First Published 2012 ISBN: 978-983-41174-7-4 EPD SABAH | i Foreword The Environmental Impact Assessment (EIA) has been widely used as a critical tool in managing and clarifying the complex interrelationships between development and the environment. It provides assessment of the environmental consequences of development actions in a systematic, holistic and multidisciplinary way. In Sabah, the Environment Protection Department is imposing two environmental impact assessment categories namely the EIA or the Proposal for Mitigation Measures (PMM) in managing any development listed as prescribed activities under the Environment Protection (Prescribed Activities) (Amendment) Order 2013. The purpose of these Guidelines is to provide practical guidance to environmental consultants, developers, planning authorities and any other stakeholders on procedural aspects as well as the processes involved in the preparation of the EIA/ PMM report. It intents to provide a structured framework for the scope of environmental considerations required during the planning, implementation and maintenance stages of any prescribed development activity. Identification of potential environmental issues at the initial stage of development is essential for the selection of realistic mitigation measures.
