International Journal of Latest Research in Humanities and Social Science (IJLRHSS) Volume 02 - Issue 06, 2019 www.ijlrhss.com || PP. 70-80 Good Leadership and Governance in Africa: A Case Study of Nigeria Inyang, Bassey Ph.D Centre for General Studies, Cross River University of Technology, Calabar Abstract: The quest for good leadership and good governance in Africa are two key elements that will ensure that Africa is a worthy, respectable and net-contributing player in the global arena. The phenomenon of leadership and good governance has assumed greater interest in Africa. Good leaders globally guide governments of nation-states to perform effectively for their citizens. The central idea behind leadership is to influence members of group or society in a bid to achieve set goals. The study looks at leadership and challenges of good governance in the 21st Century Nigeria. The study discovered that political leadership has been seriously constrained by corruption, mismanagement of resources, electoral fraud and poor infrastructural development and this has posed dangerous threats to the development of the country. The research paper which relies on data from secondary sources, found that good governance is the positive or progressive outcome of symbiotically integrated leadership. This article unequivocally recommends that the opportunity to participate in the democratisation process should be accorded the citizenry in the choice and selection of credible representative through periodic elections. Fight against corruption should be taken seriously. Also building a functioning judicial system, freedom of the press and free speech are inevitable in the sustenance of good governance anchored on economic reforms aimed at socio-economic development. -

Where reports refer to a specific faction, that faction will be identified. Oodua People's Congress (OPC) The Oodua People's Congress was formed in August 1994 (COAV 30 May 2005, 248; HRW Feb. 2003, 4) by Dr. Frederick Fasehun (WAR 2002, 5; Journal of Modern African Studies 2005, 339), to protect and promote the interests of the Yoruba people (HRW Feb. 2003, 4). Its creation has been linked to the annulment of the June 1993 elections by the country's military government (ibid.; Journal of Modern African Studies 2005, 343), and the 1994 arrest of Moshood Abiola, a Yoruba candidate widely thought to have won the cancelled elections (ibid.; HRW Feb. 2003, 4). The paper addressed how the leadership style and the corrupt practices in Nigeria have led to a poor socio-economic development and the nation building in Nigeria. The paper relied on documentary method for its data gathering and qualitative descriptive analysis for its data analysis. The paper used the idealist theory of the state for its theoretical framework. The study recommended the following : the citizens should play their own role in seeing that they perform their civic duties efficiently by electing those that are credible not out of religious or ethnic affiliations, the leader must be a patriotic one, willing to deliver, self denial, there should be a strong anti graft law which must be independent from either the judiciary, executive and the legislature, any administration that must lead must come in through a credible free and fair elections, a reform should be created and targeted towards stimulating economic growth, reduce unemployment, reduce poverty, improve government accountability and transparency, re-orienting values and rebuilding national integrity. Introduction After five (5) decades, of developmental efforts and management, Nigeria is still being classified as underdeveloped, poor country of the third world countries despite being the one of the richest countries in the world in terms of both natural and human resources and the seventh largest oil reserves of crude oil, the country is being below poverty line with a gross national product per capital of N 1,220 ( Akindele 2015). -

Nigerians should not abandon themselves to fate. The efficient leadership Nigerians are in dire need of, will remain a mirage except the leaders and the led, change their attitude to politics and politicking. The first step towards changing this attitude, the paper argues, is to carefully identify the causes of misrule in Nigeria. One’s degree of success in articulating strategies for efficient leadership, is determined by one’s degree of success in discovering the possible causes of misrule. CHAPTER ONE INTRODUCTION Background to the Study The work explores the evolution of the local government institution in Urhoboland from 1916 to 1999. As a study on grassroots administration in the area, it invariably covers the impact of the system, especially in terms of political and socio-economic development. Scholarly studies have demonstrated the relevance of grassroots political institutions to societal development and indicated that they started with the earliest political systems. On the other hand, local government is the modern terminology for this concept. Therefore, the study analyses the traditional grassroots institution in Urhoboland by 1916 before exploring the gradual creation of totally new grassroots structures and paradigms and their attendant dynamics which in some cases were more complex and also different in many respects from the traditional system among the Urhobo. It has been observed that local government administration is yet to live up to expectation in Nigeria1 even though it could be a key instrument of promoting national development. This has made it imperative to examine the index details in each locality in order to pinpoint the extent to which they are reflected in analysis of the general factors in the evolution of the system at the national and regional levels. For instance, the experience of the Urhobo and other ethnic groups in the former Warri District,2 shows that what is now known as the “Niger Delta Question”3 has some link with the nature of the management of grassroots administration. 1 On the one hand, the major policies of British colonial local government system in Urhoboland gradually eroded some of its basic elements of political dynamism and compounded the nature of grassroots politics and inter-group relations. -

How Newspapers Reveal Political Power∗ Pamela Bany Harvard University Alexander Fouirnaiesz Nuffield College, Oxford University Andrew B. Hallx Stanford University James M. Snyder, Jr.{ Harvard University and NBER July 10, 2015 Abstract Political science is in large part the study of power, but power itself is difficult to measure. We argue that we can use newspaper coverage|in particular, the relative amount of space devoted to particular subjects in newspapers|to measure the relative power of an important set of political actors and offices. We use a new dataset containing nearly 50 million historical newspaper pages from 2,700 local U.S. newspapers over the years 1877{1977. We define and discuss a measure of power we develop based on observed word frequencies, and we validate it through a series of analyses. Overall, we find that the relative coverage of political actors and of political offices is a strong indicator of political power for the cases we study. To illustrate its usefulness, we then apply the measure to understand when (and where) state party committees lost their power. Taken together, the paper sheds light on the nature of political news coverage and offers both a new dataset and a new measure for studying political power in a wide set of contexts. ∗For in-depth discussant comments, the authors thank Jordi Blanes i Vidal, Ethan Kaplan, and Daniel Moskowitz. Africa Leadership Initiative/West Africa The Great Values Seminar Abuja, Nigeria November 29-December 3, 2006 Executive Summary : The Africa Leadership Initiative/West Africa was launched in 2006 as a joint venture of the Aspen Institute, LEAP Africa (Nigeria), Databank Foundation (Ghana), and TechnoServe and was made possible with support from the Ford Foundation (Nigeria), an anonymous U.S. donor, the UniCredit Foundation (Italy), the Databank Foundation (Ghana) and TechnoServe/Ghana. It is also a member of the Aspen Global Leadership Network which seeks to develop the next generation of values-based leaders around the world. Inspired by the Henry Crown Fellowship Program of the Aspen Institute, ALI/West Africa is designed to build linkages between—and to promote open dialogue among—leaders from Ghana and Nigeria on the makings of a “good society” in West Africa. The program provides the tools and perspectives necessary for effective, enlightened leadership in business, government, and not-for-profit sectors—that is, in society-at-large. It also seeks to spur Fellows “from thought to action” by asking them to carry out individual leadership projects of their own design. The West Africa class, comprised of 24 highly accomplished Nigerian and Ghanaian Fellows between the ages of 30 and 49, met for the second time, from November 29-December 3, 2006, in Abuja, the political capital of Nigeria. Their first meeting was in May 2006 for a seminar entitled “ The Challenge of Leadership ,” in which they explored what effective leaders do and do not do . In their second meeting, the “ Great Values Seminar,” moderated by Aspen Senior Moderators Keith Berwick and Peter Reiling, the Fellows were prompted to consider those societal values they deem most important, and the trade-offs they are willing to make in seeking a good and just society.
