L'ABRUZZO PROTAGONISTA DELLA CERIMONIA DEL PATTO DEI SINDACI

______Regione Abruzzo- Attività di Collegamento con l’U.E. di Bruxelles - Newsletter informativa n. 20 del 5.12.2011 - 5 - Nel corso della cerimonia annuale del "Patto dei Sindaci", svoltasi all'Emiciclo del Parlamento Europeo lo scorso 29 novembre 2011, l'esperienza della Regione Abruzzo é stata citata quale "modello europeo di eccellenza" nell'attuazione del "Patto dei Sindaci".
In precedenza l'Abruzzo si era già distinto in occasione del Premio nazionale "Eco and The City" della Fondazione Giovanni Spadolini di Firenze, nell'ambito della Sezione "Comuni e territori sostenibili" (oltre 1000 proposte pervenute), per la "capacità di realizzare con il Patto dei Sindaci una rete istituzionale in grado di portare sul territorio idee e progetti di efficientamento energetico".
______Regione Abruzzo- Attività di Collegamento con l’U.E. di Bruxelles - Newsletter informativa n. 20 del 5.12.2011 - 6 - "La Regione Abruzzo - aveva detto in tale occasione il Presidente della Giuria, Professor Augusto Marinelli - è la realtà europea più avanzata sulle politiche di sostenibilità e il premio al Patto dei Sindaci lo abbiamo voluto dare perché così come congegnata, quella della Regione Abruzzo è un'esperienza ripetibile anche in altre regioni del Sud". "Se poi pensiamo - ha aggiunto l'Assessore regionale all'Energia, Mauro Di Dalmazio - che ciò ha reso possibile immettere sul territorio circa 34 milioni di euro, coinvolgendo tutti i comuni abruzzesi e le province, ci rendiamo conto della grande spinta innovativa di questo modello", con una "cabina di regia" condivisa che ha consentito a tutti gli attori di esprimere e decidere direttamente gli interventi di efficientamento energetico necessari.
______Regione Abruzzo- Attività di Collegamento con l’U.E. di Bruxelles - Newsletter informativa n. 20 del 5.12.2011 - 7 - La Cerimonia in Parlamento é stata preceduta da una piccola celebrazione tutta abruzzese, nel corso della quale il Responsabile della Commissione europea per il “Patto dei Sindaci”, Pedro Ballesteros, ha premiato il Sindaco del Comune di Brittoli, Dott. Domenico Velluto, per il miglior intervento di efficientamento energetico che i comuni della Provincia di Pescara hanno realizzato con i fondi messi a disposizione dalla Regione Abruzzo, nell'ambito del concorso "Comune protagonista", promosso dalla stessa Provincia.
______Regione Abruzzo- Attività di Collegamento con l’U.E. di Bruxelles - Newsletter informativa n. 20 del 5.12.2011 - 8 - Successivamente, la cerimonia vera e propria ha fornito una utile occasione di confronto e di dibattito per tutte le Regioni italiane ed europee, e non solo per quelle già attivamente impegnate - come l'Abruzzo - nel processo di attuazione del "Patto dei Sindaci".
Durante la stessa cerimonia é stato proiettato un video sulla Città de L'Aquila che, alla pari delle altre città di Lorca (ES) e Mostar (BA), intende ripartire proprio da iniziative come quella del Patto dei Sindaci per ricostruire un clima di fiducia e di speranza dopo le catastrofi che, a diverso titolo, hanno duramente toccato le rispettive comunità.

______Regione Abruzzo- Attività di Collegamento con l’U.E. di Bruxelles - Newsletter informativa n. 20 del 5.12.2011 - 11 - LA COMMISSIONE ENVE (AMBIENTE, CAMBIAMENTI CLIMATICI ED ENERGIA) DEL COMITATO DELLE REGIONI IN ABRUZZO PER RIUNIONE ESTERNA
Oggi, nel corso della riunione della Commissione ENVE (Ambiente, Cambiamenti climatici ed Energia) del Comitato delle Regioni, é stata approvata, all'unanimità e senza osservazioni, con il sostegno di entrambi i Gruppi delle maggiori famiglie politiche europee, il Partito Popolare Europeo ed il Partito dei Socialisti europei, oltre che dell'intera Delegazione italiana, la proposta di tenere in Abruzzo una riunione esterna della Commissione nel corso del 2012.
E' la prima volta che la riunione ufficiale di una delle Istituzioni europee si tiene in Abruzzo.
