Background

India is vulnerable to a variety of natural and anthropogenic disasters that hinder the country’s growth. Disaster response management requires the existing administrative set up, and all other stakeholders to carry out a large number of tasks. The activities involved in response management would depend on the nature and type of disaster. It has been observed that in times of disaster lack of coordination amongst various agencies exist. If the response is planned and the stakeholders are trained, there will be no scope for ad-hoc measures and the response will be smooth and effective. The objective of training on IRS is to pre-designate officers to perform various duties as well as train them in their respective roles.

Realization of certain shortcomings in response and a desire to address the critical gaps led Government of India (GOI) to look at the world’s best practices and in this pursuit a decision was taken to closely look at the Incident Command System (ICS) developed by United States Forest Services (USFS) of United States of America (USA) which the High Powered Committee on disaster management constituted by the 2

Government of India also identified as one of the best global practices for disaster response.

Government of India, with few modifications in ICS, adopted it as Incident Response System (IRS). After being identified as nodal institution for capacity building in the field of IRS, NIDM has been working closely with USFS and USAID for building capacity to have effective disaster response system in India. Meanwhile NDMA has also issued guidelines on IRS in 2010. Many state governments have started adopting IRS as a system for responding to any emergency striking their state and subsequently have notified IRS in their respective states. They have also started building their capacity in this field.

About the Programme

COVID-19 has put a huge challenge in training and capacity building. With social distancing, training during new normal situation would have different strategies that are truly effective for larger capacity building vision and agenda for effective COVID-19 response. Training at the time of pandemic is widely considered to be a powerful instrument for building the capacities of functionaries by enhancing and upgrading their knowledge, skills and competencies on a regular and periodic basis.

In the situation of COVID-19, the response to natural hazards needs to be done more cautiously. The new normal situation would bring more challenges as response needs to be done in a structured manner to minimize the risk of infection.

The IRS is a flexible system and all its Sections need not be activated in every situation at the same time. Only required sections may be made operational as and when required. This system envisages that the roles 3 and duties shall be laid down in advance, the personnel earmarked and trained in their respective roles and duties.

The IRS incorporates all the duties that may be performed in case of any disaster or event. It envisages a complete team with various sections to attend to all possible requirements. If the IRS is put in place and stakeholders trained in their respective duties and roles, it will help reduce chaos and confusion during actual incident management and everyone involved will know what all needs to be done, who will do it, where the resources are and who is in command, etc.

To develop capacity of the District authorities for building disaster response system, Mahatma Gandhi State Institute of Public Administration, Punjab in collaboration with National Institute of Disaster Management, Ministry of Home Affairs, Government of India has hosted/conducted an conducting an Online Training Programme on “Incident Response System: Basic & Intermediate” for Northern States (Part VI) w.e.f. 2nd – 4th December, 2020 from 11 AM to 1 PM to develop capacity of the State and District Authorities for building Incident Response System. It is based on e-learning module covering 2 hours each day during the programme.

This 3-days’ Online Training Programme on Incident Response System was intended for the personnel who are holding important administrative position and/or are likely to be involved in incident/ emergency management. They include State and District level officials of line departments, Sub-District Level Officers, Civil Defence, Home Guards and SDRF, etc. The programme is specifically designed for the disaster emergency responders dealing with search and rescue, relief camp management, distribution of relief materials, safe evacuation, etc. 4

A total of 1012 officers/officials from various line departments namely Department of Agriculture, Animal Husbandry & Fisheries, Bharat Sanchar Nigam Limited, Housing and Urban Development, Industrial and Tourism Development, Police, Home Affairs, Forest, Fire, Water Supply and Sanitation, Rural Development, Food Civil Supplies and Consumer Affairs, Defence Services Welfare, Local Government, Education, Revenue, Health & Family Welfare, PWD (B&R), Municipal Corporation, Social Security, Women & Child Development, Finance, and various districts of State of Punjab, Haryana, and Uttar Pradesh registered and attended this online training programme, who are engaged in management of disasters.

Programme Objectives The Programme was designed with following objectives:  To apprise participants about IRS as a system and its approaches.  To apprise the participants as to how IRS organization is built under planning process.  To sensitize on disaster risk with analysis of past & recent major disasters.  To provide information on IRS guidelines.  To let participants utilize organizational formation for managing a disaster and also multi hazard.

