Exploring perspectives that underpin decisions for southern African urban development FRACTAL Think Piece | April 2019 | Produced by Cross-Cutting Cluster Part of the CDKN-funded research within Future Climate For Africa (FCFA) Research team Wilma Nchito, Brenda Mwalukanga, Chipampata Musonda, Bernard Thole, Burnet Mkandawire, Tawina Mlowa, Dereck Mamiwa, Chipo Plaxedes Mubaya, Rudo Mamombe, Natsai Kushata and Alice McClure Summary The objective of the Future Resilience of African CiTies and Lands (FRACTAL) innovation fund programme was to increase the capacity of Early Career Researchers (ECRs) to advance the frontiers of research related to effective regional responses to climate variability and change. The design of the innovation fund project was catalysed by initial FRACTAL findings about the complexity of decision spaces in rapidly growing cities in southern Africa. In light of this complexity, Exploring perspectives that underpin decisions for southern African urban development aimed to unpack real case studies of decisions that have been made in southern African cities in order to surface contextual characteristics that shape urban development in the region, including values, perspectives, attitudes and beliefs of those involved. The FRACTAL innovation project was designed so that research was strongly led by research institutions in southern Africa, outside of South Africa. Through this design, senior researchers at The Polytechnic, University of Malawi, Chinhoyi University of Technology and the University of Zambia mentored up to two ECRs from each city to undertake research. Work was carried out in three southern African cities taking part in FRACTAL, namely Blantyre, Harare and Lusaka. The research process in each city was guided by a loose structure. -

The question is therefore being asked about the extent of alternative production areas in southern Africa (particularly in selected neighboring countries) for the range of crops which are presently produced sub-optimally under irrigation in South Africa. The objective of this study is therefore to provide an answer to this question with adequate confidence to allow the rational pursuit of this concept which could have far-reaching mutual benefit for southern African countries. The countries that were considered are Mozambique, Zimbabwe, Malawi and Zambia. -

Enhancing the Standard of Legal Education in Zambia: Challenges and Prospects
ENHANCING THE STANDARD OF LEGAL EDUCATION IN ZAMBIA: CHALLENGES AND PROSPECTS BY DR CHIPASHA MULENGA, LLD, AHCZ EXECUTIVE DEAN – SCHOOL OF LAW, UNIVERSITY OF LUSAKA, ZAMBIA ABSTRACT The core of legal education should be to prepare students for the different roles they will assume after law school. This seemingly modest idea, however, actually creates a daunting challenge as lawyers’ roles are multifaceted. Where there is little attention paid to legal education, the result is a deterioration of standards thereby affecting the quality of law graduates produced by legal education institutions. It has been asserted that the standard of legal education in Zambia has not attained the required heights but has, on the contrary, over the years, gradually deteriorated. This contention mostly centres on fundamental aspects that legal education institutions have not, over the years, been addressed. To address this perception, accreditation of schools of law has been introduced as a mandatory requirement. It is argued, with optimism, that accreditation could be a panacea. Regrettably, however, accreditation does not appear to fully ameliorate the present state of legal education in Zambia especially that the empowering statute is fraught with frailties. There are, however, some positive aspects which, if addressed properly, would spur legal education to greater heights. The article, therefore, argues that legal education in Zambia is under siege and if the situation remains unaddressed, it could eventually lead to the collapse of legal education, however, the situation is not beyond reprieve. Abstract Due to the advent of the 1994 democratic constitution particularly its enactment on Protection of human rights and freedoms: Culture and language, Freedom of association, Religion and beliefs, Freedom of assembly and Political rights, Malawi has witnessed mushrooming of tribal organizations, aiming at preserving the traditional African religious beliefs and African cultural traditions. The Chewa Heritage Foundation (Chefo) and the Muhlakho wa Alhomwe (MWA) among the Chewa and Lhomwe tribes respectively are among well-known ethnic organizations through which the traditional beliefs, cultural traditions and religions are enjoying a significant respect from members of mentioned-tribes. The democratic constitution has cleared a road for the establishment of these ethnic organizations. However, it seems activities of Chefo and MWA are inter alia promoting tribalism and nepotism, in addition to being used as campaign tools for some political parties. This article intends to assess and evaluate the role and the impact of the Chefo and MWA on preservation of good cultural practices and constitutional democracy in Malawi. The hypothesis is, in spite of preserving cultural practices as guaranteed in constitution, the tribal organizations need to be watchful so that they should not promote tribalism, nepotism and being used as campaign tools by Malawian politicians. 1. Introduction In order to appreciate how in their understanding the Democratic Constitution the Chewa Heritage Foundation and Mulhako wa Alhomwe in Malawi, revitalize, preserved and protect customs, values, beliefs and traditional practices it is necessary to understand a social- political history of Malawi. -

CHIKHWENDA, BSc(Hons), MSc, MSIM, LS(Mw) University of Malawi Polytechnic P/Bag 303 Chichiri, Blantyre 3 Malawi Abstract Globalisation is a major challenge to the sustainability of both the social and economic situation of developing countries like Malawi. Since the introduction of western influence in the 1870s, Malawi has experienced social, cultural and economic transformation. The transformation has been both revolutionary and evolutionary. After ten decades of British influence, Malawi achieved economic progress in the 1970s. However, in the 1980s Malawi witnessed a significant depletion in the savings capability in the face of rising population, decline in economic growth and foreign exchange constraints(UN, 1990). This decline has continued up to the present day despite the globalization of the world economy. In fact, globalization has exacerbated economic growth and development in Malawi. It is the aim of this paper to identify the policies that need to be applied in Malawi in order to arrest the further deterioration in socio-cultural and economic situation. The fact that almost 80 percent of population in Malawi is rural, implies that land issues are paramount in inducing accelerated sustainable growth and development. The paper will focus on policies that encourage shared responsibility and strengthening of partnerships at all levels of the community. In this analysis, the importance and role of the customary land tenure concepts, practices and their associated hierarchies will be unearthed in order to provide unified concepts that are in tune with the western concepts of land and property stewardship. -

The SRB drains much of Southern Malawi and receives the sole outflow of Lake Malawi whose catchment extends over much of Central and Northern Malawi (and Tanzania and Mozambique). Stable isotope (283) and hydrochemical (150) samples were collected in 2017–2018 and analysed at Malawi’s recently commissioned National Isotopes Laboratory. -
