still not on and we would appreciate them working by Christmas.
