Nepal Earthquake Rebuilding Efforts in the Tibetan Community A Report by The Tibet Fund December 2016 ...through such support, we have been able to strengthen“ our cultural institutions and undertake projects essential for the preservation“ of the Tibetan cultural heritage that is the very core of our civilization. MESSAGE Dear friends, His Holiness the 14th Dalai Lama Since the tragedy that unfolded in the aftermath of the 2015 Nepal earthquake, The Tibet Fund has made a significant difference in the lives of the affected Tibetans. Generous donations and funds from our donors have enabled The Tibet Fund to assist in emergency relief response, post-earthquake rebuilding efforts, and earthquake-preparedness training in Nepal. Especially in repairing and reconstructing the damaged homes of the vulnerable Tibetans including the elderly and the destitute, we have emphasized on the adoption of earthquake-resilient building techniques. Our reconstruction principles and practices are not only in compliance with National Building Codes of the Government of Nepal but it was aimed to ensure future safety and physical security of the Tibetan refugees. Rebuilding a community affected by natural disasters such as earthquake entails financial resources. For this and more, we would like to thank the US government for their grant through the Bureaus of Population, Refugee and Migration (PRM), which has formed the backbone of our Nepal Earthquake Project. Our heartfelt gratitude similarly goes to all the individual donors and private organizations for their compassion and generosity in this tragedy. The Lhasa Jokhang – is the world's oldest timber frame building in Tibet? * André Alexander Abstract In questo articolo sono presentati i risultati di un’indagine condotta sul più antico tempio buddista del Tibet, il Lhasa Jokhang, fondato nel 639 (circa). L’edificio, nonostante l’iscrizione nella World Heritage List dell’UNESCO, ha subito diversi abusi a causa dei rifacimenti urbanistici degli ultimi anni. The Buddhist temple known to the Tibetans today as Lhasa Tsuklakhang, to the Chinese as Dajiao-si and to the English-speaking world as the Lhasa Jokhang, represents a key element in Tibetan history. Its foundation falls in the dynamic period of the first half of the seventh century AD that saw the consolidation of the Tibetan empire and the earliest documented formation of Tibetan culture and society, as expressed through the introduction of Buddhism, the creation of written script based on Indian scripts and the establishment of a law code. In the Tibetan cultural and religious tradition, the Jokhang temple's importance has been continuously celebrated soon after its foundation. The temple also gave name and raison d'etre to the city of Lhasa (“place of the Gods") The paper attempts to show that the seventh century core of the Lhasa Jokhang has survived virtually unaltered for 13 centuries. Furthermore, this core building assumes highly significant importance for the fact that it represents authentic pan-Indian temple construction technologies that have survived in Indian cultural regions only as archaeological remains or rock-carved copies. 1. OUP UNCORRECTED PROOF – FIRSTPROOFS, Mon Dec 07 2015, NEWGEN 3 Vajrayāna Traditions in Nepal Todd Lewis and Naresh Man Bajracarya Introduction The existence of tantric traditions in the Kathmandu Valley dates back at least a thousand years and has been integral to the Hindu– Buddhist civi- lization of the Newars, its indigenous people, until the present day. This chapter introduces what is known about the history of the tantric Buddhist tradition there, then presents an analysis of its development in the pre- modern era during the Malla period (1200–1768 ce), and then charts changes under Shah rule (1769–2007). We then sketch Newar Vajrayāna Buddhism’s current characteristics, its leading tantric masters,1 and efforts in recent decades to revitalize it among Newar practitioners. This portrait,2 especially its history of Newar Buddhism, cannot yet be more than tentative in many places, since scholarship has not even adequately documented the textual and epigraphic sources, much less analyzed them systematically.3 The epigraphic record includes over a thousand inscrip- tions, the earliest dating back to 464 ce, tens of thousands of manuscripts, the earliest dating back to 998 ce, as well as the myriad cultural traditions related to them, from art and architecture, to music and ritual. The religious traditions still practiced by the Newars of the Kathmandu Valley represent a unique, continuing survival of Indic religions, including Mahāyāna- Vajrayāna forms of Buddhism (Lienhard 1984; Gellner 1992). The Therīgāthā, an anthology of 73 poems found in the Pali canon, is an example of such an asseveration, composed by theris (women elders of wisdom or senior disciples), some of the first Buddhist nuns who lived in the time of the Buddha 2500 years ago. The gathas (songs or poems) impart significant details concerning early Buddhism and some of its integral elements of mental and spiritual development. -

1 Buddhãloka Volume 14 No. 26 Summer 2010 / 2553 Ajahn Brahm on why he was excommunicated 7th November, 2009 A Theravada Bhikkhuni Ordination was held in Perth on Thursday 22nd October. The decision to proceed with the Bhikkhuni Ordination was finalised only on 20th September 2009, when the Committee of the Buddhist Society of Western Australia unanimously gave their support. We did realise this was a sensitive matter and resolved to keep it in-house for the next month as we finalised the preparations. On Wednesday 13th October, 24 days after the decision was finalised, I informed Ajahn Sumedho in Amaravati, as a matter of courtesy, during my brief visit to the UK to see my mother (who has severe dementia). The matter of Bhikkhuni Ordination had been discussed in Wat Pah Pong about two years ago and, as I recall, they resolved to follow the lead of the Mahatherasamakom (the supreme Monks’ Council of Thailand). I was and remain under the impression that the ordination of Bhikkhunis outside of Thailand was not contravening the rulings of the Mahatherasamakom. This is because I had consulted with the acting Sangharaja, Somdej Phra Pootajarn, well beforehand to ask him precisely his opinion on the ordination of Bhikkhunis outside of Thailand. His response, which I have circulated amongst the Western Sangha for a long time now, was “Thai Sangha law does not extend outside of Thailand”. He repeated this another two times to make his intention clear. Even though my ordination as a monk was in Thailand, I understood that my obligations were to the Dhamma and Vinaya, not to the Thai state.
