South Grama Panchayat

Mararikulam South Grama Panchayat is situated in the coastal district of Alapuzha. The legend on how the place got its name is related to Lord Shiva. The story speaks about how a women was sharpening her sickle on a rock on the banks of a pond ( kulam) when blood started flowing from the stone which was actually a Shiva linga. Later someone enshrined the said Shiva linga ( marari) near the pond (kulam) and hence the place came to be known as Mararikulam. Historically, the place was of importance as a key point in sea route trade. Huge ships from foreign countries used to come to its shore for trade. Prawns, coconut, oil, dried fish etc were exported and clothes and ornaments were imported. The panchayat was formed in 1953. Geographic details District : Alapuzha Total area : 19.07 sq.kms. The main occupations of the people are fishing and making. Agriculture, specifically cultivation of rice, is also an important occupation. Women are employed mainly in the coir industry. Some are involved in the marketing of fish. These women are either self employed or daily wage earners. In the private sector, they work as salesgirls in the retail shops. Women who are housewives are often involved in cultivation of vegetables and rearing of cattle but these women describe themselves as unemployed and not as small scale farmers. Almost all the girls below the age of 18 attend school.

The panchayath is making remarkable progress in implementing effective programmers for women empowerment. Scientific studies reveal that most of the individuals who are vulnerable to abuse are below the age of 18.In the light of these findings, the Panchayath which is having 10 balakairaly preschools, 51 anganwadies and 8 public schools covering around 7262 children, is functioning as a safety net for protecting them. The Process Small gatherings of NHG (582 NHG in 200 different places) were conducted, which provided women a platform for sharing their sufferings. Based on this, an innovative project for “the promotion of physical and mental health of children in government schools” was formulated. The project emphasized effective strategies for protecting children below the age of 18.

7 Interventions for girls The panchayat is providing training in martial arts for promoting mental power among children. In addition to this, life skill training is also arranged to help children to engage in healthy relationships and to be assertive. Also the panchayat has arranged measures for detecting anemia among children with the help of community medicine department of Medical College, Alapuzha. Also it is providing aerobic training in LP and UP sections. Interventions for Boys The panchayat has formulated various activities for boys to protect them from various addictions such as alcohol, drugs, internet, mobile phone etc. Interventions for parents The panchayat gave training to parents in the area to ensure the security of the children. PTA at schools rendered their active participation by promoting project activities at school level Parents meeting were conducted in all Balakairalies, and Anganwadis Crime Map 600 small gatherings having 26 families each were formed in every ward. In these gathering the women recorded secretly various atrocities that they had experienced during the past three months and deposited in a sealed box. They marked various places in the panchayats where they fear to go alone. 4681 women responded to this process and based on this survey a crime map and issue map were prepared. Professional counseling service A professional counselor has been appointed by the panchayat under this project. Her service is available to every school in the panchayat once a week Kudumbasree Kudumbasree is an unique women self-help group system which covers the whole of Kerala. Mararikulam South Grama Panchayat has 584 NHGs which have 9292 members, out of which 7230 members belong to BPL families. 304 belong to SC families and 24 belong to ST families. Kudumbasree net work was made use of extensively for the ‘women friendly panchayat’ initiative. It was involved in preliminary data collection, training of facilitators, volunteers, etc. Apart from that Kudumbasree also has several income generation programs. For eg: bag making unit, umbrella making unit.

8 VELLUKKARA Grama Panchayat

Velukkara has a very ancient tradition. It is believed that “Agasthya Muni” had his Holy Meditation in Avittathur around 2000 years back.. Velukkara Grama panchayath is in Vellangallor Block panchayath at Thrissur District. It includes four revenue villages namely, Kottanelloor,Velukkara, Kaduppassery and a part of Manavilassery It has a geographical area of 26.67 square kilometer. Velukara Grama Panchayath has developed its own Computer Soft ware to find solution for this grave problem. They developed a Programme package through visual basic. Assessment registers of all Grama Panchayat wards are feeded in the package in MS Excel in . Ten types of certificates can be issued within one minute. Three types of ownership certificates and four types of Residential certificates can be given within one minute. Select ward number and house number and just click the option for necessary certificate. This Computer package also helps to find out the Building Tax, Checking of building number, Preparation of overdue notices etc. This is a unique programme of Velukara Grama Panchayat Velukara has its own credentials. It is a winner of Swaraj Trophy of Kerala Government. Kudumbasree has got awards for its best performance. Velukara is a Nirmal Grama Panchayat.

