SPEAKER Hon. Gordon Gosse DEPUTY SPEAKERS Ms. Becky Kent, Mr. Leo Glavine, Mr. Alfie MacLeod MR. SPEAKER: Order, please. As it is our tradition on Budget Day, we will commence with the motion for Resolution No. 1, respecting the estimates. The honourable Minister of Finance. (Applause) HON. GRAHAM STEELE: Mr. Speaker, pursuant to a notice of motion given by me on March 30, 2012, and the Rules and Forms of Procedure of the House of Assembly, I have the honour, by command, to present a message from Her Honour the Lieutenant Governor of the Province of Nova Scotia, relating to the Estimates of Sums required for the service of the province for the fiscal year ending March 31, 2013, which is: 147 148 ASSEMBLY DEBATES TUE., APR. 3, 2012 “I hereby transmit Estimates of Sums required for the Public Service of the province, for the year ending March 31, 2013, and in accordance with the Constitution Act, 1867, recommend them together with the Budget Address of my Minister of Finance and any resolutions or bills necessary or advisable to approve the estimates and implement the budget measures to the House of Assembly. Signed, Mayann Francis Lieutenant Governor April 3, 2012” Mr. Speaker, at this time I wish to: (1) table the message from Her Honour the Lieutenant Governor transmitting the Estimates of Sums required for the consideration of this House; (2) table the Estimate Books; (3) table the government business plan; (4) table the Crown Corporation business plans; (5) table the Estimate and Crown Corporation business plans resolutions; (6) deliver my Budget Speech; and (7) move that the Estimates of Sums required for the service of the province for the fiscal year ending March 31, 2013, being supply to be granted to Her Majesty and the Crown Corporation Business Plans to be referred to the Committee of the Whole House on Supply. MR. SPEAKER: The documents are tabled. The honourable Minister of Finance. MR. STEELE: Mr. Speaker, I am pleased to introduce Budget 2012 - a budget built on fiscal discipline. A budget that stays the course while protecting health care and education. A budget that supports the game-changing opportunities that lie in front of us after an historic year for Nova Scotia. TUE., APR. 3, 2012 ASSEMBLY DEBATES 149 Budget 2012 continues us on a smooth path back to balance next year, in 2013, exactly as we said we would when we laid out our plan in 2010. This government is sticking to its plan because the plan is working. (Applause) Our plan is working for families in need of better care sooner. Our plan is working to create good jobs and grow the economy. Our plan puts kids and learning first. Our plan is working to ensure that this province is able to live within its means. As I said last year, there are no magic wands, no silver bullets, no quick fixes on the path back to balance. There is only a good plan, hard work, and sustained discipline. That is what Budget 2012 delivers. (Applause) M. le Président, le budget de 2012 est basé sur la discipline financière. Il s’agit d’un budget qui reste sur la bonne voie tout en protégeant les soins de santé et l’éducation. Il s’agit d’un budget qui appuie les possibilités à l’horizon, qui apporteront de grands changements après une année historique pour la Nouvelle-Écosse. Living Within Our Means: Back to Balance Mr. Speaker, previous governments put Nova Scotia on an unsustainable path to a $1.4 billion deficit and $16 billion in debt. There was a problem with their mindset, their methodology, and their math. And that’s why they left a financial mess behind. In contrast, our four-year Back to Balance plan was developed in close consultation with Nova Scotians and reflects their values and priorities. Nova Scotians understand the value of living within our means, of passing along a positive legacy to the next generation, and of looking out for one another. That is why we will succeed. Getting

We have been extremely busy here at ANSA preparing for African Heritage Month events and continuing to work with our government colleagues and community partners. This year’s theme, “Then and Now: Our Journey Continues”, celebrates and highlights historic African Nova Scotian communities. It is a chance to look back on our rich history and look to the future of our communities. We should all take this opportunity to examine critically what we need to do to continue down a path to prosperity. Each year more provincial and community events are being held across the province and I am pleased to see that African Heritage Month continues to grow. I hope to see many of you at events this year. But as always, I believe African Heritage and our communities should be celebrated all year. In this issue you will read about some exciting events that have occurred, including a piece of Lake Loon-Cherry Brook history which was showcased at the Atlantic Film Festival, Jamaica celebrating 50 years of independence, African Nova Scotians and the War of 1812 workshops, and Christmas returning to Africville. The 8th Annual International African Diaspora Heritage Trail Conference was held in Barbados, and African Nova Scotian Affairs partnered with community groups to put on a presentation that was well received by participants.

    Canadian Political Science Review 3(3) September 2009 The Nova Scotia Provincial Election of 2009 Lori Turnbull (Dalhousie University)1 Abstract With over 45% of the popular vote in the provincial election of 2009, the New Democratic Party elected members in 31 of Nova Scotia’s 52 constituencies – enough to form a majority government in the House of Assembly. For the first time in Nova Scotia’s history, neither the Liberals nor the Progressive Conservatives hold power. Given the growing convergence among the parties’ policy platforms, the change in government does not indicate an ideological shift in the province. Instead, it is a signal of general frustration with the two traditional governing parties and a consequent willingness to try something new. Nova Scotia Politics, Pre-dissolution1 On May 4, 2009, almost three years into Rodney MacDonald’s PC minority government, the opposition parties voted down a money bill. The government proposed spending $260 million of Nova Scotia’s “offshore offset” on schools, roads and infrastructure, despite the stipulation in the Provincial Finance Act that this money be earmarked for debt reduction. The plan would have required an amendment to the law, which neither of the opposition parties was prepared to support (CBC News, cbc.ca, May 4, 2009). At the time of dissolution, the governing PCs held 21 seats, the NDP 20 and the Liberals nine. One seat was held by an independent member and another was vacant. From the outset, the consensus was that this election was the NDP’s to lose. Opinion poll data collected by Corporate Research Associates (CRA) shows that public satisfaction with the MacDonald government dropped from 61% in August 2006 to 41% in May 2009 (Corporate Research Associates, May 2006-2009).

    Public ⌧ Report No. 08-02-1122 Private Date: 07 March 2008 HALIFAX REGIONAL SCHOOL BOARD Imagine Our Schools: 10 Year Facility Master Plan, Phase 1 PURPOSE: To provide the Board with recommendations regarding the outcomes of Phase 1 of the Imagine Our Schools consultation process. The approved recommendations will become the 10-year Facilities Master Plan for the Citadel High, Dartmouth High, Prince Andrew High, Cole Harbour District High and Auburn Drive High Families of Schools which will be forwarded to the Department of Education for funding consideration. BACKGROUND: Traditionally, capital planning for the school facilities in the HRSB has been completed through school closure and boundary review processes resulting in capital requests to the Department of Education (DOE) on an annual or biennial basis. The capital requests often consisted of a list of new school construction, alterations and additions. The last major funding announcements from the DOE occurred in 2003 and the summary of the capital funding for the HRSB from that announcement can be found in Appendix 1. In December 2004 the HRSB approved and forwarded a capital construction submission as requested by the DOE which outlined capital requests for new construction and additions/alterations. The board was requested to appear before the provincial School Capital Construction Committee in January 2005 to clarify and elaborate on the capital requests. The Deputy Minister’s Office sent a request to the HRSB in July 2005 for additional information before considering the HRSB capital requests. A detailed submission was prepared, titled “Capital Project – Submission draft 08/03/05” which was approved by the Board on September 28, 2005.
