    Newmilns & Greenholm Community Action Plan 2021-2026 Profile 1. Brief Description and History 1.1 Early History Evidence of early habitation can be found across The Valley, with the earliest sites dating from around 2000 BC. To the east of Loudoun Gowf Course, evidence has been found of the existence of a Neolithic stone circle and a Neolithic burial mound lies underneath the approach to the seventh green. A site in Henryton uncovered a Neolith barrow containing stone axes (c. 1500 BC) and a Bronze Age cairn dating from about 1000 BC (the cairn itself contains cists which are thought to have been made by bronze weapons or tools). Following this early period, from around AD 200 evidence exists of not only a Roman camp at Loudoun Hill, but also a Roman road running through The Valley to the coast at Ayr. The camp was uncovered through quarry work taking place south of Loudoun Hill but tragically much of this evidence has been lost. According to local workmen, many of the uncovered remains & artefacts were taken with the rest of the quarried materials to be used in road construction projects. Typically, little is known of The Valley's history during the Dark Ages, but it seems likely that an important battle was fought around AD 575 at the Glen Water. In addition, given the strong strategic importance of Newmilns' position as a suitable fording place and a bottleneck on one of Scotland's main east-west trade routes, it is not unlikely that other battles and skirmishes occurred during this period.

BACKGROUND 2. The East Ayrshire Council programme for the 2018/19 Carriageway and Footway Structural Maintenance and Street Lighting Works was approved by Cabinet on 21 February 2018. The 2018/19 programme for Bridge and Culvert Strengthening and Traffic, Transportation and Road Safety were both approved by Cabinet on 21 March 2018. A three year LED street lighting replacement programme commenced in April 2018. This will increase the current number of LED units from around 20% towards 100%. 3. The available budgets for 2018/19 are £5.1 million for carriageways; street lighting £0.250 million; traffic & road safety £0.265 million; bridges £1.0 million; CWSS (Cycling Walking and Safer Streets) £0.166 million; Smarter Choices, Smarter Places £0.112 million; the New Cumnock Flood Works £0.600 million; A70 Glenbuck £1.4 million; SPT £1.215 million; and Sustrans £0.135 million. 4. The South Ayrshire Council programme for 2018/19 was approved by Leadership Panel on 24 April 2018. A two year LED street lighting replacement programme commenced in April 2018.     1 Planning Performance Framework Annual Report 2018-2019 Planning and Economic Development Service The Opera House, 8 John Finnie Street, 1 Kilmarnock, KA1 1DD 2 Foreword by Councillor Jim Roberts Chair of the Planning Committee As with my introduction last year to our PPF, I remain pleased to report clear continuing performance improvement across a range of markers for Development Management, in particular in relation to decision-making timescales and the reduction in legacy cases. Officers in Development Management are also making increased use of Processing Agreements particularly with Local Developments to work in collaboration with Developers. Our team retain their continued ambition to continually improve performance across all markers. The last year has been an exciting and busy one for our Development Planning and Regeneration Section. Good progress has been made with the Minerals Local Development Plan; the Examination has now been completed and we are anticipating adopting the Plan in October 2019. Following on from successful Kilmarnock, Cumnock and Galston Conservation Area Regeneration Schemes, earlier this year we received the great news that a Mauchline CARS will be going ahead. This will help to really enhance and make the most of the town’s historic environment and encourage new economic activity. Placemaking continues to be a focus of our work and, working in partnership with our communities, 2 further placemaking plans for Ochiltree and Catrine have been adopted as supplementary guidance. The team is also busy working on the development phase of an HLF funded Landscape Partnership for the Coalfield Communities and is leading on the preparation of the business case for the National Energy Research Demonstrator in Cumnock, an innovative and exciting project within the Ayrshire Growth Deal.

East Ayrshire Council have produced this Interim Environmental Report for the preparation of the Main Issues Report for Local Development Plan 2 (LDP2) under the requirements of the Environmental Assessment (Scotland) Act 2005. A Strategic Environmental Assessment (SEA) addresses the effects that LDP2 is likely to have on the environment. The overarching aim of the SEA process is to protect, and where possible, enhance the environment of East Ayrshire as shown in Map 1. Map 1: The Extent of East Ayrshire Map 1: illustrates the extents of East Ayrshire in a simplistic form and details the settlements that are found within the authority boundary. Key Stages 1.2.
