REMEMBRANCE EDITION

Editorial. We, in our small piece of heaven, have a lot to be grateful for. Covid 19 has touched our village but so far without lasting effect. Long may it continue but it will only remain at arms length if we stay vigilant. I was appalled on a recent trip to the supermarket to discover people acting as if it was all over with couples going round together, people not social distancing or reaching across people to get to shelves etc. The situation in is far from over as we are now feeling the effects of a second wave. Increased awareness in bio security must be maintained if we wish to stay safe. Marian Haynes kindly updated her home delivery information on page 18. Due to Covid 19 restrictions there will not be a Remembrance Service on Sunday 8th November. To find out our alternative suggestions please check page 20. Also due to Covid19 restrictions there is a change to the access to the Defibrillator on the front of the Community Centre. Please see page 25. Please note the next Terracycle collection details on page 27. We will be collecting for St Petrocs again this year with our Christmas Wishes magazine, details are on page 23. It would be great if we could beat last year’s sum of £215.00. Adam has written a piece on how we should all consider using less of the planets dwindling resources, details on page 29. The Parish Council minutes and Lynette’s report are on pages 4 and 10. Ray Haynes has written a short piece about the the Hub’s Facebook page on page 33, please check it out. Important Notice - The defibrillator outside of the Community Centre can no longer be accessed by crossing the school field from Bury Close. The school will now lock the gates attached to the school and the Community Hall. The main car park gate at the front of the Community Centre will remain open also the gate at Bury Close will be open out of school hours so the cycle track is still available to the community. Remember there are two defibrillators in Warbstow one in the Telephone box and one outside the Community Centre.

Parish Meeting – A Parish Meeting was held on the 6th October minutes are available in this issue of the Warbstow News, on the Notice Boards and on the Parish Website www.warbstow.org

Yellow lines – The school are proposing to install yellow zigzag lines outside the school, this is for the safety of the children, staff and parents entering and exiting the school. The gates open directly onto the road and when cars are parked beside the school everyone has to move between the cars and into the middle of the road. Cones are being placed at the front of the school during school hours and this has improved the situation with a clear view of the road and cars slowing down. I have spoken to the immediate neighbours but if you have any concerns that you feel the Parish Council should know about please do not hesitate to contact a Councillor, myself or email [email protected]

Remembrance Day – It goes without saying that all things are vastly different this year. Due to the `Rule of 6`and other rules and regulations the Parish Council will be placing their wreath on the war memorial unfortunately without any

2. Risk Assessment Cllr Hutchinson thanked everyone for their attendance. Cllr Shute and Cllr Hutchinson have both produced risk assessments for the hall and for the meeting.

5. Signing of the minutes from the last meeting on the 4th August 2020 No changes. Agreed by all Latest unsigned minutes to be placed on the notice board after a meeting.

6. Council Update Cllr Jordan reported on Covid 19, total cases reported are 502,978, and 42,800 cases since 2nd October 2020. A total of 42,350 deaths and 148 since 2nd October 2020. Recently there have been an outbreak in and in Devonport, both of which are under control. There have been 10 new cases reported in care homes however no one is in hospital in Cornwall or Plymouth. is currently on level 4. Cllr Luckwell is in the process of organising a speed check in Canworthy Water, possibly next week. Cllr Jordan will hope to attend.

7. Instruction for Cllr Hutchinson reported that David Uglow has not attended a meeting for over 6 months therefore his seat is now vacant. Warbstow Parish are now required to declare a casual vacancy – making two vacancies in all. Cllr Jordan stated that the rules have now changed due to the current situation, we will be able to co-opt at the next meet- ing. The Clerk will add this to the agenda for the December meeting. This will be added early on the agenda and then the selected Councillors can participate in the meeting. The vacancy will be in the posted News re- port, website and the notice boards. 8. Finance Accounts Reconciliation Cllr Hutchinson reported that the bank balance at 31st July was £13,956.48. Expenditure to date £753.74. Income £2,196.11 Cont….

