Misson Statement

The Mission Statement for the Future Stars Cup is:

“The Future Stars Cup is designed to assist AFL Queensland achieve its aim to promote and develop the game of Australian Football in the state of Queensland. The Future Stars Cup is to foster the development of Australian Football by providing primary school students from across the state with the opportunity to participate in an Australian Football competition. The Future Stars Cup is to provide a fun, friendly environment concerned with the development of the game and students participating.”

Section 2 COMPETITION MANAGER

2.1 Competition Manager The competition manager for the Future Stars Cup is the Schools Program Manager. Tel: (07) 3394 2433 or email: [email protected]

The competition manager’s duties in conjunction with that of the regional convenor’s include: • Overseeing the running of the competition • The professional administration of the competition • Sponsorship for the competition • Liaising with school co-ordinators and other related members of the competition. • Circulating information on the competition, keeping participants informed • Distributing nomination forms for the competition • Constructing the draws for the competition • Ascertain draw requirements for schools • Allocating match managers • Ascertain ground availability from clubs • Handle any problems arising in the competition • Oversee the evaluation of the competition

Section 3 UMPIRING

3.1 Umpires’ Coordinator The Regional Convenor / Regional Development staff member will coordinate umpires for all District, Regional and Pool final matches. Umpiring Development Manager Andrew Cross will coordinate umpires for all grand finals. The School Programs Manager will forward all comments on umpires to Andrew Cross.

3.2 Umpiring Policy One field umpire will be allocated to umpire all Future Stars Cup matches.

Teams are expected to provide one goal umpire for each match.

3.3 Payment Field umpires will be paid out of the allocated funds from AFL Queensland’s Future Stars Cup (grand finals only) or regional budgets (all other levels). The payment structure is to be agreed upon by the competition manager and the umpire's coordinator. This payment structure is to be reviewed annually.

Section 4 MATCH MANAGER DUTIES

4.1 Match Manager's duties AFL Queensland will provide a Match Manager for each venue. It is important for Match Managers to act in a professional manner at all times to ensure the smooth operation of the competition. It will be his/her responsibility to ensure that:

• Match Managers wear an AFL Queensland shirt for easy recognition • Match results sheets are compiled after matches • Time Keeper is in place with siren • Stretcher is available • Scoreboard is operational • Two size 3 footballs are available (Yellow for night games) • Umpires’ flags, whistles, scoresheets and match results sheets are taken to the grounds • Matches are run on time • He/she meets with umpires before matches

Section 5 SCHOOL DUTIES

5.1 Duties All school co-ordinators are to be conversant with this publication and aware of their duties that are outlined. They are as follows:

• All teams must be accompanied by a staff member who is responsible for that team. Schools shall adhere to the requirements for day excursions as set down by their respective education bodies.

• Schools are to ensure that all players complete registration forms provided by AFL Queensland before playing in the Future Stars Cup. The registration forms are annexed as Appendix 2. Schools will need to photocopy these forms to be completed by participating players. Players will not be eligible to participate until registration forms have been received.

• Students umpiring are to report to the Match Manager ten (10) minutes prior to commencement of matches.

• Team managers to fill out match reports and hand to the Match Manager no later than 15 minutes after the match.

• Team managers are to ensure all players are correctly attired (ie. football socks, shorts and jumpers).

• If a school intends to forfeit, it must notify firstly the regional convenor (regional development staff member) and secondly the opposing school at least 24 hours before the scheduled commencement of the match.

• Team Managers are to ensure that all players are under the required age limits for their respective competitions.

• Coaches, officials and players must participate in the spirit of true sportsmanship, ensuring that the competition is a credit to the game of Australian Football and those participating in it.

5.2 First Aid It is the schools responsibility to provide an appropriate First Aid Kit for its teams use. Participating schools are responsible for ensuring that reasonable provision is made for the treatment of injuries.

5.3 Personal Injury / Accident Insurance Students participate in the Future Stars Cup at their own risk. They are responsible for their own personal injury/accident insurance.

The duties for this competition include:

• Liaising with schools for any assistance in coaching etc. • Liaising with clubs two days before matches and ensuring that the ground is in a playable condition. Eg. Lines marked, goal post pads available, grass mown. • Liaising with Match Manager the day prior to the match to ensure they are fully conversant with their duties. • Acting as Match Manager when required.

Section 7 COMPETITION RULES 7.1 Playing Times (4 x 10 minute quarters) Length of quarters may change to suit local circumstances. Min 7 mins - Max 12 mins. ¼ time 2 minutes ½ time 5 minutes ¾ time 3 minutes

In the event of a draw, five minutes each way with a straight swap over.

