The Parish Council has been leasing the land for the allotments and the owners have given the Parish Council first refusal to purchase it from them. The Parish Council has a statutory duty to provide allotments if six or more people say that they want them under The Small Holding and Allotments Act 1908 section 23. FRANKS LANE TRAFFIC ISLAND LAND On 27 th September 2016 the High Court upheld the injunction against Mr Carter to remove the structure on this land and Sevenoaks District Council have issued an order to say the building and hardstanding must be removed within 28 days . The Enforcement Officer will be monitoring whether any removal work starts and will refer back to the Legal team should the time frame not be observed. PARISH COUNCIL GRANTS Does your local organisation or club need funds? Ask for an application form from the Parish Office by phone or email or download from the website. So far the Scouts, Brownies, Football Club, Cricket Club, Rainbows, Petanque Club, Saxon Place Community Association, Royal British Legion and Local History Society have all benefited. 3 Fly-tipping Despite challenging financial times Sevenoaks District Council have recently appointed an Environmental Enforcement officer to investigate fly-tipping offences across the District. Many householders are not aware they have a duty of care to check that the contractor they employ to dispose of their rubbish is licensed to carry such waste and that it will be taken to a licenced disposal facility. Since May 2016, enforcement officers may issue a fixed penalty notice fine in the sum of £400 as an alternative to court prosecution to those proven to have fly- tipped waste. If you see fly-tipping the following details are invaluable but you should never put yourself at risk in gathering this information. • The name and address of the person tipping the waste if known • A full description of the incident including the precise location and any vehicle registration numbers, identifying names, markings or phone numbers • A full description of the waste and whether you actually witnessed it being deposited • The time and date of the fly-tipping The Environmental Enforcement officer will be working closely with Town and Parish representatives, neighbouring Council enforcement officers, Kent County Council and Environment Agency colleagues to gather evidence and share intelligence. If you wish to report fly-tipping on the Highway for clearance please call Sevenoaks District Council on 01732 227000. If you have witnessed or have information relating to a fly-tipping offence please either contact your Parish Clerk or call Sevenoaks District Council on 01732 227000. 4 HORSES Following the escalation of the barbaric ‘dump to die’ practice of disposing of unwanted horses the Rural Police Team reported recently that: ‘The British Horse Society held six, very successful, Castration Days that BHS had organised with the help and generosity of eight vets and other equine volunteers. These events resulted in 149 castrations, numerous passports and chippings, with worming and tetanus services also being provided at a subsidised cost of £80, (normally costing £300). Partnership working improves the welfare of the horses and savings on stretched budgets. Venues attended included Leysdown, Horsmonden and Shatterling. The BHS are next attending Tilbury and Harlow areas of Essex and are planning next year’s events in Kent.’ DAFFODILS At the time of going to print Cllr Stewart was preparing to gather local volunteers to plant 1500 daffodil bulbs in mid- October which would see several areas covered in daffodils in the spring next year for the first time. Kent County Council has given permission for bulbs to be planted on several grass verges and care has been taken not to plant anywhere that may cause any visibility issues at junctions; grass cannot be cut until June to allow the bulbs time to die back. The Parish Council bought the bulbs after residents expressed their interest in having more verges brightened up by daffodils earlier this year. Many thanks to the volunteers who will be taking part. 5 New outlet for bla ck, clear and garden sacks th From the 24 October the Co-op store will be stocking the Sevenoaks District Council’s refuse sacks for purchase. The Parish Council hopes that this will be more convenient to residents who are not able to get along to the Parish Office when it is open or to the further afield Swanley Link Centre. Black sacks are £1.50 per roll, clear recycling sacks 50p per roll and garden refuse sacks are 54p each. Refuse sacks will continue to be available at the Parish Office for the time being. RECYCLING The recycling banks, glass, cardboard and clothes, are well used in the village hall car park and a useful local service to residents. However, we have noticed that the bottle banks are frequently overflowing and a hazard to hall users when bags of bottles are left at the side of the bottle banks. Sevenoaks District Council are going to change one smaller bank to a larger one to see if this copes better with the demand. We have been told that leaving bottles around the banks delays the collection as a different team have to come and clear the bags before the bank can be removed. So we will continue to let Sevenoaks District Council know if the banks are full but ask for your assistance; please do not leave any bags of bottles next to the banks. 6 Royal British Legion , Legion Hall, Devon Road South Darenth News from the Royal British Legion local Branch: by Christine Page (01322 864776) POPPY APPEAL If anyone would like a poppy wreath please contact Christine Page to order one Tel: 01322 864776 If anyone would be willing to sell poppies this year either in your street or at Waitrose, Longfield I have a rota worked out to spread the load, please get in touch on the phone number above; the collection starts 27 th October through to 10 th November ARMISTICE DAY Don’t forget on the 11 th November we have a small service in the Village Hall car park with about 140 children from the Horton Kirby school when rockets are let off at 11am to mark the 11 th hour on the 11 th day of the 11 th month. All welcome to attend from 10.40am and refreshments will be served in the Jubilee Hall afterwards. REMEMBRANCE SUNDAY The Remembrance Service will be on the 13 th November at St Mary’s Church at 10am with all welcome to come to this; sadly this may be the last service the local Branch attends with some of our veterans of the Legion joining the parade with the Standard (they have to be over 80 to qualify for this honour). CALL FOR HELP – SAVE YOUR LOCAL ROYAL BRITISH LEGION I will be retiring from being Chairman and Secretary of the Royal st British Legion branch of the South Darenth District on the 31 December 2016. Also our Committee and President Mr Richard Welch, who is now 89, will be retiring due to age and other commitments on the 31 st December 2016. Would anyone in the villages be willing to take over by forming a new Branch and committee? I don’t know how the hall will be managed as this is really a small business with all the profits going to the Royal British Legion as it is owned by them. Please do get in touch if you think this is something you could do and are interested in finding out more. 7 It is a sad time for us all at the Legion as a lot of hard work and effort has gone into running it and keeping the hall up to date and in good order. We also raise £20,000 - £25,000 a year for the Royal British Legion, which includes the Poppy Appeal. Many thanks to you all that have helped and supported us through the years.