………. (Precept £1,400 cc grant £31.47, VAT Claim £514.64, Natwest compensation £250) The bank balance as at 30 Sep 2020 - £15,398.85 Precept 2020/21 The Precept has been £2,800 for the past 3 years. The spending according to the budget is £2,200). We have £6,000 in reserves plus £700 from Cornwall Council for paperless. Cllr Jordan stated that if we were to decrease the amount this year it can easily be increased again next year if we needed to. It was decided to decrease it to £2,500. Proposed by Cllr Carter and seconded by Cllr Luckwell. The Precept paperwork does not have to be witnessed; therefore, the Clerk can send this off when it is due. The VAT claim of £514.64 was claimed back from 2018 to March 2020. This has been put into community funding. Community funding spent so far is £8,315.47, leaving a balance of £7,350.36 Cllr Hutchinson reported that we had received £250 compensation from Natwest for a dispute that has been ongoing for 2 years. She thanked Cllr Carter and Cllr Luckwell for all the help and assistance given to Cllr Hutchinson in this matter. All in agreement for the compensation to go into the community funding. Cheques to be written: X2 Connect - £57 (Light for Warbstow Phone Box) Zurich Insurance - £140 Mr Hutchinson - £11.67 (Wood and bolts to fit noticeboard) Clerk salary Noticeboard Company - £964.76 (Trelash and Warbstow) Church receipts are still required for Canworthy Water. Cllr Shute to chase up the Church and hall hire receipts.

9. – CRG Warbstow Parish Cllr Hutchinson reported that the information agreed and sent to CRG required to be minuted - Warbstow Parish was asked if they were happy to consider Treneglos as part of the Parish. 1) Parish name will remain as Warbstow Parish. 2) The Treneglos residents will be subject to the same Precept as all residents within Warbstow Parish. 3) The Treneglos residents will be co-opted same as any other Warbstow Parish Councillor. 4) Therefore, Treneglos will cease to be a Parish in its own right. Warbstow Parish are willing to absorb Treneglos within their Parish If this is the decision of the CGR. Cllr Jordan expects to have an update on this within the next 2 weeks as there needs to be a decision by the end of the month. It will all start from 6th May 2021 and could possibly mean another body on the Parish Council Cont… Page 8

10. Mission Cllr Hutchinson hasn’t received any updates on this.

11. Planning a. PA20/02070 Pre-application This pre-application is noted by the Parish Council and we have no comments at this time. – This will allow the Parish Council to comment on the full planning application if applied for.

b. PA20/05631 Barton House, Canworthy Water The Parish Council have the following comments: The waste capacity (15) is inadequate, when at full capacity occupation would be 105 people and not 15 as stated. Limited parking – 15 spaces is inadequate, tents sleeping 7 people could potentially bring 2 to 3 cars per tent. The entrance is dangerous, and close to a T-junction. Tent 14 and 15 are not linked to the sewage services and do not show in some of the plans. No hand washing facilities in the showers and toilets. There is a river going through this land and this area is prone to flooding. This development will have a damaging effect on the wildlife. There are concerns over an increase in traffic in this rural area. There are concerns over light pollution and an increase in noise.

c. PA20/08318 New Field Entrance The access currently used for this block of fields (created in 2018) is adequate and has been used this year. The existing entrance to the field could be widened if necessary, rather than putting in a new entrance. The proposed new entrance is on a very narrow section of the lane on a corner. The proposed new entrance is an area that regularly floods every year. All in agreement

12. Correspondence Cllr Hutchinson has received an updated from the school: The car park is now complete, and the school would like to remind resi- dents not to park there during term time as spaces are limited. Gate at Bury Close – The school consulted with residents on the design and to ensure it was in keeping with the surroundings with a rustic look. There is still community access to the field but only when the school is closed, this is to ensure safety of the school community. …….Mr Ellis wanted to extend his apologies to resident during this time and thank them for their patience. New railings have now been installed at the front gate and they are awaiting the new gates. Access to school playground is not permitted during school hours and is not a public space at present due to Covid 19 Correspondence Cllr Hutchinson received a phone call from an upset resident about parking at the entrance of, and in Trelawney Close. People have been parking on the corner and on the grass. Oliver Jones at Highways reported that the only thing that can be done is yellow lines in this area. Councillors agreed that this was not the way forward at this time and requested residents to be more considerate to others.