7.2 Playing Ground 110m x 80m.

7.3 The Team • The team shall consist of a maximum of 15 players and 2 reserves. • The team shall consist of three forwards, half forwards, centres, half backs and three backline players. No wing positions. Centre line players are the only players permitted at the start of play ball up. • Where difficulty fielding full numbers, both coaches and team managers must agree to assist to equate player numbers. The spirit of the game is to give all players a game of football

7.4 Start of Play The game shall be started by a ball up between two players in the centre of the ground. Players should be approximately equal size Maximum three players from each team closer than 20m from the ball-up. After a goal is scored, play starts again as above.

7.5 Ball-up Contest Players contesting a ball-up (ruck play) may not grab the ball and play on, ie they cannot take full possession of the ball. Player must knock, palm or punch the ball to a team-mate or open ground, and may not play the ball again until it has been either touched by another player or hits the ground.

7.6 Player Rotation To stop congestion, players will be instructed by the umpire to stay in their correct positions. The coach should instruct players to stay in position and enable all players to experience playing in the different positions through effective regular rotation

7.7 Scoring Any player can score.

7.8 Scrimmage Umpire stops play. Players sent back to positions and ball up used.

7.9 Out of Bounds A. From a Kick A kick is generally awarded to nearest opponent. This is also an opportunity for the umpire to give possession to a player who may not have had as many opportunities as others. B. If in doubt as to which team kicked the ball. Ball-up five metres in. C. Off hands or body. Ball-up five metres in.

7.10 Tackling A player in possession of the ball may be tackled by an opponent wrapping both arms around the area below the top of the shoulders and on/above the knees. The may be from either side or from behind providing the tackle from behind does not thrust forward the player with the ball (That is push back the player in the back).

• A player in possession of the ball, when held by an opponent applying the wrap around tackle, should be given a reasonable chance to dispose of the ball by kick or by handball, or by attempting to kick or handball, otherwise a free kick shall be awarded to the tackler for holding the ball. • The Field Umpire shall conduct a ball-up when the player with the ball has the ball held to the body by an opponent, unless the player has had a reasonable time to dispose of the ball prior to being tackled, in which case a free kick shall be awarded to the tackler for holding the ball. • The Field Umpire shall allow play to continue if the ball is knocked out of a player’s hands by an opponent. • A player not in possession of the ball, when held by an opponent, shall be awarded a Free Kick. • No player shall be deliberately dumped / thrown to the ground by a tackle.

7.11 Mark Any player catching the ball directly from the kick of another player, provided the ball has travelled at least 10 metres, shall be awarded a mark.

7.12 Bumping A player may make contact with another player by using his hip or shoulder to the side of the body (not above the shoulders or in the back) provided the ball is no more than 5 metres away from the player.

7.13 Barging No barging or chopping past opponents is allowed. A free kick will be awarded. Fending off with an open hand to the body (not above the shoulders or in the back) is allowed.

7.14 Stealing / Smothering Both stealing and smothering are allowed.

7.15 Shepherding Player is allowed to shepherd within 5 metres of the ball.

7.16 Bouncing the Ball A player in possession is permitted to bounce the ball up to two times before disposing.

7.17 Distance Run While a player in possession of the football is moving, the player must bounce the ball at least once every 15 metres, irrespective of whether that player is running in a straight line or otherwise.

7.18 Marking and Playing On Catch ball directly from kick. Ball must travel 10 metres.

7.19 Kicking Off the Ground A player is not permitted to deliberately kick the ball of the ground.

7.20 Order Off Rule To be applied – Penalty time at umpires discretion. Bad language, poor sportsmanship and disputing umpiring decisions should be actively discouraged.

7.21 Staying in Position To stop congestion, umpire will instruct players to stay in zones.

7.22 Coaches Coaches are not permitted on the ground during the course of the game unless attending an injury.

7.23 Runners Runners may be used to deliver messages and return directly to the coach.

7.24 Spirit of the Game Umpires to instruct players on rules and procedures. Players, coaches and umpires to shake hands. Umpires to be acknowledged and thanked by teams.

Section 8 MATCH CONDITIONS AND REGULATIONS

8.1 Playing Uniforms

To ensure the best presentation of this competition, it is expected that all players will wear matching shorts and socks. Should schools decide not to wear traditional Australian Football style shorts and wear school sports shorts, it is import that all players wear the same style of shorts.

8.2 Participant Benefits

When schools win through to the pool final stage, each participant will receive a PowerAde drink bottle and cap.

When schools win through to the semi/grand final stage, each school will receive a PowerAde back pack as a best player award and a PowerAde ball carry bag with 10 synthetic footballs for the school to keep.

All members of the championship team will receive a medallion. All members of the runner up team will receive a medallion.

