Cabinet, 17th February 2016: FINANCIAL STRATEGY 2016/17 – 2018/19 Committee and Date Cabinet 17th February 2016 12:00noon FINANCIAL STRATEGY 2016/17 – 2018/19 Responsible Officer James Walton e-mail: [email protected] Tel: 01743 255011 1. Summary This report presents for approval the 2016/17 budget and also identifies the proposals for 2017/18 and 2018/19 budgets which will be further developed throughout 2016/17. Cabinet has received 3 financial strategy reports over the last year setting out the budget position for the Council over the next 3 years. The report to Cabinet on 28 October 2015 set out the development of a Sustainable Business Model to allow the Council to consider what services will be affordable going forward. Savings proposals to balance 2016/17 were identified in the report on 9 December 2015 and following the Provisional Local Government Finance Settlement on 17 December 2015, the Financial Strategy report to Cabinet on 27 January refined the 2016/17 budget and provided details of what service budgets would look like in 2017/18 and 2018/19 within the current resource projections. As previously recommended to Council in the report to Cabinet on 9 December 2015, increases in Council Tax of 2% specifically to be used for Adult Social Care and a further 1.99% increase to be used as general resources are included in the projections. This report provides the final position for 2016/17 budget which has been updated for the Final Local Government Finance Settlement, announced on 8 February 2016. This has seen an improved position for Shropshire Council, with an additional £5.5m in Rural Services Delivery Grant and Transitionary grant provided for 2016/17, reducing to £3m in 2017/18.

  • Introduction
INTRODUCTION Fig 1 Physical features of Shropshire The Physical Features of Shropshire Shropshire, which is the largest inland county, lies on the border of Wales. The present county is smaller than that of Domesday Shropshire which included parts of other counties. The county of Salop consists of two portions divided by the river Severn of which the north half is mainly flat and the south is almost entirely made up of hill (see Fig 1.). The Severn was the great highway of communication with the coast in one direction and with towns like Shrewsbury and afterwards by means of canals with Liverpool on the other. For a representation of the Severn traffic in the mid 18th century (see appendix 1). The Severn barges carried large quantities of coal, grain, pig and bar iron manufactures and earthern wares as well as wool, hops, cider and provisions. It can be seen from this list that the Severn was useful to the county through which it passed. In the return trip up the Severn it is likely some of the barges carried fertilizers. 1Shropshire in Neolithic time was practically covered with woods fed by rivers flowing through extensive marshes. In the parish of Condover, Bomere Pool is the largest survivor of a series which can easily be traced all through the neighbourhood. It is highly probable that hut dwellings existed on the borders of some of the Ellesmere meres. The county was occupied by a considerable population is shown by the fact that no less than three canoes made of tree trunks have been discovered at different times in the peat.

  • The Parish Plan
Cockshutt-cum-Petton Parish Plan 2018 – 2023 Page 2 of 15 Introduction Our parish plan is a plan designed for the community by the Community, a document which sets out a shared vision of how our community wants the parish to develop over the coming years. It covers a range of social, economic and environmental issues that have been identified by consultation with our own residents as being central to our community. Our Cockshutt-cum-Petton Parish Plan sets out the key concerns that the Community feels should or would like to happen in the form of an action plan. It shows the actions, those who need to be involved and some of the constraints on delivery of those actions. It was felt that as this was the parish’s first formal plan, trying to identify priorities and timescales was too subjective and therefore these have not been included in this plan. The plan is therefore a tool that can be used by the parish council and many other groups or individuals within the community to shape the future of the parish. It is hoped that development and publication of the Cockshutt-cum-Petton Parish Plan will: • strengthen the Community; • facilitate the maintenance and improvement of services; • encourage greater participation in the Community by local residents; • inspire our community to influence local decision making; • identify projects which need outside help for fulfilment; • identify opportunities for funding. The initial idea of a parish plan was suggested by the parish council and delivered by a wider Steering Group of volunteer members from our community, together with at least one parish councillor over a two-year period, with the completed plan adopted by the parish council at its June 2019 meeting.
