1.0 INTRODUCTION

1.1 Project Title

The proposed project is known as the ‘Proposed Conversion of Light Industry to Medium Industry on Part of Lot PTD 106685, Mukim Kulai, Daerah Kulaijaya, Johor, hereinafter referred as the ‘Proposed Project’ in this EIA report.

1.2 Project Background

The project proponent, AXIS AME IP Sdn Bhd (hereinafter referred as AXIS AME) is the developer of the light industrial development. An Environmental Impact Assessment (EIA) for the area concerned has been submitted to Department of Environment (DOE) Johor and EIA approval is obtained on 23rd Jan 1995 (ref: ASJ(B)50/013/701/007(21)) as attached in Appendix 1.1. According to the EIA approval, the said industrial area is a designated light industry. However, in view of growing demand for medium industry, AXIS AME intends to convert the industrial lots from light industry to medium industry. In this respect, a Supplementary EIA is required due to the changes of initial development plan. The SEIA report is prepared to assess the likely impacts due to the proposed project. The EIA checklist is attached in Appendix 1.2.

1.3 Project Concept

The entire land of PTD 106685 covers an area of 50.75 ha. The entire site consists of 112 industrial lots and 1 commercial lot. To fulfil the requirement of buffer zone for medium industries, only 17 industrial lots are proposed to covert from light industry to medium industry. The remaining industrial lots that are located closer to the residential area will be remained as light industry. Of the 17 proposed industrial conversion lots, 7 lots will generate industrial effluent. Further details of the proposed industries are given in in Chapter 4.

1.4 Project Location

Geographically, the project site is located between N 1o38’38”, E 103o36’31” and N 1o38’9”, E 103o36’31”. It is about 1km from Kulai town and within the jurisdiction of Majlis Perbandaran Kulai (MPKu). In terms of accessibility, the project site is accessible via Persiaran Indahpura Utama. Key plan and location plan of the project site is shown in Figure 1.3.1 and 1.3.2 respectively. Land title of the project site is attached in Appendix 1.3.

1.5 Regulatory Requirement

The project requires the submission of a Supplementary EIA to the Department of Environment (DOE) for approval, due to the appeal for EIA approval conditions.

To comprehend this EIA report, references to relevant official guidelines are made, namely:

(a) A Handbook of Environmental Impact Assessment (Third Edition), Department of Environment (2000); (b) Environmental Impact Assessment Guidelines for Industrial Projects, Department of Environment (1995); and

1.6 Objectives of the EIA

In compliance with these regulatory requirements and in accordance with the EIA guidelines, the objectives and approach of this EIA study are summarized below:

. Outline the proposed project; . State the justification and options for the project . Document the existing environment which is important as baseline information for monitoring changes in the environment; . Identify and assess the potential impacts from the proposed project; . Propose mitigation measures for the identified potential impacts to prevent adverse and irreversible impacts; . Outline the framework of an environmental management plan for continuous monitoring and effective management of environmental impacts during project operations.

3.0 STATEMENT OF NEED AND PROJECT OPTIONS

3.1 Statement of Need

Industrial activities are a major sector in Johor state. This is evident that it contributes 40% of the total GDP of Johor state in year 2000. Johor also plays an important role in economic development such as electronics, logistics, oil and petrochemical industries, food and agriculture of Malaysia and its surrounding region.

Kulai town has experienced rapid growth in population. In year 2010, total population in Kulaijaya District is approximately 171,000 with growth rate of 3% per annum, similar to overall growth rate in Johor state. In addition, there is a need for at least 65,870 labor force in industrial sector in Kulaijaya District as stated by the local council, Majlis Perbandaran Kulai (MPKu). Hence, provision of industrial land in such rapid growth is envisaged in Kulai.

Urban planning of Kulai areas can be considered as mixture of residential, commercial and industrial. In this case, industrial activities in Kulai are focused in light and medium industry as the southern tip of Johor, in particular area has been designated for heavy industry. Development on PTD 106685 is a designated light industrial area and this is in line with the zoning of Town Planning Department (JPBD). Correspondence letter from JPBD is attached in Appendix 3.1. However, to diversify economic revenue within the region so as to effectively spin off the economy, the project proponent proposes to part of the light industries within PTD 106685 to medium industries.

3.2 Project Options

Pursuant to review of factors substantiating and supporting demand for the project, the evaluation on considerations of the project alternatives either without or with project options, are summarised herein:

(1) No project:  No promotion to diversify industrial activities in the region; and  No production of income and economic growth from the Country, State and Region.

(2) The proposed Project will result in:  Enable the enhancement of spin off business such as transportation services, freight forwarding services. This will eventually contribute to the industrial and economic growth of the Kulaijaya District, Johor State and Malaysia as a whole;  Result in substantial upgrading of manufacturing in the region; and  Economic returns and industrial growth for both the Johor State and Malaysian Governments.

In line with the State’s Policy, the proposed project would strengthening State’s economic base where emphasize is given to manufacturing industry. The manufacturing sector is to spearhead the growth of Johor’s economy towards realising the developed status.

3.3 Site Selection

The project site is strategically located where it is conveniently accessible from Kulai town, Johor Bahru and further Singapore and other towns in Peninsular Malaysia via North-South Highway.

The proposed project involves medium industrial activities. Under this category, a minimum buffer of 250m is required according to DOE’s Guidelines for Siting and Zoning of Industries, 1994. A buffer zone is defined as land area situated from the boundary of the industrial estate to the boundary of the nearest residential area, to be conserved / safeguarded for the protection of human lives and properties, human health, comfort and well-being against pollution, residual pollution or any adverse conditions, which may be encountered. A review of the area showed that only part of the industrial lots within PTD 106685 fulfils the required buffer distance. In order to provide 250m buffer from the nearest sensitive receptors (Pejabat Pelajaran Daerah Kulaijaya, Ibu Pejabat Polis Daerah Kulaijaya and quarters for Sek Men Kulai Besar), 17 industrial plots are proposed to be converted while the rest will be remained as light industry. Further explanation on the buffer requirement is given in Section 4.3 in Chapter 4.
