Decentralisation and Central-Local Relations: A Solomon Islands Case Study on the Negotiations of Relations between National and Provincial Governments A thesis presented in partial fulfilment of the requirements for the Degree of Master of Philosophy in Development Studies at Massey University, Palmerston North, New Zealand Gloria Tapakea Suluia 2012 Abstract The literature on decentralisation and development emphasises the prominent role played by representatives of central government and representatives of local government in the negotiations of central-local relations. This thesis seeks to investigate this argument by examining the institutional framework between national and provincial governments and the negotiations taking place within a decentralised framework in the Solomon Islands context, focusing on government officials’ experiences. Drawing from a case study in the Malaita Province, the most important institutions and procedures for negotiating relations between the national and provincial governments are explored and the extent to which government officials utilise these structures. Furthermore, government officials shared their assessment of the most important institutions dealing with the negotiation of central-local relations. This was important to understand how decentralisation has affected central-local relations. This study which adopted a qualitative case study approach found that two institutions were established by the national government to undertake negotiations between the national and provincial governments within a decentralised framework. While these institutions do exist in theory, in practice they have not been fully utilised by national government officials, which undermined their ability to fulfil their mandate. Furthermore, the absence of policies and clear guidelines on the conduct of central-local relations means that national officials are not obliged to utilise these institutions, and can use or create alternative platforms such as sectoral mechanisms. Provincial officials, however, do not have this opportunity. This study also found that in the Solomon Islands context, the Ministry of Provincial Government and the Premiers’ Conference, as the institutional channels for negotiating central-local relation are not effective due to their limited institutional capacities. Overall, this thesis concludes that within the context of the provincial government system in the Solomon Islands, the decentralisation policies introduced since the 1980s have had minimal impact in enhancing the relation between the national and provincial governments. In this respect, the establishment of institutions resulting from decentralisation are not the only platforms for encouraging cooperation and collaboration between the national and provincial governments. While the existence of these institutions benefited government officials by providing them with platforms to carry out negotiations between the two different levels of government, their limited utilisation by national officials is contradictory to the initial purposes of decentralisation policy, which is to foster a relation between national provincial and local politicians where they can work together for the people they represent. i Acknowledgements I am most grateful to our loving God for all His provisions and for making this journey a memorable one for my family and I.     WANSALAWARA Soundings in Melanesian History Introduced by BRIJ LAL Working Paper Series Pacific Islands Studies Program Centers for Asian and Pacific Studies University of Hawaii at Manoa EDITOR'S OOTE Brij Lal's introduction discusses both the history of the teaching of Pacific Islands history at the University of Hawaii and the origins and background of this particular working paper. Lal's comments on this working paper are quite complete and further elaboration is not warranted. Lal notes that in the fall semester of 1983, both he and David Hanlon were appointed to permanent positions in Pacific history in the Department of History. What Lal does not say is that this represented a monumental shift of priorities at this University. Previously, as Lal notes, Pacific history was taught by one individual and was deemed more or less unimportant. The sole representative maintained a constant struggle to keep Pacific history alive, but the battle was always uphill. The year 1983 was a major, if belated, turning point. Coinciding with a national recognition that the Pacific Islands could no longer be ignored, the Department of History appointed both Lal and Hanlon as assistant professors. The two have brought a new life to Pacific history at this university. New courses and seminars have been added, and both men have attracted a number of new students. Almost 200 new distribution records are detailed for 80 of the 99 species and partially described forms now known from the islands. A systematic treatment covers all the species and a geographical treatment gives the species found and notes on all known collections for each island or island group. Summaries are given of the adult and juvenile bionomics, including a classification of breeding sites anci new records of Coelomomyces fungus infections in larvae. The islands considered in this review form a part, the major part, of the Solomon Islands (FIG I-J. The Santa Gruz Islands, or Eastern Outer Islands, although politically part of the Solomons, are not considered because they are regarded as belonging to a separate faunal area (Belkin 1962) and have been dealt with in detail by Maffi & Taylor (1974). Conversely, the island of Bougainville, which is part ofthe Solomons faunal area, is not part of the political area ofthe Solomon Islands and it also is not considered in detail in this review. The Solomon Islands comprise a scattered archipelago of mountainous islands of con­ tinental character formed by tectonic folding, and with numerous extinct and dormant volcanic cones and low-lying coral atolls. The major islands form a double chain stretch­ ing southeasterly for 850 km from the Shortland Islands to Ulawa and Santa Ana> lying between 5°S to 11°55'S and 155°30'E to 162°55'E.