Learning Methods

CISCO WebEx Training Platform was used for this programme. All the participants were requested to install CISCO WebEx Application on their mobiles or desktops. The training was conducted through various methods including power point presentations by the speaker/experts.

Programme Events

Day-1

On the first day, the webinar was unfolded by Col. Dalbir Singh, General Manager Training, MGSIPA with opening remarks.

Professor Shekher Chaturvedi, Assistant Professor, National Institute of Disaster Management, Ministry of Home Affairs, Government of India delivered the keynote address giving insightful remarks. Professor Shekher addressed the participants about Incident Response System and helped us all know how important Incident Response System is. He also emphasized on the need of the hour for building Dynamic and Robust Response System before a disaster strike. Prominent among others who took part in the deliberations during this three-day online training programme were Shri Shekher Chaturvedi, Assistant Professor, Division of Disaster Response & Recovery, NIDM, New Delhi; Shri Balaji Singh Chowhan, South Asia Expert United States Forest Services; Col. V.N. Supanekar (Retd.), Professor and Expert, ICS, Disaster Management; Col. Dalbir Singh, General Manager (Training, Project & Consultancy), MGSIPA and Ms. Nitika Singla, Guest Faculty, Disaster Management, Panjab University, Chandigarh.

The first technical session was taken by Shri Shekher Chaturvedi, Professor, National Institute of Disaster Management, India on the topic IRS Principles and Organizations which helped us all know about the 8 organizational set up of the Incident Response System. He shared with us how Incident Response System, earlier Incident Command System came into existence with the best practices of High Powered Committee under JC Pant. He also covered the key roles of Incident Response System as mentioned in National Disaster Management Policy, 2009. He also shared the National Disaster Management Guidelines for Incident Response System, 2010 which assigned the duty to SDMAs, State Governments and District Administrations to incorporate IRS in their Disaster Plans. Further, he explained how chain of command came into existence under National Disaster Management Plan, May 2016. He gave an overview of existing response structure and explained in detail the organizational set up of the Incident Response System. He shared the Principles, Features and Management Objectives and Functions of Incident Response System with all the participants.

Shri Balaji Singh, South Asia Expert, United States Forest Services took the second session on the first day of the programme, who enlightened the participants about the Incident and Event Planning Process of IRS. He explained in detail the Incident and Event Planning Process of Incident Response System. He shared the key points and factors which need to be taken care of while planning a response and its benefits. He explained Operational Period Planning Cycle in which he emphasized on Incident briefing, applicability, operational period, planning cycle and responsibilities of command and general staff members. He discussed how the planning meeting is taken up to get to an Incident Action Plan (IAP).

Day-2

The second day of the programme began with recapping of proceedings of first day and the queries raised by participants were handled by the esteemed speakers. 9

The first session of the second day of the programme was taken by Shri Balaji Singh, South Asia Expert, United States Forest Services on the topic Emergency Operation Centre. He discussed in detail about what the Emergency Operation Centre is and why it is the need of the hour in an emergency. He brought to our knowledge how Emergency Operation Centre helps Incident Response Team in managing better response. He also illustrated when Emergency Operation Centre comes into action or is activated. Thereafter, he discussed how Emergency Operation Centre manages the multi-hazard situation

The second presentation was taken by Col. V.N. Supanekar, Professor and Expert, Incident Command System and Disaster Management to detail the Government Officials from Punjab and Himachal Pradesh on the Simulation Exercise on the Operationalization of IRS. Taking an instance of Floods, he helped to know about the process of setting up of an Incident Response System for any emergency. He explained who the Incident Commander is and his key roles and action points in response to an emergency.

He emphasized on the Development of Incident Management Strategy to get to an Incident Strategic Analysis which is briefed by a Responsible Officer with Incident Response Team. Later to which, he shared with us how Evacuation Plan, Medical Plan, Communication Plan, and various other safety plans are prepared through Strategy Meeting and Pre-planning Meeting to get to an Incident Action Plan. In the end, through a flow chart, he explained how Incident Action Plan is brought into work by various Stakeholders

Later to this, he briefed the Government Officials from State of Punjab, Haryana, New Delhi and Uttar Pradesh on the Simulation Exercise allotted to them for their respective districts. He explained how the field 10 report must be prepared by the officials on Organizing for Earthquake Incident for an official being nominated as an Incident Commander during an Earthquake.

