Preface This development plan has been prepared for the implementation of the development of Ratnapura Municipal Council area within next two decades. Ratnapura town is the capital of the Ratnapura District. The Ratnapura town has a population of approximately 49,083 and act as a regional center servicing the surrounding hinterland area and providing major services including administration, education and health.