Il tema prescelto é: “Promuovere sinergie tra lo sviluppo regionale e la protezione della biodiversità”.
La proposta era stata presentata dal Presidente Giovanni Chiodi in qualità di membro effettivo del Comitato delle Regioni, oltre che di Vice Presidente dell'Assemblea delle Regioni d'Europa (ARE).
L'iniziativa dell'Abruzzo si svolgerà dal 20 al 21 settembre e ruoterà intorno alla tutela della biodiversità, ai Parchi ed allo sviluppo sostenibile, con particolare riferimento al turismo sostenibile e comprenderà: a) una riunione della stessa Commissione (circa una ottantina di componenti tra Presidenti di Regioni e Sindaci di Città europee, tutti membri del Comitato delle Regioni, oltre allo staff amministrativo ed a quello dei traduttori); b) una conferenza internazionale (co-organizzata insieme allo stesso Comitato delle Regioni) che prevede il coinvolgimento diretto anche delle altre Istituzioni europee, su temi generali delle politiche europee, collegati al tema prescelto; c) una visita guidata al Parco Nazionale della Majella per vedere orsi e lupi nel loro habitat naturale.
Il Comitato delle Regioni si farà carico: - di tutte le spese relative a trasporto aereo, sistemazioni alberghiere e vitto per tutti i partecipanti, ad eccezione di una cena-buffet di benvenuto che, normalmente é offerta dalle città ospitanti; - delle traduzioni, con i loro interpreti;
Mentre la Regione Abruzzo dovrà fornire: - una sala adeguata per la riunione della Commissione, completa di attrezzature e cabine per le traduzioni; - una sala adeguata per la Conferenza, completa di attrezzature e cabine per le traduzioni; - la visita al Parco, completa di trasporto.

IL POTERE RISIEDE NEL LIVELLO TERRITORIALE DEL PATTO DEI SINDACI
Discorso di Janez Potočnik, commissario europeo per l'energia l'ambiente
“Signore e Signori,
Benvenuti a Bruxelles. E 'un piacere vedere così tanti volti familiari. Questo è diventato un appuntamento ricorrente al quale io personalmente attribuiscono molta importanza - perché - ci dà l'opportunità di avere discussioni aperte e sincere su temi importanti che hanno un impatto diretto sulla nostra vita quotidiana.
Molte cose sono successe dal nostro ultimo incontro: la crisi finanziaria sta mettendo un sacco di gente in ginocchio, le famiglie stanno cercando di far quadrare i conti, e le proteste in alcuni paesi sono in crescita. Non è facile! Siamo tutti ben consapevoli di questo! E so che non è facile per voi.
E 'in questi tempi di difficoltà che dobbiamo lavorare ancora di più. Condividere le nostre esperienze, condividere le nostre idee, i nostri timori e le preoccupazioni affinché possiamo trovare delle soluzioni.
Perché - oggi - Signore e Signori - stiamo scrivendo un capitolo importante della nostra storia. Le decisioni che si prenderanno oggi e domani saranno il nostro futuro e quello delle generazioni a venire.
Il nostro compito non è facile. Ma è molto importante. E credo davvero che questa alleanza avrà un ruolo fondamentale in questo.
E ' proprio ora che abbiamo bisogno di imparare dagli errori che abbiamo fatto, trarre le nostre conclusioni e cominciare a pianificare il futuro. È ora. Non in sei mesi. Non il prossimo anno. Ma adesso!
Uno degli errori evidenti che ha portato alla crisi finanziaria di oggi è stata significa vivere al di sopra delle nostre possibilità.
Beh ... abbiamo fatto la stessa cosa quando si tratta di risorse naturali del pianeta: (uno) stiamo utilizzando più risorse di quelle che possiamo permetterci di usare, e (due) stiamo utilizzando le risorse che non appartengono a noi - per citare e antico proverbio degli Indiani d'America "non abbiamo ereditato la terra dai nostri antenati, la prendiamo in prestito dai nostri figli" ... e quando sarà il momento, dovremmo avere qualcosa da

Ora vediamo che se solo avessimo avuto il coraggio di prendere – forse in modo impopolare - le decisioni necessarie avremmo potuto evitare la crisi
Quindi, dobbiamo evitare di commettere lo stesso errore due volte.
Ecco perché insisto così tanto su l'importanza di avere una 'crescita sostenibile'. La gente ha bisogno di posti di lavoro, che non si ottengono se le economie non crescono. Ma non possiamo permetterci alcun tipo di crescita che non sia una intelligente, sostenibile e inclusiva. E per questo, abbiamo bisogno di rimanere entro i limiti del nostro pianeta e delle sue risorse naturali. Abbiamo bisogno di pensare e pianificare in anticipo se si vuole evitare una crisi ancora più grande. Una crisi, che sarà molto difficile - se non impossibile - da gestire ... se lasciamo che accada.