13. Follow Up Items a. Defibrillators Cllr Hutchinson reported that there was a fault with the Warbstow defibrillator battery, she was sent a new battery but unfortunately this didn’t resolve the issue. The Warbstow defibrillator has now been returned for testing and they have sent a temporary replacement. Cllr Luckwell is arranging for the electrician to fit the new light in the Warbstow phone box, hopefully within the next week.

b. Notice Board Both notice boards have arrived and the Warbstow no- tice board has been put up, the parish council would like to thank Roger Hutchinson for doing this. We need to purchase some more magnets. All in agreement for Cllr Hutchinson to go ahead and purchase. Cllr Hutchinson thanked the Clerk for the ordering of the notice boards. The Clerk will check if notice boards are covered by the insurance.

c. Trelash Post-box Cllr Carter reported that the post-box in Trelash has now been returned.

d. Road Surface Anneth Cor-Yn Cllr Hutchinson attended a meeting with Highways, who have agreed to alter the surface, but no date has been given as yet.

e. Dog Fouling The Clerk reported that she had spoken with Cornwall Council regarding Dog Fouling in our Parish. They had advised that there is a Keep Britain Tidy Campaign which cost £2,250. There is also training available for volunteers at £100 which enables a fine to be given or we can purchase our own signs to put up around the Parish. All in agreement for Cllr Hutchinson to purchase signs. Cllr Jordan is going to arrange for the Dog Warden to visit Trelash. Cont…..

f. Website CALC have advised that all Parish websites must have an Accessibility Statement on their website. Cllr Carter volunteered to investigate this and write a statement.

14. Any other business a. Cllr Shute asked about the planning for a mobile home, PA20 / 06493. Cllr Carter said she would investigate this and asked the Clerk to add it to the next agenda. Cllr Carter raised concerns about the speed limit in Trelash being 60mph. Cllr Jordan thought this could potentially be reduced if in an area with streetlights. He would report this to Oliver Jones at Highways. b. Remembrance Day: Cllr Shute to organise a wreath for the War Memorial.

CCOMMUNITYOMMUNITY CCENTREENTRE DEFIBDEFIB It is with regret that due to the ongoing Covid19 restrictions Mr Ellis has felt it necessary to lock the gates from the Community field to the front of the Community Centre. The result being that there is now no direct access from Bury Close across the field to the Defibrillator. The nearest Defibrillator, should you need access to one, is in the telephone box by the bus stop. I asked whether the gates could be left unlocked out of hours but I was advised that this may be reviewed after Covid restrictions are lifted but it is not a public right of way. I pointed out that the gates will need to be unlocked when we resume functions at the hall to facilitate access to the fire assembly point at the front of the Community Centre car park. Mr Ellis advises that this will be addressed when the functions resume. GJB

In a recent episode of the Warbler Gerry observed that he could do with some more input on the 'green tips' page. 'We all need to take action and save the planet now!'...... Well one can only assume that due to the complete lack of input on the page, unless this edition is any different, no one cares! I personally would be interested to find out how many people have taken up any of the suggestions.

Despite the fact that everyone on the planet except the 'brain dead American president', (lets hope Covid actually finally does for that idiot! ) accept that human induced climate change is a very real thing, we continue to think that putting out our recycling is 'doing our bit!' My mother in law uses an expression that drives me up the pole! 'You can only do what you can do' which for most people appears to be nothing or at best, putting out the recycling. It makes you wonder what would happen if the council didn't come to your door to pick it up! We know! Even more landfill. For most people, It would certainly be 'too much effort' to take it to a recycling centre. And to be honest not great environmentally.

The Green page should now be the most important thing you read in 'The Warbler'. Our destruction of the planet is very real and, as far as I can tell, most of it is because 'I want' and other recreational entitlements.

It is no longer about having what we need to survive. Perish the thought! If we had just what we needed, it would be considered that, by current standards, everyone would be miles below what is currently regarded as the poverty line. It is now all about what we want! And, believe me, I know that I am not immune. Look at the society I was brought up in! Always wanted a Ferrari!

I had always thought I would have kids. I had it all planned. I even had a name for my daughter. We could still do it although we, I particularly, would be aged parents. We took the decision not to have kids on the basis that there are already too many people on the planet. It's a real shame as we would have made great parents!

Look at 'Live world population counter' on the interweb if you want to scare yourself. Between 220,000 and 250,000 extra people on the planet each day. Around 85 million a year. That is one and a third times the population of the UK every year. This week David Attenborough even told how the world population has tripled during his film making career...... not his life, his career. So here it is...... Green tip.....

