The Personnel/Benefits Committee of the Lincoln Parish Police Jury met in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse, December 13, 2016, at 6:30 p.m. Present were: Theresa Wyatt, Chair; Randy Roberson, Jody Backus, Joe Henderson, and Annette Straughter.

ABSENT: None

Theresa Wyatt called the meeting to order and Randy Roberson delivered the invocation.

Jody Backus offered a motion, seconded by Joe Henderson, to amend the Agenda to include recommendations for the Convention and Visitors Board. The motion was voted upon and carried with the following votes:

YEAS: Wyatt, Roberson, Backus, Henderson and Straughter

The Parish Administrator presented Letters of Recommendation and credentials for various board appointments. The first appointment to be considered was for the Waterworks District No. 1. Mr. Rusty Mabry was the only candidate. Joe Henderson offered a motion, seconded by Randy Roberson, to recommend appointing Mr. Mabry to the Greater Ward One Waterworks District for a five year term. The motion was voted upon and carried with the following votes:

YEAS: Wyatt, Roberson, Backus, Henderson and Straughter

Annette Straughter offered a motion, seconded by Joe Henderson, to recommend appointing Mr. James Kavanaugh to the Waterworks District No. 1 for a five year term. The motion was voted upon and carried with the following votes:

YEAS: Wyatt, Roberson, Backus, Henderson and Straughter

Annette Straughter offered a motion, seconded by Joe Henderson, to recommend reappointing Mr. Willard Anderson to the Waterworks District No. 3 Board for a five year term. The motion was voted upon and carried with the following votes:

YEAS: Wyatt, Roberson, Backus, Henderson and Straughter

Randy Roberson offered a motion, seconded by Annette Straughter, to reappoint Mr. Richard Aillet to the Lincoln Parish Protection District for a two year term. The motion was voted upon and carried with the following votes:

Next on the Agenda was consideration of the vacancy on the Library Board of Control due to the resignation of Dr. Orr. There were three candidates: Mrs. Allison Mead, Ms. Deborah Holliman, and Ms. Gay O’Neal. After discussion, the votes were as follows:

Ms. Mead: Henderson Personnel/Benefits December 13, 2016 Ruston, LA

Ms. Holliman: Wyatt Ms. O’Neal: Roberson, Backus and Straughter.

Chair Wyatt stated that Mrs. O’Neal would fill the vacancy, for the unexpired term of Dr. Virgil Orr through March 10, 2020.

The next appointments to be considered were for two vacancies on the Convention and Visitor’s Bureau Board. Annette Straughter offered a motion, seconded by Jody Backus, to appoint Mr. Marco Born as the Tech University representative. The motion was voted upon and carried with the following votes:

YEAS: Wyatt, Roberson, Backus, Henderson and Straughter

Randy Roberson offered a motion, seconded by Joe Henderson, to re-appoint Ms. Suzanne Douglas as the Grambling State University representative. The motion was voted upon and carried with the following votes:

The Lincoln Parish Police Jury met in regular session on Tuesday, December 13, 2016, at 7:00 p.m., at its regular meeting place in the Courthouse, Ruston, Louisiana. Present were: Theresa Wyatt, District One; Hazel D. Hunter, District Two; Randy Roberson, District Four; David Hammons, District Five; Walter Pullen, District Six; Jody Backus; District Seven; Joe Henderson, District Nine; Nancy Wilson, District Ten; and Annette Straughter, District Twelve.

Absent: Bobby Bennett, District Three; Skip Russell, District Eight; and Sharyon Mayfield, District Eleven

Mr. Jody Backus called the meeting to order and Walter Pullen delivered the invocation and led the Pledge of Allegiance.

Walter Pullen offered a motion, seconded by Randy Roberson, to approve the Agenda as presented. The motion carried with the following votes:

Yeas: Wyatt, Hunter, Roberson, Hammons, Pullen, Backus, Henderson, Wilson and Straughter

Mr. Backus called for any public comments on the agenda as approved. There were none.

WHEREAS, the Secretary of Transportation and Development is authorized to make grants for mass transportation projects;

WHEREAS, the contract for financial assistance will impose certain obligations upon the applicant, including the provisions by it of the local share of project costs;

WHEREAS, it is required by the Louisiana Department of Transportation and Development in accord with the provisions of Title VI of the Civil Rights Act of 1964, that in connection with the filing of an application for assistance that it will comply with Title VI of the Civil Rights Act of 1964 and the U.S. Department of Transportation requirements thereunder; and

WHEREAS, it is the goal of the Applicant that minority business enterprise be utilized to the fullest extent possible in connection with this project, and that definitive procedures shall be established and administered to ensure that minority businesses shall have the maximum feasible opportunity to compete for contracts when procuring construction contracts, supplies, equipment, or consultant and other services:

NOW, THEREFORE, BE IT RESOLVED by the Lincoln Parish Police Jury: (Applicant)

1. That Jody Backus is authorized to execute and file an application on behalf of Lincoln Parish Police Jury with the Louisiana Department of Transportation and Development, to aid in the financing of operating and/or capital assistance projects pursuant to the Rural Public Transit Program, 49 CFR 5311 and/or the Discretionary Capital Program, 49 CFR 5309.

2. That Jody Backus is authorized to execute and file with such applications an assurance or any other document required by the Louisiana Department of Transportation and Development effectuating the purposes of Title VI of the Civil Rights Act of 1964, as amended.

3. That Jody Backus is authorized to furnish such additional information as the Louisiana Department of Transportation and Development may require in connection with the application or the project.

4. That Jody Backus is authorized to set and execute affirmative minority business policies in connection with the project's procurement needs.

WHEREAS, the Police Jury Association of Louisiana has six (6) Member-at-Large positions on its State Executive Board; and

WHEREAS, at its annual convention there will be a Member-at-Large vacancy; and

WHEREAS, Lincoln Parish is a member in good standing of the Police Jury Association of Louisiana; and

WHERAS, Annette Straughter is currently Police Juror for District 12 in Lincoln Parish and serves as an active member of various Police Jury Committees which include Finance, Health and Welfare Services (Chair), Long Range Planning, Personnel/Benefits, Economic Development and Public Work, as well as being selected to participate in the 2016-2017 Delta Regional Authority Leadership Institute Executive Academy; and

WHEREAS, Annette Straughter is active in civic, community, and non-profit programs in Lincoln Parish; and

WHEREAS, if elected Annette Straughter would serve the Police Jury Association of Louisiana as an excellent and effective Member-at-Large on its Executive Board.

NOW, THEREFORE, BE IT RESOLVED by the Lincoln Parish Police Jury in due, regular and legal session convened, that the Lincoln Parish Police Jury does hereby endorse Annette Straughter for election to the Member-at-Large position.
