MAY 4-5, 2018 THE HONORABLE TIM KAINE UNITED STATES SENATOR FOR VIRGINIA

Elected to the United States Senate in 2012, the Honorable Tim Kaine serves on the Armed Services, Budget, Foreign Relations and Health, Education, Labor and Pensions Committees. He is the ranking member of the Armed Services Readiness Subcommittee and the Foreign Relations Subcommittee on Near East, South Asia, Central Asia and Counterterrorism. Senator Kaine grew up working in his father’s ironworking shop in Kansas City. He was educated at the University of Missouri and Harvard Law School and started his public service career by taking a year off from Harvard to run a technical school founded by Jesuit missionaries in Honduras. After law school, he practiced law in Richmond for 17 years, specializing in the representation of people who had been denied housing due to their race or disability. He also began teaching part-time at the University of Richmond in 1987. Senator Kaine was first elected to office in 1994, serving as a city council member and then mayor of Richmond. He became Lieutenant Governor of Virginia in 2002 and was inaugurated as Virginia’s 70th Governor in 2006. Senator Kaine is married to Anne Holton, who served as Virginia Secretary of Education from 2014 until 2016.

13 A Brief History of Radford University

The institution now known as Radford University was founded by the Virginia General Assembly in the spring of 1910. The State Normal and Industrial School for Women at Radford grew out of a late 19th-century effort to expand Virginia’s public school system and prepare a sufficient number of teachers. On Oct. 3, 1911, John Preston McConnell, Ph.D., was appointed president of during the 1930s. Improvements were made to existing buildings and a dining hall was built. the institution. Charles Knox Martin, Jr., Ph.D., officially became Radford’s third president on Jan. 17, 1952. Under the Martin administration, Radford continued to grow and prosper throughout the 1950s with many additions, including Peters Hall and Pocahontas Hall. The 1960s began with a celebration of Radford’s first half-century. The school had seen tremendous growth and expansion, three identity changes and three presidents. In 1964, due to the immense progress made at Radford, the “marriage” with V.P.I. was dissolved. Radford was known simply as Radford College and with

14 the autonomy came pressures for change from many external forces. The turbulent ’60s era was a challenging experience on the Radford campus, partly because of many of the “finishing school” characteristics instituted 50 years earlier. Students pushed for more and more freedoms at Radford, as they did at schools across the United States. The final major change that brought Radford into the present was the undergraduate admission of men in the summer of 1972. In 1972, Martin assumed the position of college chancellor, which had been vacant since the split with V.P.I. Also in 1972, Donald N. Dedmon, Ph.D., took office on March 20 as Radford’s fourth president. During Dedmon’s administration, Radford College grew in stature and size to become a comprehensive, coeducational institution. In 1979, Radford was granted university status by the General Assembly, resulting in the school’s fifth name change. In the 1970s, Radford adopted the nickname “Highlanders” for the athletic teams in celebration of the Scottish heritage of Southwest Virginia. The academic symbols in evidence at Commencement reflect the continuity and strengths of higher education in our culture. Many of the traditions surrounding academic ceremonies, such as inaugurations and commencement, are rooted in the customs of the Middle Ages when universities were first formed. Four symbols — the academic regalia, the seal, the mace and the presidential medallion — are particularly important to Radford University and will be evident in today’s ceremony.

Academic Regalia

The official seal was adopted by the first Board of Trustees (later renamed Board of Visitors) and has remained a symbol of The Presidential Medallion Radford University. The beehive represents the busy activity of learning. The presidential medallion and chain of office symbolize the authority vested in the office of the president by the Radford University Board of Visitors. Yet another academic tradition that originated from medieval regalia, the display of the heavy chain symbolizes the weight of responsibility for the wearer, strength in unity and strong communication.