Through various illustrations, he detailed about the requirements of the Simulation Exercise. The requirements being Establishing Incident Objectives, Developing Incident Maps and IRS Organization and laying out Coordination Mechanism to support operations. With this, he addressed the queries of the participants on the simulation exercise.

Day-3

The last day of the programme also began with recapping of proceedings of the previous day and the queries raised by participants were handled by the esteemed speakers.

After the handling of queries of the attendees, a hot wash session was carried out wherein all the respected nominated Incident Response Commanders from Patna, Bihar; Balrampur, Uttar Pradesh; Shri Muktsar Sahib, Punjab and Rupnagar, Punjab highlighted the challenges faced by them during a disaster and the action plan undertaken by the IRS and IRT at district and sub division level respectively.

The respective district’s Incident Commanders presented a Skeleton Plan for organizing an Earthquake like situation for being nominated as an Incident Commander.

Col. Dalbir Singh, GM (Training), MGSIPA concluded the proceedings of the training programme with a vote of thanks to all the senior officials of both the institutions, the speakers and all the participants from the State of Punjab, New Delhi, Haryana and Uttar Pradesh who actively participated in the three days training programme and shared their vast knowledge and experiences during the programme. 11

The generic learning outcomes of this programme encompass a series of capacities that will allow the participants to demonstrate knowledge and understanding of the role of various stakeholders, including both a broad command of the field and a deeper knowledge of specific areas, together with insight into current research and development work and to demonstrate deeper methodological knowledge related to their field.

What were your key takeaways from this event?

 Moves the responsibilities for incident command from one incident commander to another.  The act of directing, requesting, or controlling, by virtue of explicit statutory, regulatory, or delegated authority.  In every situation it is the key feature to Maintain open lines of communication between responders and ensure accurate and timely information is provided to the public.  The incident planning process provides a systematic means for all organizations involved in the response to have their objectives recognized and incorporated into the plan.  Must include a transfer of command briefing (which may be oral, written, or both)  Preparedness, planning, proper communication and coordinated approach.  Logistics arrangements being financial advisor  Quick planning, separate div to be planned by the concerned i/c will help in better planning  Disaster risks and resilience in India  An Analytical study presents an holistic management of disasters that covered all aspects with special reference to pre disaster preventions mitigation preparedness and after disaster response recovery and reconstruction.  IRS rules , Communication to line Department  Too often, these roles get blurred and the responsible official will get into tactics and this detracts from their overall mission to manage the entire incident.  Roles and responsibility of stakeholders/Emergency Support functionaries  Well understand how to react in emergency situations  Dedicate planned, management service at the time of event and incident.  Better coordination with all stakeholders. 21

 I gain understanding about IRS and its proceedings and when any incident occurred. I also received decision making power through this seminar and all deptt. work in a unifying manner to stop/cover maximum loss in any incident.  It’s helpful to tackle any emergency situation  Size up and decision making is impossible without a command structure.  To solve critical situation, patience and calm should have.  How to keep yourself in accordance with any pressure situation.  Environmental issues and disaster issues are the same.  The incident planning process provides a systematic means for all organizations involved in the response to have their objectives recognized and incorporated into the plan.  Common understanding of objectives, strategies, and tactics.  To evacuate the people and cordon the area. To make all law and order duties. Coordination with civil administration.  Planning and operation procedures to be adopted during any natural disaster  This was good forum to make the Incident Commander much more competent to handle the situation in any kind of disaster  Complete lecture and virtual exercise would be very useful in emergency period.  Increase in functional knowledge to plan and execute response to a situation in crisis  Got familiarized with the organizational structure to tackle the disaster/ incident and the role and responsibilities of the incident commander. Also the importance of EOC and the hindrances in relief operations were highlighted.  A better understanding of the IRS. I feel that key to manage is planning, mock drills and replanning. Important learning was about authority delegation which is followed by responsibility and accountability.  Ways to respond promptly in situations where there is casualty.  Disaster like incident can occur anywhere, so any body civilian official/officer should be mentally prepared for it.  What type of preparations should be made during Rescue operations 22

 Advance planning, logistics and resource management and trained manpower are pre requisites for efficient handling of disasters  Pre-planning and quick response team should be formed to deal with such natural calamities  Preparedness before any incident always gives you confidence to tackle it.  Understanding employees and their needs is a key aspect of effective training  This event was very helpful for me as it provides useful knowledge about disaster Management and also provide me the knowledge that how to tackle the situation during any disaster. Incident Command System (ICS) 7.7.1 A traditional command structure exists “ in the administrative hierarchy which manages disasters in India. It has been planned to strengthen and professionalise the same by drawing upon the principles of the ICS with suitable modifications. The ICS is essentially a management system to organise various emergency functions in a standardised manner while responding to any disaster“ It will provide for specialist incident management teams with an incident commander and officers trained in different aspects of incident management, such as logistics, operations, planning, safety, media management, etc. It also aims to put in place such teams in each District by imparting training in different facets of incident management to District level functionaries. The emphasis will be on the use of technologies and contemporary systems of planning and execution with connectivity to the joint operations room at all levels.

