The Lincoln Parish Police Jury met in regular session on Tuesday, January 10, 2017, at 7:00 p.m., at its regular meeting place in the Courthouse, Ruston, . Present were: Theresa Wyatt, District One; Hazel D. Hunter, District Two; Bobby Bennett, District Three; Randy Roberson, District Four; David Hammons, District Five; Walter Pullen, District Six; Jody Backus; District Seven; Skip Russell, District Eight; Joe Henderson, District Nine; Nancy Wilson, District Ten; and Annette Straughter, District Twelve.

Absent: Sharyon Mayfield, District Eleven

Mr. Jody Backus called the meeting to order, delivered the invocation and led the Pledge of Allegiance.

Annette Straughter offered a motion, seconded by David Hammons, to approve the Agenda as presented. The motion carried with the following votes:

BE IT RESOLVED by the Police Jury of the Parish of Lincoln, State of Louisiana (the "Governing Authority"), acting as the governing authority of the Parish of Lincoln, State of Louisiana, that: SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in the Parish of Lincoln, State of Louisiana, on SATURDAY, DECEMBER 10, 2016, to authorize the levy of special taxes therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the result of the special election. The polling places above specified being the only polling places designated at which to hold the said election, it was therefore shown that:

(i) there was a total of 3,735 votes cast IN FAVOR OF Proposition No. 1 and a total of 3,067 votes cast AGAINST Proposition No. 1, as hereinabove set forth, and that there was a majority of 668 votes cast IN FAVOR OF Proposition No. 1 as hereinabove set forth; and

(ii) there was a total of 3,695 votes cast IN FAVOR OF Proposition No. 2 and a total of 3,057 votes cast AGAINST Proposition No. 2, as hereinabove set forth, and that there was a majority of 638 votes cast IN FAVOR OF Proposition No. 2 as hereinabove set forth.

Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that Proposition No. 1 and Proposition No. 2 as hereinabove set forth were duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special election held in the Parish on Saturday, December 10, 2016.
