Vivre à Laval — Municipal News 3 Laval’s 50th IN 2015, LAVAL WILL CELEBRATE ITS 50TH! Established on August 6, 1965, following the merger of the 14 municipalities on its territory at the time, Laval is a city whose heritage is filled with memories, outstanding achievements and fascinating little stories of everyday life. The slogan for the festivities—Laval, l’autre histoire (Laval, the other story)—fully calls to mind that same spirit. Because Laval is the story of an island, of villages that have developed into its neighbourhoods; the story of its business people, its artists, small victories and big successes. A story to tell, to hear, to live. Laval is your story! Tell it with pride! Archeological digs in the 20th century have revealed that île Jésus, where the present-today city of Laval is almost completely located, was already inhabited by American Indians approximately 4,000 years ago. Much later, in 1636, “île de Montmagny”, as it was called at the time, became a seigneury, granted to the Jesuits by the King of France. It was one of the first public institutions created by the Compagnie des Cent-Associés in the Hochelaga region. In 1638, it was officially taken over, four years before the founding of Montréal. During the following centuries, many farmers settled here, attracted by the fertile land on the island, and then activities diversified here as well. However, the development of the island didn’t really get under way until the 18th century. The territory was then organized into four parishes: Saint-François-de-Sales, Sainte-Rose-de-Lima, Saint-Vincent-de-Paul and Saint-Martin. In 1855, after the municipal system was set up in Lower Canada, these parishes were established as municipalities. Over the years, they were split up, totalling 17 municipalities in all in 1953—some farming, others urban or vacation resort municipalities. In 1965, 14 cities and towns merged to create the City of Laval. As soon as it was created, Laval became the largest city in the province, after Montréal, given its population of 170,000. Today, with a population of nearly 410,000 people, it is the third largest city in Québec and the 15th in all of Canada.

“It’s My Story, Too” When I was asked to be the spokesman for Laval’s 50th anniversary celebrations, I didn’t hesitate a minute! As you know, I was born in Laval and enjoyed a wonderful childhood here. But what I remember the most, are all the very first things... My first friends (some of whom I still have today), my first loves (those didn’t last, however), my first bad experiences (we don’t talk about those...). It’s all these stories that have made me the person that I am today. In my role as spokesman, I will have the chance to see, hear and, above all, share Laval’s other story, my story and yours, too. We will have lots of chances to get together throughout the year of festivities and, I must confess, I’m really looking forward to it all! 4 Vivre à Laval — winter 2014-2015 © Laser Quantum Laval, terre d’îles: Water Theatre for the 50th Next summer, Laval residents will have the chance to enjoy a magnificent experience. Imagine a liquid wall, 60 metres long and 20 metres high. This see-through wall will serve as a screen for the projection of multimedia presentations: animation, photos, HD videos, lasers, images of archives touched-up for colouring and water jets will all be part of the water theatre for the 50th! Screens set up on a number of levels will make it possible to achieve an effect of depth, like an amphitheatre. In this way, the spectators will feel they are “entering” a liquid world full of shapes and colours. This is the first time in Canada that a water theatre will be presented in such dimensions, and it is in Laval that this aquatic technology feat will materialize! Visual virtuosity will be paired with a sound system transmitted by means of speakers spread out all over the site of the water theatre, making it possible for the public to immerse itself into the very heart of the spectacle. Laval, terres d’îles, a family show Laval, terres d’îles is a show that will therefore interest the whole family, through its mix of stories and visual fantasies. The musical soundtrack will play a key role as well: Conveying feats, tragedies, emotions or comical moments, the orchestral music will also be exclusively created for Laval’s water theatre. Thirty minutes long, this imposing theatrical work will turn back the hands of time to relate the great history of Laval as well as the little stories of its inhabitants, from the American Indians right up until today. Based on local historical facts, blending culture and tradition, this stage show will be created especially for the City’s 50th anniversary celebrations. A unique event presented only in Laval. The technology behind the water theatre Laser Quantum, the internationally-renowned Laval firm, was commissioned to produce this water theatre for the City’s 50th anniversary. This firm, which will look after the scripting as well as all the technical aspects of the show, has already produced major aquatic projects that have been presented in New York, Singapore, Paris, Shanghai and Abidjan, in particular. Installation of the technical equipment and the structures composing the bodies of water will take a full week, including four nights, for the show to get into its stride. During the winter and spring 2015, Laser Quantum’s teams will undertake the scripting, the archive search and the animation design as well as other computer graphics productions. In the spring, the body of water will be set up on the grounds of the site. This water body will have to be levelled in order to ensure the stability of all the facilities as well as the public’s comfort. Twenty-four presentations of the Laval, terres d’îles show will be held next summer at the Centropolis. The dates and