Naturalmente questo non è solo un problema europeo, e sarà serio bisogno, un impegno attivo a livello globale. Tuttavia, credo che l'Europa può e ha il dovere, a svolgere un ruolo di primo piano.
Ma, Signore e Signori, l'Europa è la sua gente, l'Europa siamo noi presso la Commissione europea, al Parlamento europeo, al Comitato delle regioni hanno poteri limitati perché il potere reale si trova là dove si tratta di vita nelle zone rurali ... aree ... ma per lo più nelle aree urbane dove la maggior parte delle persone ci vivono, consumano e producono.
Le aree urbane sono i punti focali delle sfide economiche, ambientali e sociali della nostra società, ma bisogna anche riunire l'impegno e l'innovazione per risolverli. Lo sviluppo urbano offre un'occasione unica per ottenere una migliore qualità della vita e tutela ambientale .... Se .... Governato in modo efficace.
Le grandi città devono affrontare sfide comuni, quali rifiuti, inquinamento atmosferico, trasporti efficienti, lo stress di acqua ed energia. Soluzioni di successo possono colpire un gran numero di cittadini, nelle città grandi e piccole.
L'efficienza delle risorse è uno dei pilastri della strategia Europa 2020 per un'energia sostenibile, crescita intelligente e inclusiva. Per sostenere la strategia, lo scorso settembre, abbiamo adottato - come sapete - una tabella di marcia per l'Europa una risorsa efficiente.
Con la popolazione mondiale che dovrebbe raggiungere 9 miliardi nel 2050 la pressione sulle nostre risorse naturali, già fragili, subirà aumento considerevole. Trasferirsi in una efficiente gestione delle risorse contribuirà a contrastare la crescente domanda di risorse naturali e le pressioni che ne scaturiscono.
Vorrei esporre alcune aree che sono particolarmente importanti per l'efficienza delle risorse nelle città. Questo costituisce uno dei nostri punti chiave nella tabella di marcia: il fatto che tre settori economici chiave sono responsabili della quota maggiore degli impatti ambientali - cibo, costruzioni e della mobilità. Le città hanno un ruolo chiave nella trasformazione verso un'economia sostenibile delle risorse efficienti. Quindi, è individualmente e collettivamente di lavoro nel Patto, hanno ______Regione Abruzzo- Attività di Collegamento con l’U.E. di Bruxelles - Newsletter informativa n. 20 del 5.12.2011 - 15 - un ruolo chiave in questa trasformazione.
Prima di tutto, fornendo alloggio e mobilità sostenibile. Ciò avrà un ruolo importante nel migliorare la gestione dell’acqua e affrontare il cambiamento climatico. Ma ci sono altri modi meno evidenti in cui le città possono affrontare i problemi dell'efficienza delle risorse: trasformare i rifiuti in risorse preziose come pure la conservazione della biodiversità nel contesto urbano particolare.
In secondo luogo, migliorando la gestione dei rifiuti. Ciò comporterà una maggiore azione sui centri di raccolta, separazione e riciclaggio, nonché una migliore politiche in materia di rifiuti da costruzione e demolizione. Simbiosi industriale, dove viene utilizzato il rifiuto di alcune aziende da altri, è un esempio ideale di attuazione pratica di efficienza delle risorse in ambienti urbani. Mineraria urbana può sembrare una leggenda metropolitana, che consente di ottenere l'oro 100 volte più di una tonnellata di cellulari scartati che da una tonnellata di minerale miniera d'oro, ma in realtà è una valida opzione per garantire la sicurezza degli approvvigionamenti e di materiali meno costosi.