The Mace

Maces were war clubs used during the Middle Ages as weapons of last resort by military officers. The mace later became a traditional symbol of protection and evolved into use as a longer walking stick. Within the university, the mace was adopted as a symbol of the power of the academic quest for truth and wisdom. 23 The Artis College of Science and Technology (ACSAT) prepares students to become successful professionals in a culturally diverse global economy that daily becomes technically and scientifically more complex. Economic competitiveness and global environmental issues inspire an intense focus on science, technology, engineering and mathematics (STEM) to which the ACSAT and its faculty are responding. Accredited by the Association to Advance Collegiate Schools of Business (AACSB), the college provides students opportunities to interact with entrepreneurs, accountants, investors, managers and Tmarketing professionals from across the country and the world. Within COBE are the Department of Accounting, Finance and Business Law; the Department of Economics, the Department of Marketing; and the Department of Management. The college also offers a Master of Business Administration (MBA).

30 The undergraduate program in the Department of Accounting, Finance and Business Law prepares students for careers in the public, private, government and nonprofit sectors in accounting, finance, management of information and technology, insurance, and/or real estate. The program provides students with a basic and broad knowledge of business and administrative practices including analytical problem- solving and decision-making skills. The department offers the Bachelor of Business Administration Degree with majors in Accounting and Finance. 35 The College of Education and Human Development (CEHD) offers 31 undergraduate and graduate programs that focus on serving others by developing the capacity of individuals and communities. All programs are nationally accredited. Candidates work with faculty in field-based programs and with advanced technologies as they prepare to take their place in communities as highly skilled human Tservice professionals.

The ultimate goal is to produce effective leisure service professionals who are able to address the diverse challenges faced by contemporary society. The Counselor Education program offers a unique blend of courses designed to provide the skills and knowledge necessary for becoming a knowledgeable, thoughtful, skillful and caring counselor. The program is intensely clinical and involves significant student engagement in situated learning or clinical practice.

The college’s academic departments include the School of Teacher Education and Leadership (STEL); Health and Human Performance; Recreation, Parks and Tourism; and Counselor Education. The Waldron College of Health and Human Services prepares students to become competent, ethical practitioners and caring health care professionals. The WCHHS faculty establishes enduring relationships with their students through collaborative projects and a challenging curriculum in a comprehensive and technologically sophisticated educational environment. To prepare for licensure and gain field and clinical experiences, WCHHS students work across the region Tin community service agencies, hospitals, schools and clinics while contributing current perspectives, knowledge and skills toward enhanced patient care.

60 One of the largest schools of social work in Virginia, the School of Social Work is accredited by the Council on Social Work Education and grants both Bachelor of Social Work and Master of Social Work degrees through innovative programs that stress sound principles of practice and engage students in a rich range of clinical and service experiences. Students can participate in three grant-funded programs: Community Resource Adoptive and Foster Family Training, Family Access to Medical Insurance Security and the Child Welfare Stipend Program and serve with regional partners such as the Salem Area Veterans Medical Center and numerous regional community service agencies. The School of Nursing (SON) has built a reputation as an elite educator of health care professionals that annually earns rankings that reflect an inspired faculty working with motivated undergraduate and advanced practice nursing students. For six years, SON undergraduates have surpassed the national and Virginia pass rates by first- time test takers of the National Council Licensure Examination, and the SON’s Doctor of Nursing Practice graduates have a 100 percent pass rate on their national board certification tests. For five consecutive years from 2012-2017, almost 130 graduates of the Language Hearing Association, as evidence Department of Communication Sciences of the ability to provide independent clinical and Disorders have passed the Praxis services to persons who have disorders of Examination in Speech Language Pathology communication. on their way toward a Certificate of Clinical The Doctor of Physical Therapy (D.P.T.) Competence in Speech-Language Pathology, program provides strong partnerships with a nationally recognized professional local and national businesses, hospitals and credential issued by the American Speech public schools as well as challenging research opportunities to practitioners who improve access and quality of care across Virginia and the nation to aging and underserved populations. Almost 50 students have graduated from the D.P.T. program and have passed the national board certification test that qualifies them for licensure by all 50 states and the District of Columbia. Ninety- five percent of the D.P.T. program graduates from its two graduating classes have found employment in the field. The Master of Occupational Therapy (M.O.T.) program prepares practitioners who enable people with special needs of all ages in hospitals, schools and community agencies to do the occupations of daily life. Since the program’s inception in 2009, 64 graduates have come from the M.O.T. program, and they have posted a 100 percent passage rate on the National Board for Certification in Occupational Therapy certification exam. 61 Bachelor of Science Degrees
