Purpose of the follow-up programme The second and subsequent cycles of the review should focus on, inter alia, the implementation of the accepted recommendations and the development of the human rights situation in the State under review. A/HRC/RES/16/21, 12 April 2011 (Annex I C § 6) The Universal Periodic Review (UPR) process takes place every four and one half years; however, some recommendations can be implemented immediately. In order to reduce this interval, we have created a follow-up process to evaluate the human rights situation two years after the examination at the UPR. Broadly speaking, UPR Info seeks to ensure the respect of commitments made in the UPR, but also, more specifically, to give stakeholders the opportunity to share their opinion on the commitments. To this end, about two years after the review, UPR Info invites States, NGOs, and National Institutions for Human Rights (NHRI) to share their comments on the implementation (or lack thereof) of recommendations adopted at the Human Rights Council (HRC) plenary session. For this purpose, UPR Info publishes a Mid-term Implementation Assessment (MIA) including responses from each stakeholder. The MIA is meant to show how all stakeholders are disposed to follow through on and to implement their commitments. States should implement the recommendations that they have accepted and civil society should monitor that implementation. While the follow-up’s importance has been highlighted by the HRC, no precise directives regarding the follow-up procedure have been set until now. Therefore, UPR Info is willing to share good practices as soon as possible and to strengthen the collaboration pattern between States and stakeholders. Unless the UPR’s follow-up is seriously considered, the UPR mechanism as a whole could be adversely affected. The methodology used by UPR Info to collect data and to calculate the index is described at the end of this document. Sources and results All data are available at the following address: http://followup.upr-info.org/index/country/syria We invite the reader to consult this webpage since all recommendations, all stakeholders’ reports, as well as the unedited comments can be found at the same internet address. 24 stakeholders’ reports were submitted for the UPR. 20 NGOs were contacted. 3 UN agencies were contacted. The Permanent Mission to the UN was contacted. A National Human Rights Institution (NHRI) does not exist. 8 NGOs responded to our enquiry. None of the UN agencies responded. The State under Review did not respond to our enquiry. The following stakeholders took part in the report: 1.     Saudi Arabia For the last nine years, citizens of the Kingdom of Saudi Arabia have increasingly called for modernization, democratization, and the renewal of religious discourse to pave the way for the necessary institutional, constitutional, and legislative reforms to end discrimination against women and the Shiite minority. Rights activists have boldly established independent human rights organizations despite the official authorities’ hostile stance towards independent civil society. The authorities’ response to these calls has changed according to different levels of international pressure for reform following the terrorist attacks of September 2001. At times the government has shown a degree of tolerance, while at other times it has severely repressed reform advocates and independent human rights activists. King Abdullah’s assumption of power in August 2005 raised expectations of possible reform given his discourse, which focuses on four issues closely linked to human rights: women’s rights, freedom of expression, a fair judicial system, and religious tolerance. The king’s reformist discourse has allowed a broader margin for differences of opinion and permitted the emergence of voices critical of government policies, provided the critique does not extend to the king or the ruling family or encroach on Islam, religious institutions, or clerics. Nevertheless, the king’s discourse is not matched by sufficient political will and has been met with resistance by extremely conservative factions inside the ruling family, the security (291)

    Special Report: Torture in Saudi Arabia This report aims to present some of the issues facing human rights defenders in violation of the UN Convention Against Torture and Other, Cruel, Inhuman or Degrading Treatment or Punishment in light of the upcoming second review of the Kingdom of Saudi Arabia by the Committee against Torture (CAT). Since its initial review in 2002, Saudi Arabia has modified its legislation with the alleged aim of bringing it in line with international obligations. Despite this it continues to fall short of these obligations and torture remains a serious issue. Torture in detention Torture in detention is commonplace in Saudi Arabia. The forms of torture used include severe beating and flogging; hooding; hanging by hands and feet and beating on the soles of the feet; deprivation of sleep, food and light; exposure to extremes of temperature and the use of prolonged solitary confinement. Incommunicado detention is also used as a tool to psychologically break down human rights defenders. There are endless examples of human rights defenders who have been detained and suffered torture at the hands of state authorities as a result of their peaceful and legitimate human rights activities. In an opinion adopted during a session held in September 2015, the UN Working Group on Arbitrary Detention (WGAD) held that the detention of nine human rights defenders, Waleed Abu Al-Khair, Dr. Mohammed Al- Qahtani, Dr. Abdullah Al-Hamid, Dr. Abdulkarim Al-Khodr, Raif Badawi, Mohammad Al-Bajadi, Fadel Al-Manasef, Sulaiman Al-Rashudi, Omar Al-Saeed, was arbitrary and called for their immediate release.1 Members of the Association for Civil and Political Rights (ACPRA) ten of whom have been detained including Dr.

    Syria The human rights situation in Syria severely deteriorated during 2011, as the regime of Bashar al-Assad took extreme repressive measures to crush the peaceful uprising demanding democracy, change, and the ouster of the regime. Such measures appear to have resulted in crimes against humanity perpetrated against the civilian population. The regime was slow to offer serious reforms to address the demands of the revolution, and even the attempt to contain the revolution with a handful of disingenuous reforms was followed by large scale use of deadly force throughout Syria. The regime’s criminal practices against its own people recall the massacres committed by the late Hafez al-Assad in the early 1980s, except on a larger and more widespread scale. In total, 69 out of the 94 political detainees were sentenced on numerous charges (see Violations of User Rights). • A handful of bloggers and Twitter users who spoke out online against the treatment of the “UAE94” prisoners of conscience have since been arrested for their comments, with four users handed sentences of two to five years (see Violations of User Rights). • Shezanne Cassim, an American citizen detained in April 2013 for producing a YouTube parody video on Emirati youth culture, was released in January along with others involved in the video (see Violations of User Rights).

Introduction 1.1 CIVICUS is a global alliance of civil society organisations (CSOs) and activists dedicated to strengthening citizen action and civil society around the world. Founded in 1993, CIVICUS has members in more than 190 countries throughout the world. 1.2 The Arab NGO Network on Development (ANND) is a regional network that works in 12 Arab countries, with a membership of nine national networks, which have an extended membership of 250 CSOs from different backgrounds, and 23 CSO members.