• Since disaster response operations are multifaceted, time sensitive, extremely fast-moving, and mostly unpredictable, it requires rapid assessment, close coordination among several departments, quick decision-making, fast deployment of human resources and machinery as well as close monitoring. In order to prevent delays and to eliminate ambiguities with regard to chain of command, the SDMP and DDMP must clearly spell out the response organisation as per IRS. These plans must clearly identify the personnel to be deputed for various responsibilities in the IRT at various levels of administration along with proper responsibility and accountability framework. Provision for implementation of unified command in case of involvement of multiple agencies such as Army, NDRF, CAPF, and International Urban Teams Search and Rescue must be spelt out in the SDMP. From time to time, the DM plan must be tested and rehearsed by carrying out mock exercises.

Col V N Supanekar (Retd) Simulation Exercise for Punjab Government Officials- IRS Training:: 19 Aug to 21 Aug 2020- Floods Situation: It has been raining incessantly since the last 72 hours with the total rainfall amounting to 325 mm. The last 24 hours witnessed a rainfall of 150 mm with forecast of more rain in the next 72 hours. The Irrigation Department, Government of Punjab, reported increase in water levels in S dam and if the conditions remain the same, heavy release of waters from the dam are expected in 24-48 hours. The Barrages on Sutlej and Beas are overflowing. 20 Aug 2020: Time 10:00 h – District Collector, Patiala/Ludhiana/Sangrur/ Fatehpur saheb------called for a meeting of District Officers and appraised them on the morning IMD weather forecast and developing threat situation in the Patiala/------/----- area and warned them to be prepared for possible flooding in their areas. He emphasized that the there should not be any loss of life (human / livestock). He informed that District Emergency Opertion Centre has been activated and Nodal officers from Emergency Support Functions are stationed at EOC. District Collector, Patiala/------directed all concerned to man Tehsil level control rooms 24X 7. As briefed by Tehsildars of ------,------,------,------and ------the water logging in the area has started. 20 Aug - Evening Weather Forecast - Heavy build up of Cumulonimbus clouds in and around Hilly region. There is a strong likely hood of very heavy downpour. District Collector, Patiala/------warned all nominated Nodal Officer, to warn the response mechanism in their area and keep IRTs ready to respond at short notice.

Time Now is 01:30 h, 21 Aug 2020- Heavy rainfall started in and around District area 04:00 h 21 Aug 2020, Water level in villages (for ex purpose five You are Incident Commander of IRT. District Collector, Paiala/Ludhiana/ Sangrur/ Fatehpur Saheb communicated to Tehsildars and appraised them on the current situation in the area and warned them to be prepared for possible heavy flooding in their areas. He emphasized that the there should not be any loss of life (human / livestock) and protect all critical infrastructure in their jurisdictional area. District Collector, ordered all sub divisional officers to activate zonal IRTs to manage developing disaster situation. Weather Report- 25 mm per hour rainfall observed during last two hours. Heavy rains likely to continue. Field Report-( For Ex purpose-for each sub division) Heavy rainfall has resulted in damages to shanties and huts in the slum area. Four slum localities have been affected, resulted in more than 100 families homeless. The roadside shops and ground level houses are threatened by rising water necessitating early evacuation. More than 150 houses are affected. Report of few houses collapsed and people buried under debris have been reported. Locals are in process of rescuing trapped personnel. Road access to the affected location is cut off. Further, due to heavy rainfall road traffic on National Highway number --- and Rail traffic connecting------to ------has been disrupted. There are reports that two of the trucks stranded on the NH-- contain hazardous chemical material. The water level inside the government hospital (for ex purpose-said hospital is located in concerned sub divisional area) is rapidly rising and generator on the ground floor was shut off, it is visualized that if the condition continues like this, it will be difficult to access the hospital. There are 10 ICU patients in the hospital.
