2019 World Scout Jamboree Executive Summary Document West Virginia Statewide Interoperable Radio Network (SIRN) Prepared By RC Faulk, Assistant SWIC November 18th, 2019 OPENING STATEMENT The 2019 World Scout Jamboree (WSJ) was held at the Summit Bechtel Reserve in the Glen Jean area of West Virginia on July 22nd through August 2nd of 2019. The 2019 World Scout Jamboree brought together 54,481 male and female scouts from 171 countries, plus staff and visitors to converge on the Summit for 12 days of scouting activities. In comparison to the previous National Jamboree in 2017, there were 39,066 participants. The West Virginia Statewide Interoperable Radio Network (WV SIRN) was tasked to provide the mission critical day to day public safety radio communications to support the Boyscouts of America and all Jamboree support agencies. 2019 World Scout Jamboree Facts The following 2019 World Scout Jamboree facts were assembled by the Joint Task Force (JTF) contained in the After-Action Report (AAR) and are included here to convey the scope of the event. Total Participants – 54,481 Staff – 13,462 Scouts – 27,406 Visitors – 13,613 Participating agencies – Federal Defense Coordinating Element Region III, Federal Bureau of Investigation, National Weather Service, Immigration and Customs Enforcement, Department of Defense, Department of State, Department of Homeland Security, Federal Aviation Administration, Secret Service, National Park Service, Army North, US Northern Command, National Guard Bureau, Environmental Protection Agency, Transportation Security Administration, Federal Emergency Management Agency Participating Agencies – State Division of Homeland Security & Emergency Management, West Virginia Air & Army National Guard, Connecticut National Gaurd, Fusion Center, 35th Civil Support Team, Division of Environmental Protection, Department of Health and Human Resources, State Police, Department of Transportation, State Fire Marshalls Office, Division of Natural Resources, Governor’s Office Participating Agencies – Local Fayette County, Raleigh County Emergency Management and 911 Offices Page 2 of 6 Services Provided By SIRN SIRN provided Motorola direct-connect dispatch consoles for use during the mission. The Boyscouts Operation Center (SOC), located on property, acted as the dispatch facility for all public safety communications on the Summit. The SOC ran 24x7 operations and were provided two Motorola consoles. Two additional Motorola consoles were setup for operations in the Joint Interagency Task Force (JIATF) operating out of the Glen Jean National Guard armory. The Joint Task Force, also operating out of another area of the Glen Jean armory command post, was also provided a console. The Boyscouts Ruby Welcome Center, which processed incoming personnel including day visitors also had console connectivity. Individual field equipment provided by SIRN included 650 portable radio units with all needed accessories. Most of this hardware was Motorola XTS and the APX family of handheld radios. All deployed radios were programmed as SIRN interoperable radios. SIRN did not deploy fire, police or medical specific radios. All programming matched in all handheld units to promote true interoperability. The State of West Virginia and SIRN greatly appreciate the Commonwealth of Virginia providing additional cache radio’s in addition to the in-state Cache supplied by Jefferson County 911 and the West Virginia National Guard. SIRN network personnel worked with network personnel from the Division of Homeland Security & Emergency Management (DHSEM) to extend the Homeland Security network from the State Emergency Operations Center (SEOC) in Charleston to the JIATF at the Glen Jean National Guard armory. This network extension allowed DHSEM personnel who normally operate at the State EOC with computer and VOIP phones to operate out of the Glen Jean armory just as they would if they were stationed at their normal duty locations. This allowed for personnel to have access to all network features as needed to support the Jamboree mission. SIRN IN THE AREA OF OPERATIONS The West Virginia SIRN system infrastructure initially included 5 vertical real-estate locations or “sites” that supported the area of Summit Bechtel and the Glen Jean Armory command post. During the World Scout Jamboree, an additional 6th site was brought online. The sites that service the location are: 1. Glen Jean 2. Beckley 3. Gauley 4. Kopperston 5. Lick 6. Layland a. Activated on July 26, 2019 There were concerns about emergency communications coverage specifically in the New River Gorge area where rafting expeditions would be occurring with the scouts. Having attempted several different options from FirstNet, no viable options were found for cellular based communication. Additional discussions Page 3 of 6 ensued and SIRN found that an opportunity existed to utilize hardware that was designated for the National Park Service could be installed on Mann Mountain with a co-locate opportunity with Public Broadcasting which became the Layland site. The attached “Exhibit A” provides for daily snapshot activity of the 6 SIRN sites that supported the World Scout Jamboree Mission. The Jamboree lasted 12 continual days and nights. During those 12 days and nights plus the preparatory and demobilization phases, SIRN processed over 400,000 radio transmissions on its system. SIRN deployed over 650 cache radio’s that were all like-programmed to support true interoperability among disciplines supporting over 30 Federal, State, and local agencies. Upon review of the entire Jamboree event as it relates to communications, SIRN considers the event a success. .
