A new report from the charity SCIAF calls for urgent government action to support developing countries as they adapt to these impacts

HE concept of ‘climate jus- tice’ is based on the fact that industrialised nations bear the responsibility for creat- ing climate change, follow- Ting many generations of unrestrained energy consumption to fuel economic growth. Now they must show solidarity with those people in developing countries who are suffering the consequences. Changing seasonal weather patterns, more intense droughts, flooding and storms threaten lives and the ability of vulnerable communities to support themselves all over the world. Those already coping with poverty are most at risk from these additional threats, par- ticularly in rural areas, where around 75 per cent of people depend on agriculture to survive. People’s access to food, income, healthcare and being able to cover their basic needs are threatened, and global efforts to tackle poverty are also at serious risk. Whilst countries like Scotland can protect themselves from these impacts with imported food and strong domestic infrastructure and social services, many developing countries cannot. Building capacity to absorb shocks such as drought, floods and crop failure in the face of increasingly unpredictable cli- mate systems, is a major element of ‘climate adaptation.’ As the new SCIAF report states, in poorer developing countries, ‘with lim- ited resources, infrastructure and insti- tutional capacity, and populations which are highly dependent on small-scale agriculture, climate adaptation includes national projects such as the construc- tion of dams, (weather) forecasting sys- tems and community-level adaptation. Community initiatives include increas- ing sustainable farming techniques such as crop diversification, composting, green manures and utilising beneficial trees in agriculture, disaster risk man- agement such as raising homes for pro- tection against flooding or rising water levels, building natural flood barriers, construction of reservoirs, and the cre- ation of community-based organisations geared to strengthening (communities’) coping strategies.’ At a time when there has been an increased drive to eradicate global poverty, most notably through the UN’s Moses Mulunga, a Zambian farmer, is one of and two Scottish research institutions to wide range of crops including sorghum, money to help reduce the current vul- Millennium Development Goals, cli- those who has benefited from SCIAF’s partner work with local farmers on securing and peas, cotton, millet, soya, oranges and nerabilities. ODAY, we will turn our attention to the for the Anglican Use, that of Our Lady of Walsingham. Recently, as Twe shall see, this ordinariate has received its first Scottish members, and this has created yet another strand in the increasingly multi-faceted Catholic community in our country. In Scotland, the ordinariate will never assume large proportions: there are simply not enough Episcopalians in the country to make that happen, even if all should wish to join. In other parts of the world, however, the prospects are rather different. There are large Angli- can churches south of the border, in North America, in Australia and New Zealand, and particularly in parts of Africa. Amongst these, it is the descen- dants of the Oxford Movement that are most likely to make use of the possibil- ities created by the new ordinariate. The Oxford Movement was a 19th- century phenomenon with long-lasting consequences. Begun in the colleges of Oxford University, it was led by a num- ber of outstandingly intellectual men. Amongst these from a Catholic perspec- tive, Blessed John Henry Newman stands out. However, it would be amiss not to mention such luminaries as Robert Wilberforce, son of the abolitionist, William, as well as John Keble and Edward Pusey.
