The Pavilion in Westminster Field and the Heathside buildings are now included in the terms of reference. The electrical work in the stage area of the Village Hall including the work needed for the Valley Players productions has been completed. The ongoing problem with the leak in the Jubilee Hall kitchen ceiling is in the process of being addressed – the urgent repair work to the parapets started in mid-January. The source of the leak is still of concern as the roof has been inspected and there is no obvious leak. A tarpaulin has been laid over the tiled area to try to isolate the problem area. Small jobs in the Village Hall kitchen are in the process of being sorted such as the extractor fan and bubbling of the floor covering in a few places. The storage cupboards under the stage needs attention as they are continually being repaired – the idea to have bespoke, secure slotted doors without hinges has been proposed. The winter hanging baskets will be replaced with summer bedding in May. There is a new clock and a new set of mugs in the Jubilee Hall. A sign has been put up with information on how to reset the power button should the power fail in the Jubilee Hall. Sadly, the new toilets at Heathside have been vandalised on two occasions since their installation last autumn but the Parish Council is looking at ways of redressing the issue. We are always happy to accept bookings from casual hirers and potential new regular hirers. Please do spread the word. Terry Moyle – Building Committee Chairman 4 Report from the Recreation and Open Spaces Committee The toilet facilities at Heathside are now fully installed and open along with the drinking fountain. A big thank you to all those that adopted one of the Cherry Blossom trees in the Avenue at Westminster Field, they have all now been adopted and will look great once in flower. The Parish Council will be looking at similar schemes in the future. Apple trees are being planted in Heathside and in the Westminster Field picnic area, so that the fruit can be enjoyed by all when they are mature. The Parish Council are now in full ownership of land that was previously owned by Sevenoaks District Council, so we are looking at improving the playground in Shrubbery Road later this year. We are looking at sectioning part of the picnic area in Westminster Field to create access to the river for dogs. This is the result of requests from the public as well as complaints that dog owners are allowing their dogs to run loose in the picnic area. The new sectioned area would create a secure area for dogs to cool down in the river without compromising the enjoyment of people who are using the picnic area. Watch this space for many other projects which are in the pipeline and will be shared once they have been discussed further. James Stewart – ROS Committee Chairman 5 Grants Awarded by the Parish Council The Grants Committee agreed to award the following applicants: St Mary the Virgin Parochial Church £500 towards the costs of replacing 2 noticeboards Citizens Advice in North & West Kent £500 towards helping to support residents with the Parish with free impartial advice Horton Kirby School PTA £500 towards the provision of a friendly recycling and waste bin area The Committee were unable to award a grant to South Darenth Football Club as the application was incomplete. The clerk has advised that the committee will be happy to reconsider their application once all the relevant documents have been forwarded. If you would like to apply for a grant please look at our website or contact the Clerk for details Parish Council Precept The 2020/21 budget as prepared by the Responsible Finance Officer and reviewed by committees and members was ratified. The Precept request for this period shall be £106,858, an increase from £103,672 last year. The tax base for this period has slightly increased to 1302.24 (households in the Parish) which means for a Band D property it will be £82.06 for the year, a slight increase of 2.87% on 2019/20. 6 Darent Valley Lions Club Barbara Bradley – President 01322 862005 or email – [email protected] Many thanks for all the support we received from our helpers and residents of our two villages when we travelled around the villages with Father Christmas and his sleigh – we raised over £2,000. We are very good at fundraising, as you can see, but not so well at recruiting new members, so we are sorry to announce that because of lack of members we are unable to organise our SUMMER FETE AND CLASSIC CAR SHOW this year. We have only three members at the moment and are battling to keep the club going. Thank you everyone 9 Report from Darent River Preservation Society Malcolm Dunn – DRIPS Since October 2019 we have had over 14 inches of rain in the area. Flooding in the North of England and the Midlands has been widely reported in the media. Westminster Field was flooded around the 21 st December 2019 and approximately four inches of water was moving across the field towards the pavilion before emptying back into the river and nearby fishing lakes. Ducks were seen paddling in the garden of the Fighting Cocks and the picnic tables were half submerged! The flow over the weir at Westminster Field was spectacular. The floods had all but gone by the end of December although the river level was still high. Reports from the Environment Agency clearly indicate that the aquifer is really well topped up. This boost to below ground level puts us in an excellent position to deal with the months ahead. Even if we have another hot dry summer, the Darent will survive. Observations from previous years indicate that flow and volume will be low by October. One of the main culprits for exporting the Darent was the pumping station at Horton Kirby. This is now only operating at around 50% of its maximum capability. As a result, the benefits to the river are immense. There is no progress as regard housing development in our district, and the subject is still being discussed. The demand for water could exceed supply from the Darent Valley.

Crime figures for the year: 35 Burglaries, 53 Criminal Damage, 13 Shop lifting, 26 Theft from motor vehicle, 20 theft of Motor vehicle and 1 Bike theft. The villages continue however to be considered as low crime areas. Darent River Preservation Society Malcolm Dunn was unable to attend but copies of his report was available for members and public to take away. District Councillor Philip McGarvey: presented his report which is attached County Councillor Roger Gough: presented his report which is attached A member of the public highlighted pot holes outside Dartford Girls Grammar. Cllr Gough said he would report this to the Highways team. A member of the public asked about the drainage and surface issue with Franks Lane which Cllr Gough will raise with Highways although extensive patching had been undertaken in recent years.
