The impact of Environmental designations on such development ” Presentation to Oireachtas Joint Committee on Regional Development, Rural Affairs, Arts and the Gaeltacht by Cavan County Council, Cavan-Belturbet Municipal District Cavan in context Pop. 73,183 ;The highest population growth in the region Traditional economic sectors: indigenous enterprise; building materials, engineering, food and agribusiness. A strongly-embedded entrepreneurial culture. Cavan is served by three National Arterial Routes, the M3, N55 and N16, Cavan town is also a pivotal location on the East- West route from Dundalk to Sligo and just one hour from the M50 (Dublin) and 1.5 hours from Belfast. Issues with Designations Restriction/additional cost for procurement of planning permission. Restriction/additional cost for road works like road widening, bend easement and flood relief work to roads. Time delay, cost associated with application to An Bord Pleanala and cost associated with acquiring an accredited Ecologist must be borne by local authority. Public perception that new house builds in rural areas or industries is that Natura 2000 site or NHA’s can be prohibitive to gaining a grant of planning permission. These areas often have declining populations. Approving of renewal energy is difficult – at a national level it will be difficult to achieve targets for renewal energy – wind energy. Advantages of designations Protection of environment. This protection for EU and National sites is laid down in law. Addressing of invasive species – there is wider awareness especially on behalf of local authority on the threat and impact of invasive species. Tourism - these areas are often tourist attractions in the e.g County. Marble Arch Caves Global Geopark. Natural asset to the county and the economic benefits this natural heritage brings to the county. Benefit to rural community in the vicinity - in terms of pride of place as well as economic, social and recreational benefits, manifested in recent initiatives - Blueways and Irelands Ancient East. In order to achieve these objectives Roads , Broadband and Water infrastructure needs to be improved Tourism Tourism Cavan is an increasingly popular destination for short breaks and activity holidays. 90,000 overseas visitors in County Cavan 2016 Cavan is a haven for those who enjoy the great outdoors The development by Cavan County Council in recent years of Cavan Burren Park in West Cavan is a good example of sustainable and sensitive development of Cavan’s rich cultural heritage. Located within the UNESCO designated Marble Arch Caves Global Geopark, Cavan Burren Park is recognised to have an exceptional archaeological heritage with over 80 monuments, ancient hut sites and field systems that survive from prehistoric times. A newly developed interpretative centre, outlining the Park’s 5,000 year history, new car park, four new walking trails including one multi-use access trail and associated trail interpretation have all been developed. In recent years, initiatives such as the annual ‘Taste of Cavan’ food event (35,000 visitors over two days) and the opening of the new international scouting centre at Castle Saunderson (22,000 bed nights in 2015) and Cavan Walking Festival have contributed to the expansion of the local tourism product offering.
