The National Audit Office scrutinises public spending for Parliament and is independent of government. The Comptroller and Auditor General (C&AG), Amyas Morse, is an Officer of the House of Commons and leads the NAO, which employs some 860 staff. The C&AG certifies the accounts of all government departments and many other public sector bodies. He has statutory authority to examine and report to Parliament on whether departments and the bodies they fund have used their resources efficiently, effectively, and with economy. Our studies evaluate the value for money of public spending, nationally and locally. Our recommendations and reports on good practice help government improve public services, and our work led to audited savings of almost £1.2 billion in 2012. William Wragg MP Chair of the Public Administration and Constitutional Affairs Committee House of Commons Westminster SW1A 0AA 16 November 2020 Dear William, On 22 October, we were happy to agree to the Committee’s request to provide further clarity on several points raised during our session. Please find below the responses to the Committee’s questions. Permanent Secretary line management It has been the custom for some time for the permanent secretaries to the Cabinet Office and HM Treasury to support the Cabinet Secretary with the management of the permanent secretary cadre. Since my appointment I have formalised this arrangement. I have asked Alex Chisholm and Tom Scholar to take line management responsibility for a number of permanent secretaries. I have retained line management responsibility for Alex and Tom, as well as permanent secretaries in security and foreign policy roles, the permanent secretaries to the Devolved Administrations and those relating to the provision of legal and scientific advice. Tom Scholar manages permanent secretaries in economic and social policy roles, with the remainder being managed by Alex Chisholm. I do of course still meet regularly with all my permanent secretary colleagues. This is a new arrangement and we will keep it under review in the coming months. As I said on 22 October, we believe that sharing line management in the way I have described will enable us to bring the centre together more effectively in setting the direction for Government, but we will take a pragmatic approach and if we need to review the overall allocation or individual relationships, we will do so. -

Over this period around half of awards have consistently gone to women, and a growing number of awards have gone to recipients from BAME communities. Almost 72% of honours went to those doing community and voluntary service, while over 87% were at OBE level or below. The honours system remains an integral and highly valued part of our society, but we recognise that work is needed to ensure its continued relevance and credibility, and to maximise the impact and benefits the system can deliver to individuals and communities across the UK. A number of changes have been put in place over this period, and further work is planned for the remainder of 2019, and for 2020. This work broadly focuses on three key areas: diversity and outreach; transparency; and maintaining the integrity of the system. -

No-one in power has even admitted it. But the actions of successive governments have been to downgrade N and marginalise objective civil service advice, and to replace it with counsel from politically committed special advisers.’ The special adviser – or ‘spad’ – has become firmly established in Westminster The Return of Political Patronage folklore over the past two decades, coming to symbolise much that is questionable about modern politics. The likes of Jo Moore, who urged colleagues to use 9/11 to bury bad news, and Damian McBride, who schemed on behalf of Gordon Brown against members of his own cabinet, have lent the Whitehall caricatures of the television comedy The Thick of It more than a veneer of credibility. But the implications for government of this growing cadre of politically-motivated apparatchiks are no joke, extending well beyond the chicanery of a few high- profile figures. In this excoriating account of contemporary government, Alasdair Palmer – who has worked up close with spads in the Home Office and spent years documenting Whitehall machinations as a journalist – portrays the return of political patronage to the highest levels of our public administration. It is a phenomenon that the Northcote-Trevelyan reforms of the mid-19th century were meant to banish, and one which now threatens Britain’s rare and precious heritage of relatively efficient, relatively uncorrupt government.
