Related Collections Related material may be found in FOIA request 1999-0432-F entitled “Records from Selected White House Office of Personnel Files.” Scope and Content In January 1981, Chase Untermeyer became the Executive Assistant to Vice President George H. W. Bush. Untermeyer left the vice presidential staff in March 1983 to serve as Deputy Assistant Secretary of the Navy for Installations & Facilities. On May 7, 1984, President Reagan appointed him Assistant 1 2000-1291-F Secretary of the Navy for Manpower and Reserve Affairs. Chase Untermeyer resigned this position in April 1988 to head the Bush presidential transition. When President Bush took office in 1989, Untermeyer came to the White House as Assistant to the President and Director of Presidential Personnel. As Director of Presidential Personnel, Untermeyer and his office were responsible for approximately 4,000 presidential appointments throughout the Bush administration. During his tenure in the White House, Untermeyer became chairman of the White House Task Force on Puerto Rico. In 1991, Bush appointed him Director of the Voice of America. The materials in FOIA 2000-1291-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA 2000-1291-F contains of incoming and outgoing letters, memoranda, forms, and printed material. Letters include public and congressional mail and outgoing form letters concerning presidential appointments. There are also letters concerning the issue of estadidad (statehood) for Puerto Rico. Memoranda documents include correspondence with President Bush on final presidential appointment and delegation decisions. White House Office of Records Management (WHORM) Subject File categories contain correspondence; memoranda; news clippings; and brochures from the general public, Congress, and the Bush administration. WHORM Subject File GI002 concerns Gifts to the President, PU concerns Publications, and TA005 concerns Trade Agreements. The WHORM Alphabetical Files contains one letter from Sid Bass. The Staff and Office Files contain correspondence, memoranda, and publications maintained by individual staff members and offices. There are personal data statements, resumes and recommendations for specific agencies, board, commissions, and departments, and Senate confirmation reports. Printed material includes news clippings and articles about federal jobs and the federal appointment process, Chase Untermeyer and Andy Card's trip to Puerto Rico, and the Untermeyer/Kendrick wedding. There are reports by the General Accounting Office, the President's Commission on Federal Ethics Law Reform, the National Committee on the Public Service, and the President's Commission on the Federal Appointment Process. Also included in this collection of documents: Untermeyer speeches; invitations to White House dinners and other functions; programs for various performances, lectures, and ceremonies; and greeting cards. System of Arrangement Records that are responsive to this FOIA request were found in six collection areas—Bush Presidential Records: WHORM Alphabetical Files; Bush Presidential Records: WHORM Subject Files; Bush Presidential Records: Staff and Office Files; Bush Vice Presidential Records: WHORM Name Files; Bush Vice Presidential Records: WHORM Subject Files; and Bush Vice Presidential Records: Staff and Office Files. As policy, WHORM Alphabetical Files and WHORM Subject Files are processed at the document level; whereas, Staff and Office Files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The WHORM Subject File compiled by the White House Office of Records Management is comprised of a series of documents assigned a letter/number combination and filed in a subject category. A complete listing of the subject categories including a detailed description of each category is available in our research room and on our website at http://bushlibrary.tamu.edu/research/find/whorm/whorm.html. Please note that the arrangement of this FOIA is different than the usual arrangement by OA/ID number. Series were not placed in consecutive boxes by the White House staff. This FOIA request has been 2 2000-1291-F arranged so that similar records and series are together. Therefore, the OA/ID numbers on processed material will not be consecutive.