IUR: Residents’ Participation to Serve the Community Integrated Urban Revitalization (IUR) is an approach based on the joint efforts of community organizations, residents and representatives of public and private sectors who work together to carry out actions designed to improve the living conditions of people in disadvantaged neighbourhoods. In Laval, the Chomedey, Place Saint-Martin (Domaine Renaud) and Pont-Viau districts benefit from such efforts. In 2014, through the mobilization of the partners involved, a dozen IUR projects enjoyed rapid development. In Pont-Viau, micro-libraries were created thanks to the initiative of a resident in the district who turned to the IUR so that his idea could materialize. Six “book cabins” were therefore designed, built and installed at the homes of residents Eve Charron

In Chomedey, from now on, frescos created by Laval artist Olivier Gaudette beautify a school and a building complex: École des Quatre-Vents and Les immeubles Val-Martin. While this artwork was being created, the artist modified his initial canvas a few times to comply with residents’ special requests! In the lanes of Val-Martin, a low wall was also painted by neighbourhood residents, based on their own view of their living environment. At Place Saint-Martin (Domaine Renaud), the Fête multiculturelle de septembre in Chopin park was organized on the initiative of a residents’ committee. Time and effort were invested by each of the committee members in choosing the program of activities, seeking sponsors and making preparations for that special day, so that these first festivities would be unforgettable. The exploratory walks held at Place Saint-Martin and in Pont-Viau also provided residents with an opportunity to have their voices heard with regard to essential needs, and particularly their sense of safety and security in the neighbourhood. All these projects have been made possible through financing from the Québec government and the Conférence régionale des élus de Laval, with the support of Ville de Laval and the various community organizations and institutions taking part in these joint action efforts. In 2016, Laval will play host to the prestigious Canadian Urban Forest Conference (CUFC). The announcement was made on October 2 in Victoria, British Columbia, during the 11th edition of the CUFC held there. The event, which will take place during National Forest Week, will attract over 350 specialists from all over the country: Foresters, urban planners, policy developers and environment specialists will get together to discuss the impact of urban forests. The initiative of submitting Laval as a candidate for this event and the process that led to that submission hinged on a partnership between organizations, committed residents, stakeholders in tourist circles, representatives of the university research community and elected officials. This national conference will provide an opportunity to enhance urban forests on Laval territory and the community as a whole. 14 Vivre à Laval — winter 2014-2015 Car Shelters Temporary car shelters are allowed throughout Laval territory (except in Laval-sur-le-Lac) until April 15. The shelter must be installed on the driveway leading to your parking space or your home, at a minimum distance from the road or sidewalk. It is the owners’ responsibility to make sure their installation is in keeping with the standards stipulated in zoning bylaw L-2000. The car shelter should preferably have windows on either side to ensure the safety of pedestrians and other motorists. It is prohibited to use public utility equipment (fire hydrants, street lights, etc.) to attach or secure the car shelter.

Snow Removal Operations Snow removal operations on Laval territory are complex and require a lot of coordination based on the configuration of certain streets and the traffic there. During a snowstorm, over 200 pieces of equipment may be moved into action and 550 municipal employees get to work to make our roads safe. Here is how these operations are organized: 1 2

And for this same reason, Ville de Laval annually holds its Gala des prix Hosia, an evening during which it pays tribute to its volunteers. By February 27, 2015 at the very latest, in fact, you may fill out and submit a form to nominate the volunteer of your choice within one of the various categories proposed for this event.