The world can't sustain this growth rate! At the very least there will be food and water shortages causing famine and death, mostly of children Cont…. Page 19

, on a huge scale.... Oh look it's already happening across the world..... There will be riots at Tesco when Costa Rica decide that rather than send it's banana harvest to Cornwall it is going to feed it's own population! So the biggest green tip....Without this, all else is irrelevant! Don't breed and far more importantly, if you have bred or do intend to breed, encourage your kids not to! If one person has one child they have effectively doubled their carbon and environmental footprint for the period they co exist. Nappies in landfill, mobile phones, cars and houses when they get older... It makes putting out the recycling seem absolutely futile!

And I hate saying that!!!!! I like everyone else, I am, to an extent, exonerating myself of responsibility and I am truly sorry to say this but the rampant consumerist and 'I want' actions of our generation as well as those before mean that 'It's all down to the next generation'. It has been forced on them by us!! Personally, I am trying to make a difference but Greta Thunberg was so so right!!!!

You have stolen my dreams and my childhood with your empty words yet I am one of the lucky ones.

People are already dying, entire ecosystems are collapsing, we are at the beginning of a mass extinction yet all you can talk about is the fairy tale of eternal economic growth.

How dare you?!

The fairy tale of 'eternal economic growth' is driven by us and our wants not our needs. Next time you look at buying anything even food (as 30% never reaches the plate once bought) think about it. 'Do I actually need this?'. Not only does the eternal purchasing of stuff we don't really need end up with unmanageable quantities of landfill but it perpetuates the 'eternal economic growth model' and thus the raping of the planet and the destruction of the stunning wildlife within it.

Actually...... we don't care as long as the human race is ok (which it’s not!) ………..and that is why we won't get beyond thinking that putting out the recycling once a week is 'doing our bit!'

It's all too much effort!

MODERN TECHNOLOGY USED WELL IN LOCKDOWN HAS BEEN REALLY HELPFUL TO OUR RESIDENTS

Cornwall Council is following the many Facebook pages that have been used around the county to such advantage in lockdown, sending out community supporting information to all its local residents in these difficult times. Our own WACH Facebook page has developed in this way too and has served as a valuable access point to provide information on local kind residents contact details who are able to collect shopping and run errands for those who can’t. We have posted information on local business opening hours, Covid 19 security procedures and home delivery food supplies services, posted the link to the June Warbstow District News magazine when a print run for door to door circulation was not possible for normal distribution and connected residents generally looking for help.

This Facebook page IS NOT a social media chat site but has proved to be a valuable community tool at a time of difficulty, which was demonstrated again very recently when we were informed of local opportunist thefts in our area, by posting an immediate alert on the Facebook page that was viewed by 129 in the first hour and over the next few days by well over 700, perhaps not all local we know but helping many to be watchful.

BBYGONEYGONE DDAYSAYS

Martin Hurndell was moved by Thelma’s Bygone Days piece to write.

My dad was a telephone engineer in East London and used his own little old car instead of being issued with a small van.

We used to drive to Bude each summer where we rented a caravan and also a beach hut; the caravan by today’s standards would be considered quite prehistoric and very basic especially compared to those today. It was very small, the seats converted into beds at night with no electric lighting just gas lamps with mantels fed from an outside bottle which also fed the little two ring cooker. A bucket was outside under the caravan for slops from the sink which needed continually emptying. There was a simple toilet block but of course no showers (the sea took care of that!)

The hut was on Summerleaze Beach (and is still there). The other kids at school would ask where I was going for my holiday and when I replied Bude in Cornwall you might as well have said Timbuktu they did not really know where it was and they were lucky if they had a few days in Clacton or Southend on Sea.

I remember the old Bude cinema well, we went there many times especially when it rained, I remember seeing War & Peace there with Audrey Hepburn and Henry Fonda, that would have been about 1956. It was a grand place. We used to enjoy beans on toast and a pot of tea at a local cafe after visiting there, we felt very grand.

My mum loved Bude, we had terrific holidays there she would not believe we now live nearby.

A correction to my article-Bude Picture House, in the previous issue. The Pantomimes were by Reg Lever Presentations. Ivor Potter produced shows at the old Parish Hall, for holiday makers and locals. Queues would stretch all the way down to The Triangle in Bude. After the Hall was sold, he put much time and effort into The Bude Theatre Club, providing opportunities for local talent. He also did a lot for local charities. I don't recall seeing the Ivor Potter shows myself but have been told they were excellent, so I missed out there! Thelma..