24 BUDS Special School for mentally Challenged Choornikkara GP, Pipeline Road, Aluva Approved By : Department of Education for 30 children Building : own Functionaries : 1 Special teacher & 1 Ayah Funding : Panchayat Development Fund, Own Fund & Contribution Management : BUDS Management Committee under Panchayt President (Constituted by Govt. of Kerala) The Persons with Disabilities Act 1995 make it compulsory for Central, State or Local Govt should provide compulsory and free education for disabled children below the age of 18. Therefore, the Government authorized Local bodies to conducted special school for mentally challenged and to pay scholarship to all disabled children under the Plan Guidelines for decentralised planning. Kerala achieves 100% school enrolment but about 0.3% children coming under moderate and severe category of mental challenges, either staying in rural areas or not having access to general or special education are still left out of school. Their education training and care is a great challenge for the family and society. BUDS is a CBR model of special education for mentally retarded initiated by Kudumbasree Mission in 2004 at Vengannur. The Government found it as a best practice replicable to any Local body. CDS identified several children who needed special care and the panchayat found that it was difficult for these parents to pay proper attention to their mentally challenged children. The panchayat launched a project to support them. It identified a temporary location to house the children during the day time and began work on a permanent facility that could function as a second home for the children. The panchayat invested Rs.15 lakh in building a new place to house the BUDS School. It became the first school for the differently abled children in the district to get government approval. The panchayat went a step further and bought a bus paying Rs. 6.5 lakh to ferry the children to the school and back. There are 21 children at the BUDS School now. Major problems faced by children Malnutrition, aneamia, reduced physical fitness, lack of public spaces, restricted leisure, recreation and sports, stress, use of mind altering substance, regular consumption of packed

25 foods, negative influence of media, misuse of mobile phones, teenage/ adolescence issues, family conflicts, lack of social interactions, lack of psycho social counselling and education. 26 Valappad Grama Panchayat

Around AD 1500, some Christians asked the local ruler for land to build a church. The extend of land requested was the circumference of a fishermen’s net (vala). The request was granted and the church was built. Around this church petty shops and business came up which later became a settlement. This place came to be known as Valappad. Each club will meet once in a month, and discuss their problems. Twelve joint (one joint meet for average 3 clubs) meets of various Kumari Clubs were conducted at different places of Panchayat. Classes were given by counselors and Junior Public Health Nurses on menstrual problems, personal cleanliness, environmental cleanliness, and sexual abuse. Bala sabhas (Children’s Club) were constituted in all the twenty wards. A one day workshop is conducted in each year combining all Bala sabhas together. The workshop gives exposure to various activities. Intervention during 2011 – 12 During the year 2011 – 12 child development centre (CDC) thiruvanathapuram conducted a one day camp for 180 adolescent girls selected from 36 Kumari Clubs. A gynecologist and a counselor lead the camp. Session on problems related to menstruation, sexual abuse, and reproductive health were presented by gynecologist. Counselor lead classes on mental health and mental problems those may arise during menstruation. A screening test for identifying adolescent problems related to reproductive system and mental health was also done. Among 180 participants no one showed serious clinical symptoms in either area.

Social Security Measures Intervention for Challenged People Social security mission of Kerala conducted workshop for challenged people. Classes were conducted to educate them of their rights and various security measures implemented by different level of Governments. Certificates and identity cards were distributed to the participants. Tricycle and hearing aid Tricycle and hearing aids were supplied to physically challenged people including children. Eighty one thousand rupees were expended for this purpose during the fiscal year 2011 – 12. Scholarship for Mentally or Physically Challenged Students This project provides special scholarship to students who have more than 40% retardation. It is a motivation to the parents of such children to send them schools and treat them equal as others. This project covers all population irrespective of their income. All such students of this panchayat is benefitted from the scheme irrespective of the school in which (Gvt., Aided, or Unaided) they are studying and whether they belong to APL / BPL families.

Introduction The full name of the Panchayat is Thirumani Venkitapuram Grama Panchayat. The Panchayat came into existence well before 1949 (1124 M.E). The office building constructed in 1949 is still existing. The name of the Panchayat has allusion to a Brahmin family (mana) and their diety temple by the same name as Thirumana and the village was called after it as Thirumani Venkitapuram. This village has proximity with Mahadeva Temple, which is famous in the history of Independent struggle by Vaikom Satyagraha, which was a struggle against the discrimination of Dalits and other backward communities. Geographic details T.V. Puram is situated in the northern border of district. It is a peninsula surrounded by water on its three sides by Vembanattukayal (back water). Being a coastal

38 area there are natural and man made canals across the length and breadth of the area. Major occupation is agriculture. Production of coir from coconut fibre is also a means of livelihood. Paddy cultivation which was the main livelihood has become too uneconomic due to high cost of labour and flooding in rainy season and salinity of water in summer which now is more or less abandoned. They are given (0-3 age group) THRS food material for one month. For the Anganwadi children rice, green gram and other curry for noon meals. In the morning they are given some snacks such as groundnuts, bananas etc. For pregnant women,

