SAGINAW TOWNSHIP RECREATION STAN MUSIAL-CONNIE MACK-MICKEY MANTLE-SANDY KOUFAX RULES, REGULATIONS AND GUIDELINES - 2013 1. A team manager or coach is responsible for registering a completed team roster and payment of entry fee with the Recreation Office. 2. Deadline for adding players for Stan Musial, Connie Mack, Mickey Mantle and Sandy Koufax is July 1st of the current year. 3. Player's age is determined by their age as of May 1st of the current year. This does not apply to the Stan Musial division. 4. Designated hitter for the pitcher only (American League Rules) STAN MUSIAL ONLY. Connie Mack, Mickey Mantle & Sandy Koufax may use the designated hitter for all positions. Example: second base, right fielder etc. only nine (9) players are allowed to bat at one time. 5. All games are scheduled seven (7) innings in length. Mercy rule is 8 runs after five innings, 4 ½ if home team is ahead, and 15 runs after three innings, 2 ½ if home team is ahead. If a game is tied after 7 complete innings the international tie-breaker rule will take effect. International tie-breaker rule (applies to all divisions): The last person who made the third out in the 7th inning will start at second base in the 8th inning with no outs. 6. A team must have at least eight (8) players to start a Stan Musial, Connie Mack, Mickey Mantle or Sandy Koufax game and seven (7) to finish a game. An out will be called each time the vacant spot(s) in the batting order comes to bat. If during the course of the game, extra player or players show up those individuals will be inserted into the vacant spot(s) in the batting order and will take a defensive position on the field. If a player, coach or manager is ejected from the first game of a scheduled doubleheader, it will be at the discretion of the umpires (if the Baseball Coordinator is not available) if the player, coach or manager is allowed to participate in the second game. If a team has 7 or less players to begin a game the team may borrow enough players from the opposing team to field a 8-9 player team (both team managers must agree to this prior to the start of the game). This game is considered a forfeit (whether its played or not) and will not be rescheduled. This rule applies to all divisions. 7. No high school re-entry rules STAN MUSIAL ONLY. Connie Mack, Mickey Mantle and Sandy Koufax divisions may use high school re-entry rules. 8. League Roster is unlimited number of players for regular season. District Roster is limited to the following: Stan Musial - 24 players Connie Mack - 22 players Mickey Mantle - 20 players Sandy Koufax - 20 players 9. Each team in AABC tournament play may add to its roster three (3) extra players from other teams in its league. 10. For AABC regional play and above, a team may not have more than twenty-four (24) players in Stan Musial; not more than twenty-two (22) players in Connie Mack, and not more than twenty (20) players in Mickey Mantle and Sandy Koufax. 11. Forfeit time is 15 minutes after scheduled game time. If the same two teams are scheduled to play a doubleheader the second game will also be forfeited at this time. 12. Coaches in uniform optional - not required. 13. No high school re-entry rules STAN MUSIAL ONLY. Connie Mack, Mickey Mantle and Sandy Koufax divisions my use high school re-entry rules. 14. Face mask on warm up catcher between innings is required in Connie Mack, Mickey Mantle and Sandy Koufax. Recommended in Stan Musial. 15. Catchers in Stan Musial, Connie Mack, Mickey Mantle and Sandy Koufax must wear a protective helmet while catching. 16. Connie Mack, Mickey Mantle and Sandy Koufax players coaching first or third base is required to wear a batting helmet. 17. STAN MUSIAL - A pitcher must leave the pitching position after manager's second trip to the mound in the same half-inning to the same pitcher. MICKEY MANTLE & CONNIE MACK - managers are only allowed three trips to the mound in a single game (Michigan High School Rules). 18. Home team must provide three (3) quality baseballs per game. 19. Home team occupies third base dugout and visiting team occupies first base dugout. This is not a rule only a recommendation. 20. Alcoholic beverages on Saginaw Township School District property are in violation of State Law and will not be tolerated. Violators will be subject to suspension and/or arrest. Alcoholic beverages on Saginaw Township Parks property are in violation of Township ordinances and such violations are subject to the same penalties. 