In terzo luogo, puntando su una maggiore efficienza idrica. Ciò è necessario se vogliamo affrontare l'impatto maggiore di molte città sull'acqua, sia in Europa e nel mondo. Dovremmo essere in movimento verso prezzi che rifletta i costi reali dell'uso dell'acqua, e le misure di risparmio idrico, come ad esempio evitare perdite nella rete di distribuzione. Energia ed efficienza l'acqua sono strettamente collegate: il 30% dei nostri risparmi acqua potrebbe essere generato da edifici efficienti. Trattamento delle acque reflue è anche una questione importante: acque reflue urbane ha un effetto significativo sulle risorse marine. Quarto, migliorando il miglioramento della mobilità. Questo è un problema che riunisce le perdite economiche associate a congestione, gli impatti ambientali del trasporto urbano e l'obiettivo di sanità pubblica di aumentare l'attività fisica dei cittadini. Politiche integrate per la pianificazione del trasporto urbano può affrontare tutti questi problemi in una volta. La fornitura di servizi di trasporto pubblico, auto e leasing o centri di noleggio biciclette e molto altro ancora sono tutte le iniziative utili che vanno nella direzione giusta. E per ultimo, ma non meno importante, insistendo sulla infrastruttura verde e uso del suolo. Questi sono necessari su una serie di fronti. Una migliore infrastruttura di pianificazione contribuisce alla mobilità più efficiente e la costruzione politica, i problemi del territorio-take associati alla vita urbana devono essere affrontati, inoltre, una migliore valutazione degli impatti delle decisioni di pianificazione è necessario, unitamente a investimenti in capitale naturale - provenienti da aree verdi e la biodiversità di pianure alluvionali e aree naturali di depurazione delle acque.
La domanda ora è: come possiamo fare questo?
Beh ... abbiamo bisogno di stabilire una prospettiva a lungo termine per migliorare la qualità della vita nelle città e prendere decisioni fondamentali che ci permetteranno di muovere verso un'economia sostenibile delle risorse efficienti.
Traguardi tangibili, a breve e medio termine, ci aiutano a stare sulla strada giusta, evitando soluzioni rapide e risultati temporanei che soddisfano bisogni percepiti dei cittadini 'temporaneamente (come i posti auto in più) e indirizzare il comportamento in una direzione sostenibile (per esempio attraverso lo sviluppo di alternative esempio ______Regione Abruzzo- Attività di Collegamento con l’U.E. di Bruxelles - Newsletter informativa n. 20 del 5.12.2011 - 16 - interessante per l'uso dell'auto privata). Ma, non sono sufficienti. Abbiamo bisogno di più soluzioni a lungo termine.
Gli appalti pubblici, soprattutto per i prodotti ad alto impatto ambientale, è un settore dove c'è molto spazio per migliorare. Decisioni di acquisto dovrebbero essere basate su considerazioni di più lungo termine - non sempre il prezzo più basso di acquisto - ma su costi di lungo periodo e l'impatto delle risorse nel ciclo di vita.
Forme di miglioramento della governance e partenariati, è un altro settore dove c'è spazio per migliorare. Ma gli attori pubblici e privati devono impegnarsi insieme per avviare il processo.
Abbiamo bisogno di più iniziative come il Patto dei sindaci 'a basso contenuto di carbonio ambienti urbani ad andare oltre gli obiettivi energetici dell'UE e soddisfare le aspettative degli abitanti delle città.
Lei è stato molto successo grazie al vostro buon lavoro, credibilità e legittimità. Sono certo si può anche essere riuscito a rendere l'uso delle risorse nelle vostre città più efficiente. Per esempio, puntando su efficienza idrica, gestione dei rifiuti urbani, il riciclaggio, infrastrutture verdi e il ripristino di ecosistemi degradati urbani.
Il premio Capitale verde europea - progettato per aiutare a stimolare iniziative per l'efficienza delle risorse in città - è in grado di fornire esempi positivi per le città su cosa possono fare per essere più verde. Lavorare insieme, condividendo le migliori pratiche e di apprendimento gli uni dagli altri è molto importante.
... E, naturalmente, abbiamo bisogno anche di risorse finanziarie. I fondi comunitari siano pronti a fare la loro parte. Il multi-annuale UE quadro finanziario 2014-2020 prevede investimenti che saranno gestiti dalle città. Ci sarà anche creare una piattaforma di sviluppo urbano per promuovere lo sviluppo delle capacità e scambio di esperienze all'interno dell'Unione europea. L'approccio integrato proposto per il nuovo strumento LIFE può aiutare come catalizzatore.
Signore e signori,
Ho indicato alcune direzioni possibili, ma voi siete quelli che dovranno scrivere questo capitolo della nostra storia. Si dovrà tenere la penna, perché sono quelli che possono riflettere le specificità delle vostre città - cultura, storia, geografia, clima, condizioni amministrative e legali.