45 lactating mother and adolescent girls uppuma is given daily. Medical examination and immunization for women and children, growth monitoring programme for children, mothers and adolescent meeting, welfare committees for anganwadis are the other programmes. Bala Sabha are organized at the instance of Kudumbasree. Based on the latest growth chart, growth monitoring is conducted and remedial measures are taken. Life skill development classes are conducted for adolescent children. The performance of Kudumbasree in the panchayat is well organized. The micro finance transacted by the Kudumbasree is above Rs. 6 crores. The Panchayat give financial aid to intercrop amounting to Rs. 100700 for 100 neighbour groups, Rs. 24,000/- for vegetable cultivation and Rs. 1,50,000 for coir industry (micro enterprises). An equal amount is raised as bank loan. This amount is used to procure raw materials for manufacturing coir products. The Kudumbasree is running efficiently an ornamental fish rearing unit which is export oriented. Another programme effectively run by the Panchayat is MGNREGS. 52 The Grama Panchayat has achieved 100% fund utilization during 2011 – 2012 Details of Plan interventions in Child Development Sector Working Group for Women and Child Development has been constituted in the Panchayat with Smt. Diana.A, ICDS Supervisor as its Convenor. The Development Report shows that 5% of the Plan Fund in General sector has been set apart for the welfare of the children. 17% of the total Development Fund has been earmarked for women development projects aiming their social and economic empowerment. 53 There is a Buds Special School in the Panchayat with 14 children. 2 teachers and 2 ayahs are in charge of the school . Panchayat has provided own building for the school. It has got own vehicle also. There are 334 NHGs in the Panchayat – 1 each in SC and Tribal category, 12 in Minority and 320 in General Category .In APL sector, there are 34 SC, 3 ST, 232 Minority and 1298 General members and In BPL Sector there are 202 SC, 42 ST, 409 Minority and 4108 General members. 65 Major Issues Faced by children in the locality • High morbidity rate during early childhood among very poor communities • Chronic non communicable disease like cancer, CVD, • Respiratory diseases among children • Disability among children- MR, Hearing Impairment • Malnutrition is a major problem among the children- 40% grade 1 malnutrition, 2% grade 2 malnutrition, 60% Anemia among adolescent girls • Psycho Social problems among adolescent girls and boys- lacking adequate school counseling- learning disability, problem behavior, emotional disorders • Alcoholism among parents • Children also enticed to alcoholism, smoking and usage of drugs- by relatives, friends. • The prevalence of high pan masala use among migrant workers • Backward colony atmosphere creates behavior problems at schools • Lack of quality education for want of economic support • Children abuse in buses and lonely roads • Child labour among migrant population at quarries • Misuse of mobile phone and cyber misuse among children • Lack of reading habit is lacking among children due to media entertainment interest • Balasabha functioning are not yet universal • Poor personal hygiene due to environmental deficiencies at schools and homes. • Lack of safe drinking water at schools, public places and household Services Available for children Primary Health Care There is one PHC with 6 sub centers catering to the total population. All the pregnant women are registered at the sub center through AWC/ASHA workers and all eligible are provided with JSY assistance. One of the conditions imposed is compulsory health checkups, two immunizations and days profile axis using IFA tabs. Wednesday is declared as special clinic for women and children. 100% institutional delivery is achieved and pulse polio immunization full. Overall UIP achieved is around 90% which is one of the highest in the district. Special Medical Checkup camps are conducted for children and disabled focusing backward classes.

66 Education 41 Anganwadis cater to early child hood care and education. 100% enrollment of all school age children (6-14) in schools. The needs of differently abled children are supplemented with IED in govt. schools and through special schools. Nutrition All the Anganwady children and school children are provided with noon meals. All 06- 3yrs children are provided with take home ration (THRS-Nutrimix). Adolescent girls with BMI below 18.5 are provided with SNP through Anganwadis. IEC for nutrition Importance is given to Nutrition health education (NHE) to all mothers in AWC and mother PTA (MPTA) at schools. Nutrition gardens are propagated through school and agricultural department. Details of Plan Interventions Agricultural Sector The Paddy fields situated in upper Kuttanad area of our northern parts makes our agricultural sector rich. We are famous for vegetable cultivation and Truck Loads of Vegetables were transported from our markets to different regions. For Kerala’s food sufficiency,we need to encourage food crops production. Manjoor Panchyat is also included in the “ Kuttanad Package” of Central Govt Scheme which will result in an overwhelming progress in our agricultural sector. Cattle farms, Nutmug plantations Milk Chilling Plant, etc are functioning in Manjoor Panchayath. Child Development Sector Bala Sabha & Chidrens Grama Sabha: Bala Sabhas are effectively functioning in all the wards of Panchayat . In 2008-09 .We conducted 2 days study camp, and 60 children attended. 5 students selected by Bala Parliament Participated in Dist. level and State level Bla Parliament . In the State level Bala Parliament conducted in the Old Assy. Hall Trivandram ,our representative Jithu Joy was selected as Opposition Leader and she performed very well in the parliament. Further we conducted study tours also for the Balasabha members. Child Grama Sabha Conducted by Manjoor Panchayat in connection with the “Grama Yathra” tour of Honorable Panchayat and Social Welfare Minister, Dr. M.K.Muneer attracted State level attention. The leader of the child Grama Sabha Justy Thomas presented the