21. Managers are responsible for the behavior of their players and coaches. 22. No longer need to reinstate ex-pros. That rule has been removed beginning 2007. Stan Musial only. 23. PROTESTS WILL BE TAKEN ONLY ON RULE INTERPRETATION. No judgement call protest can be made. For a protest to be valid, the umpire must be informed of the protest by the opposing team before the next pitch. Protest acknowledgment and time should be recorded on the scoresheet by the opposing team before the next pitch. Umpires names must appear on the scoresheet. Written protest accompanied by $75.00 protest fee must be submitted to the Saginaw township Recreation Office before 5:00 p.m. on the next working day. The protest will be reviewed by a committee which may include the Recreation Director, League Director and Supervisor of Officials. A valid protest will result in proper action (replay, etc.) and a refund of the protest fee. Game replayed from the point of protest. 24. Winning team is responsible to turn in game results to the Saginaw Township Recreation Office. This task can be achieved by dropping the game summary report in the mail slot located at the Recreation Office. Game summary report sheets will be provided to all coaches. WE NEED YOUR COOPERATION ON THIS MATTER. 25. A player's name has to appear in a box score a minimum of three (3) times during the season to be eligible for post season AABC tournaments. POST SEASON PLAYOFFS AND TOURNAMENTS DO NOT COUNT on this total. This applies to Stan Musial, Connie Mack, Mickey Mantle divisions. 26. All games called because of darkness will be governed by A.A.B.C. tournament competition. A game shall be legally completed after five (5) innings if the visiting team is ahead and after four and one-half (4 1/2) innings if the home team is ahead. If the score is tied when the game is called due to darkness it will be a suspended game. If a game is cancelled before its considered an official game due to inclement weather the game will be replayed in its entirety. This applies to Stan Musial, Connie Mack, Mickey Mantle and Sandy Koufax divisions. 27. Courtesy runner may be used in Stan Musial, Connie Mack, Mickey Mantle and Sandy Koufax divisions. This applies only to the pitcher and catcher. The same player may be used as the courtesy runner for the pitcher and catcher. Any player not currently in the line up is eligible to be a runner. This also applies to starters who have been removed from the starting lineup. For Example: A manager removes the starting left fielder after three (3) innings, the left fielder is eligible to be a courtesy runner. 28. Arguments on the field will be settled by managers and umpires. All players will remain on the bench or at their respective areas. 29. No players shall be transferred from one club to another after being definitely listed, without a manager's release, dated and filed with the Recreation Office. This applies to all divisions. 30. Any player found guilty of being ineligible and participating in such games, those games shall be declared as lost to the offending team by forfeit. Player eligibility is determined by the Recreation and League Director. 31. Any player, coach or manager bumping, threatening, swearing or assaulting an umpire will be ejected from the game. Upon further review by the Recreation Department a suspension may occur. 32. No game shall be stopped or delayed by the umpires or managers by reason of any question as to the eligibility of any player whether his name appears on the list or not. This is a matter for the recreation league director only to decide in meeting duly convened. Every game shall be played to a finish and may be protested later if desired. 33. Any game duly and legally forfeited shall be declared so by the umpire or league director and shall count as a score of seven runs to none. 34. All managers, coaches and players must remain in the dugout during the contest. This is a safety issue and umpires will be instructed to enforce the rule. 35. Home team has grounds from 5:45 p.m. to 6:00 p.m. Visiting team has grounds from 6:00 p.m. to 6:15 p.m. This corresponding time limit applies to games starting at 6:15 p.m. For games starting at noon, home team has grounds from 11:30 a.m. to 11:45 a.m. and visiting team has grounds from 11:45 a.m. to 12:00 noon. For games starting at 1:00 p.m. home team has grounds from 12:30 p.m. to 12:45 p.m. and visiting team has grounds from 12:45 p.m.