8.4 Footballs AFL Queensland will provide appropriate size 3 match balls. The Match Manager will have these in his/her possession

8.6 Interchange The interchange area for this competition will be the region where the teams coach is situated.

A player cannot enter the field as a replacement until the player she is replacing has left the field

A player who does not leave the playing ground through the approved areas shall not be permitted to take further part in the match, unless she is taken from the playing ground on a stretcher.

8.7 Age Requirements

Players must currently be enrolled as a grade 6 or 7 student.

8.8 Conduct The competition is to be run in the spirit of the mission statement outlined at the front of this handbook. This requires coaches to emphasise to their players that they are to

compete in a sportsmanlike manner at all times. Unduly rough play and blatant violence on the field will not be tolerated in any way. Players displaying this type of behaviour will be sent from the field. AFL Queensland will suspend any players from following matches who show this behaviour. In addition schools are encouraged to impose disciplinary action appropriate to the conduct as they see fit.

8.9 Forfeits In the case of a match forfeit it is the offending schools responsibility to firstly notify the Regional Convenor before notifying the opposing school. AFL Queensland will then notify all relevant parties such as umpires, Match Managers and the venues

8.10 Travel Subsidy AFL Queensland will make the following contribution towards transport for Schools who participate at the Pool, Semi or Grand Final stage.

Semi & Grand Final: • Jamie Charman Pool winner - AFL Queensland will cover the cost of flights for 17 players and 2 officials. • Chris Johnson Pool winner – AFL Queensland will cover the cost of Bus Transport for 17 players and 2 officials. The exception being if the winner is from the Sunshine Coast region in which case the school will be offered a $150 travel subsidy. • Simon Black & Robert Copeland Pool winners will be offered a $150 travel subsidy where bus transport is required.

At the Semi & Grand final stages AFL Queensland will handle all Chris Johnson & Jamie Charman Pool transport bookings. Simon Black & Robert Copeland Pool schools will need to book their own transport then send a tax invoice via fax 3394 4977 through to Schools Program Manager for the allocated amount.

It is suggested that where possible the two schools (ie Future Stars & Carol Berry Cup teams) representing each region to pool their travel subsidies and travel together to the pool finals.

8.11 Results The Future Stars Cup grand final results will be published in the Sunday Mail and on the AFL Queensland School Football website (http://schoolfooty.aflq.com.au)

8.12 Coaching Assistance Schools are invited to use the expertise of AFL Queensland staff with regard to coaching assistance. Development staff are available for individual training sessions or to coach the team throughout the competition in certain circumstances.

Schools should contact their Development Manager or Officer should they require this assistance.

8.13 School Footy Website AFL Queensland has a website totally dedicated to school participation - http://schoolfooty.aflq.com.au. This site includes Future Stars Cup fixtures & results.

8.14 Alcohol The policy and action plan in relation to alcohol consumption at Future Stars Cup matches is as follows: • Areas other than those designated as licensed are enforced as alcohol free. • Match Managers duty to regulate any alcohol consumption. • Where it is acknowledged that the spectators are supporting their School the Teacher in charge is requested to assist the Match Manager in directing offending spectators to refrain or move to the licensed area (if one exists) • Contact Police if offending spectators choose to ignore directions.

Section 9 AFL Lions Academy

What is the AFL Lions Academy?

The AFL Lions Academy is an innovative program that provides young Queenslanders with an unique opportunity to participate in a first class sport and education experience facilitated by star players. Specifically, the AFL Lions Academy is a multi-level coaching program for aspiring players aged between 12 and 18.

The Academy features 5 levels, beginning with the youngest emerging from the Future Stars program at year 7 school level, right up to the Under 18 Level where the best will represent Queensland in the national championships.

Once a part of the Academy, each participant will be provided with a best practice experience in terms of learning, facilities and facilitators.

AFL Lions Academy Selection & Levels

Level One: Squad members are selected from the ‘AFL Future Stars’ program each year which aims to identify boys who play AFL for their school, but are not currently registered with a junior club.

Level Two: Squad members are selected each year from the Queensland State Under 12 School Boy team, and also the Queensland State Under 14 Development Championships.

Section 10 ENTRY INTO THE FUTURE STARS CUP COMPETITION

10.1 Application Each school wishing to participate in the Future Stars Cup needs to apply by lodging with AFL Queensland a nomination form attached as Appendix 1 to this manual no later than Friday, 23rd May 2008.

10.2 Bound to Regulations and Other Rules Each team entering the competition shall be bound by and shall comply with: 1. The regulations and duties outlined in this document, AFL Queensland Official Management Handbook 2. The laws of Australian Football, and amendments made to these as outlined in The Future Stars Cup Official Management Handbook and 3. Any resolutions, determinations, rules or regulations made by the AFL Queensland in relation thereto.