74 report of child Grama Sabha in the Gramayatra and hand over the report to the Honorable Minister. All Leading Newspapers covered this programme with much importance. The major suggestions included construction of Swimming Pools in Assy. constituency level (state Budget 2012, included this project in District Level) ,provide safe drinking water in schools, provide girl friendly toilets, removal of flux & other plastic wastes etc .One day programme for cleaning is to be organized in state level with the participation of all students in the state. Palliative care programme for aged and handicapped, adopted toilets for handicapped, scholarship to the mentally retarded students, aids and appliances for the handicapped, etc. are included in the current annual schemes of the Panchayat in social security sector . Women and child Development Programmes Women and child Development Programmes are headed by the working groups . Women “Jagrada Samithis” are functioning in all wards of Panchayat very well. Therefore atrocities against women are very much reduced in the Panchayat area. Food, Medicine, Cloths etc are provided to destitutes under “Assraya Scheme”. Kudumbasree 209 Self Help Groups are successfully working under Kudumbasree . 157 among them have availed loan under bank linkage scheme . 96 Joint labour Groups are functioning in vast areas of agricultural leasehold land and producing food crops . Goat Farming Cattle Farming, production of Bakery Foods , Pappad Units etc are working under Kudumbasree. Amrutham Food Product is a notable unit of Kudumbasree which produces Nutrimix for under 3 children , and distributed in and around the Panchayat through Aganwadys.

It is said that the name ‘Kottayam‘ was evolved from the word ‘Kottakkakom‘. In old days, the present geographical area of Kottayam District was under the reign of Thekkumkkoor Royal Family. The land has witnessed a number of historical events. Commencement of first Educational Institution in Kerala, Printing of First Malayalam Newspaper and Introduction of First Malayalam Dictionary are some of the example for this. Kottayam is also called “Land of lakes Letters and Latex“. Vaikom , the place where the famous ‘Vaikom Satyagraha‘ was held in 1924 which is written in Golden letters in Indian History, is also located at Kottayam. is the famous Pilgrimage Centre in .All the pilgrims passing through the District to Sabarimala are putting in their customary rites at which is the place famous for religious harmony of Hindus and Muslims. Bharananganam is the sacred place of the Christian Community as it is the place where the body of Saint Alphonsa was laid to rest. Former Indian President Sri. K.R. Narayanan was born at Uzhzavoor. Kottayam is the First Town in India to achieve 100% Literacy and this milestone was achieved almost two decades back. Kottayam has a distinguished position among the tourism hot spots in the world. 97 Alleppey District was formed on August 17, 1957 and the name of the district was officially changed to Alappuzha in 1990. The district is a widely known tourist destination, and is well known for its coir factories. The district is also known for its communist traditions. It is home to the strikes against the British and also the revolt against feudal raj. Alappuzha is strongly connected by waterways to various other parts of Kerala, including the famous tourist destination, Kumarakom. The name Alappuzha is derived from ‘Aal(Sea)+ puzhai(River/Mouth)(The joint place of river and Sea)’ (Malayalam/Tamil ). Alappuzha is one of the most important tourist centres in the state, with a large network of inland canals earning it the sobriquet “Venice of the east”. Though the present town owes its existence to the sagaciousDiwan Rajakesavadas in the second half of 18th century, district of Alappuzha figures in classified Literature. Kuttanad, the rice bowl of Kerala with the unending stretch of paddy fields, small streams and canals with lush green coconut palms, was well known even from the early periods of the Sangam age. History says Alappuzha had trade relations with ancient Greece and Rome in B.C and in the Middle Ages. Sreekrishna Swami temple at is known for its importance.

98 Raja Kesava Das, the then Diwan of Travancore who was known as the ‘Maker of modern Alleppey’ made Alappuzha a premier port town of Travancore. Alappuzha is also known for its spectacular snake - boat races held on the second Saturday of August, every year. This competition - the Nehru boat race takes its name from India’s first prime minister Jawaharlal Nehru, who inaugurated in 1952. Kuttanad is an area of Alappuzha District, densely covered with waterways and is once called the “Keralathinte Nellara”, which means “rice bowl of Kerala”.