E per riuscire in questa trasformazione è proprio questo che abbiamo bisogno. Misure che riflettere e rispettare le specificità di ognuno di noi. Non troveremo che le informazioni in report, statistiche e grafici ... Potrete trovare queste informazioni a casa. Nelle vostre città. Naturalmente, so che non è possibile gestire questa trasformazione da solo. Proprio come io non posso da solo, né nessuno in questa stanza. Abbiamo bisogno di lavorare insieme. Questo è ciò che l'Unione europea è tutto. Abbiamo tutti bisogno di cooperare per sviluppare una risposta comune alle sfide che dobbiamo affrontare oggi.

SANITA’
LE PRIORITÀ DEL PROGRAMMA SALUTE PER LA CRESCITA 2014- 2020
Il 9 Novembre scorso, la Commissione europea ha adottato una proposta in me-rito al nuovo programma Salute per la crescita, che avrà un bilancio complessivo di 446 milioni di EUR. Il programma intende fare dell'Europa uno spazio di citta-dini sani, attivi, informati e emancipati in grado di contribuire alla crescita eco-nomica. L'attenzione sarà data a un numero limitato di azioni concrete capaci di offrire un chiaro valore aggiunto a livello europeo. Il programma intende sostenere e integrare le iniziative degli Stati membri volte al raggiungimento dei seguenti obiettivi: - sviluppare sistemi sanitari innovativi e sostenibili; - migliorare l'accesso dei cittadini ad un'assistenza sanitaria migliore e più sicura; - promuovere la salute e prevenire le malattie; - proteggere i cittadini dalle minacce sanitarie transfrontaliere. Ecco alcuni esempi di iniziative da cui prenderanno le mosse le azioni future: - cooperazione in tema di valutazione delle tecnologie sanitarie (HTA – Health technology assessment), una rete volontaria su scala UE costituita dalle agenzie HTA degli Stati membri per condividere informazioni sull'efficacia delle tecnolo-gie sanitarie nonché dei medicinali, dei presidi medici e delle misure preventive in modo da supportare il processo decisionale a livello nazionale in tema di tec-nologie; - cooperazione sulle malattie rare a livello europeo per migliorare la prevenzio-ne, la diagnosi e il trattamento dei pazienti affetti da malattie rare sul territorio dell'UE, compreso il portale UE per le malattie rare (www.orpha.net), la base dati mondiale di riferimento sulle malattie rare; - prevenzione e controllo del cancro mediante orientamenti europei in materia di screening al fine di migliorare l'individuazione precoce consentendo di dia-gnosticare la malattia in fase iniziale e di salvare vite, nonché attraverso lo scam-bio di conoscenze e buone pratiche in tema di prevenzione del cancro, di ricerca e di assistenza. UN NUOVO FONDO EUROPEO PER LE POLITICHE UE NEL SETTORE DEGLI AFFARI MARITTIMI E DELLA PESCA
La Commissione europea ha proposto un nuovo Fondo per le politiche UE in materia di affari marittimi e pesca per il periodo 2014-2020: il Fondo europeo per gli affari marittimi e la pesca (FEAMP). Esso contribuirà al conseguimento degli obiettivi ambiziosi della riforma della politica comune della pesca e aiuterà i pescatori a effettuare la transizione verso una pesca sostenibile e le comunità costiere a diversificare le loro economie. Il Fondo finanzierà progetti destinati a creare nuovi posti di lavoro e a migliorare la qualità della vita nelle regioni costiere europee. La semplificazione delle formalità burocratiche agevolerà l'accesso dei beneficiari ai finanziamenti. Maria Damanaki, commissaria per gli Affari marittimi e la pesca, ha dichiarato: "Questo nuovo Fondo consentirà di rafforzare la crescita economica e di creare nuovi posti di lavoro nel settore. Non si spenderanno soldi per costruire grandi imbarcazioni. Saranno invece la pesca artigianale e l'acquacoltura a trarre vantaggio dalla maggiore attenzione riservata alle questioni ambientali nello stanziamento dei fondi di bilancio della politica comune della pesca .". La dotazione proposta per questo nuovo Fondo, che sostituirà l'attuale Fondo europeo per la pesca (FEP) e vari altri strumenti, ammonta a 6,5 miliardi di euro per il periodo 2014-2020. Sostenere i principi ambientali, economici e sociali della riforma della politica comune della pesca Il FEAMP costituirà uno strumento fondamentale per la riforma della politica comune della pesca proposta lo scorso luglio dalla Commissione. La transizione verso la sostenibilità impone di modificare in modo radicale il modo in cui peschiamo: il Fondo offrirà agli operatori gli incentivi necessari per ridurre l'impatto delle loro attività sugli ecosistemi marini, porre fine all'eccessivo sfruttamento delle risorse e arrestare il

