Personnel/Benefits December 13, 2016 Ruston, LA TO: Lincoln Parish Personnel/Benefits December 13, 2016 Ruston, LA TO: Lincoln Parish Police Jury FROM: Personnel/Benefits Committee SUBJECT: Committee Report The Personnel/Benefits Committee of the Lincoln Parish Police Jury met in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse, December 13, 2016, at 6:30 p.m. Present were: Theresa Wyatt, Chair; Randy Roberson, Jody Backus, Joe Henderson, and Annette Straughter. ABSENT: None Theresa Wyatt called the meeting to order and Randy Roberson delivered the invocation. Jody Backus offered a motion, seconded by Joe Henderson, to amend the Agenda to include recommendations for the Convention and Visitors Board. The motion was voted upon and carried with the following votes: YEAS: Wyatt, Roberson, Backus, Henderson and Straughter The Parish Administrator presented Letters of Recommendation and credentials for various board appointments. The first appointment to be considered was for the Waterworks District No. 1. Mr. Rusty Mabry was the only candidate. Joe Henderson offered a motion, seconded by Randy Roberson, to recommend appointing Mr. Mabry to the Greater Ward One Waterworks District for a five year term. The motion was voted upon and carried with the following votes: YEAS: Wyatt, Roberson, Backus, Henderson and Straughter Annette Straughter offered a motion, seconded by Joe Henderson, to recommend appointing Mr. James Kavanaugh to the Waterworks District No. 1 for a five year term. The motion was voted upon and carried with the following votes: YEAS: Wyatt, Roberson, Backus, Henderson and Straughter Annette Straughter offered a motion, seconded by Joe Henderson, to recommend reappointing Mr. Willard Anderson to the Waterworks District No. 3 Board for a five year term. The motion was voted upon and carried with the following votes: YEAS: Wyatt, Roberson, Backus, Henderson and Straughter Randy Roberson offered a motion, seconded by Annette Straughter, to reappoint Mr. Richard Aillet to the Lincoln Parish Protection District for a two year term. The motion was voted upon and carried with the following votes: YEAS: Wyatt, Roberson, Backus, Henderson and Straughter Next on the Agenda was consideration of the vacancy on the Library Board of Control due to the resignation of Dr. Orr. There were three candidates: Mrs. Allison Mead, Ms. Deborah Holliman, and Ms. Gay O’Neal. After discussion, the votes were as follows: Ms. Mead: Henderson Personnel/Benefits December 13, 2016 Ruston, LA Ms. Holliman: Wyatt Ms. O’Neal: Roberson, Backus and Straughter. Chair Wyatt stated that Mrs. O’Neal would fill the vacancy, for the unexpired term of Dr. Virgil Orr through March 10, 2020. The next appointments to be considered were for two vacancies on the Convention and Visitor’s Bureau Board. Annette Straughter offered a motion, seconded by Jody Backus, to appoint Mr. Marco Born as the Louisiana Tech University representative. The motion was voted upon and carried with the following votes: YEAS: Wyatt, Roberson, Backus, Henderson and Straughter Randy Roberson offered a motion, seconded by Joe Henderson, to re-appoint Ms. Suzanne Douglas as the Grambling State University representative. The motion was voted upon and carried with the following votes: YEAS: Wyatt, Roberson, Backus, Henderson and Straughter There being no other business to come before the Committee, the meeting was adjourned. Hunter, District Two; Randy Roberson, District Four; David Hammons, District Five; Walter Pullen, District Six; Jody Backus; District Seven; Joe Henderson, District Nine; Nancy Wilson, District Ten; and Annette Straughter, District Twelve. Absent: Bobby Bennett, District Three; Skip Russell, District Eight; and Sharyon Mayfield, District Eleven Mr. Jody Backus called the meeting to order and Walter Pullen delivered the invocation and led the Pledge of Allegiance. Walter Pullen offered a motion, seconded by Randy Roberson, to approve the Agenda as presented. The motion carried with the following votes: Yeas: Wyatt, Hunter, Roberson, Hammons, Pullen, Backus, Henderson, Wilson and Straughter Nays: None Absent: Bennett, Russell, and Mayfield Mr. Backus called for any public comments on the agenda as approved. There were none. Joe Henderson offered a motion, seconded by Walter Pullen, to approve the minutes of the November 8, 2016 regular meeting. The motion carried with the following votes: Yeas: Wyatt, Hunter, Roberson, Hammons, Pullen, Backus, Henderson, Wilson and Straughter Nays: None Absent: Bennett, Russell, and Mayfield Joe Henderson offered a motion, seconded by Annette Straughter, to enter into a Public Hearing for the consideration of ordinances. The motion carried with the following votes: Yeas: Wyatt, Hunter, Roberson, Hammons, Pullen, Backus, Henderson, Wilson and Straughter Nays: None Absent: Bennett, Russell, and Mayfield President Backus asked for any public comments on the ordinances to be considered for adoption. There being no public comments on any of the items, Annette Straughter offered a motion, seconded by Joe Henderson, to close the Public Hearing and reconvene regular session. The motion carried with the following votes: Yeas: Wyatt, Hunter, Roberson, Hammons, Pullen, Backus, Henderson, Wilson and Straughter Nays: None Absent: Bennett, Russell, and Mayfield The following ordinance adopting the Lincoln Parish Police Jury’s 2016 Amended Budget was considered for adoption: ORDINANCE NO. 363-16-(1) AN ORDINANCE to amend and re-enact the Operating Budget of Revenue and Expenditures for the year 2016 for the Police Jury of Lincoln Parish, Louisiana and to repeal Ordinance No. 343-15-(0) 112 December 13, 2016 BE IT ORDAINED BY THE POLICE JURY OF LINCOLN PARISH, LOUISIANA, convened in regular session this 13th day of December, 2016, that the 2016 budget of the Police Jury of Lincoln Parish, Louisiana, adopted by Ordinance No. 363-16-(1) be and hereby amended to read as follows: SECTION I.