Il FEAMP le aiuterà a trovare soluzioni innovative per valorizzare le loro catture e diversificare le loro attività. Tuttavia esso non costituisce soltanto un catalizzatore per la transizione verso un settore della pesca sostenibile ed economicamente redditizio, ma è anche uno strumento che contribuirà a realizzare l'Agenda sociale della Commissione. Nelle imprese di pesca a gestione familiare i coniugi svolgono spesso un ruolo fondamentale. Essi potranno d'ora in poi beneficiare di un sostegno per azioni di formazione o per altre attività economiche collegate alla pesca. Le organizzazioni di produttori saranno assistite nella pianificazione della produzione, affinché possano soddisfare la domanda del mercato e siano in grado di commercializzare i loro prodotti rispondendo alle aspettative di un pubblico sempre più consapevole. Una pesca intelligente ed ecosostenibile Nonostante dagli anni '90 ad oggi siano stati spesi 1,7 miliardi di euro per la realizzazione di programmi di smantellamento, la flotta dell'UE continua a presentare un eccesso di capacità in quanto le riduzioni conseguite con la demolizione dei pescherecci sono state controbilanciate dall'ammodernamento tecnologico delle navi rimaste nella flotta. Ai programmi di smantellamento non saranno quindi destinate ulteriori risorse e i fondi saranno assegnati ad attività economicamente e socialmente produttive. Una di queste è rappresentata dalla diversificazione. La promozione di iniziative di tipo "bottom-up" ha finora dato eccellenti risultati nei settori connessi al comparto della pesca, come la trasformazione, il turismo e la ristorazione. Il FEAMP darà impulso a questo tipo di progetti innovativi promossi dalle collettività. Saranno intensificati gli aiuti a favore delle flotte costiere artigianali, che rimangono il motore dell'economia di molte comunità costiere. Il nuovo Fondo sosterrà inoltre progetti innovativi, quali la sostituzione delle reti da pesca con attrezzi più selettivi al fine di ridurre i rigetti in mare o lo sviluppo di nuove tecnologie in grado di contenere l'impatto della pesca e dell'acquacoltura sull'ambiente. Acquacoltura intelligente ed ecosostenibile L'acquacoltura presenta enormi potenzialità per ridurre la nostra dipendenza dalle importazioni, offre sbocchi occupazionali di elevata qualità nelle zone rurali e porta alimenti sani sulle tavole dei consumatori europei. Il Fondo contribuirà alla crescita sostenibile di questo settore e consentirà di premiare l'innovazione e di promuovere nuovi prodotti dell'acquacoltura, ad esempio di tipo non alimentare. Sostegno a favore della cooperazione tra scienza e pescatori La possibilità di disporre di dati affidabili sullo stato degli stock ittici e dell'ambiente marino in generale riveste un'importanza cruciale nell'ambito della riforma della politica comune della pesca. In questa prospettiva, il FEAMP stanzierà fondi sufficienti per la raccolta dei dati, la sorveglianza e il controllo. Per contrastare l'assurda separazione tra quanti lavorano sul mare e quanti lo studiano, il FEAMP incoraggerà pescatori e scienziati a collaborare per riuscire a sfruttare le risorse naturali in modo sostenibile. Un Fondo unico per la pesca e per la politica marittima integrata La politica marittima integrata dell'UE, inaugurata nel 2007, collega tra loro settori marittimi che erano tradizionalmente separati in compartimenti stagni e gestiti modo isolato. Il FEAMP sosterrà progetti connessi alla pianificazione dello spazio marittimo, alla sorveglianza marittima integrata e alle conoscenze oceanografiche. In ambiti di

Il fatto di integrare nel FEAMP la politica marittima contribuirà a rafforzare la coerenza e a creare sinergie tra questi due ambiti strategici. Semplificazione Le norme che disciplinano il FEAMP saranno armonizzate con quelle relative agli altri Fondi dell'UE. Questo semplificherà la vita sia ai beneficiari che alle autorità nazionali. Il FEAMP farà parte del nuovo quadro strategico comune, che garantirà il funzionamento coerente di tutti i Fondi istituiti dall'UE, evitando sovrapposizioni o duplicazioni. Come funziona il Fondo Il nuovo Fondo consentirà di cofinanziare progetti con gli Stati membri. La dotazione totale sarà ripartita tra gli Stati membri in funzione dell'importanza del settore della pesca di ciascun paese. Si applicheranno quindi i principi della gestione concorrente tra la Commissione e gli Stati membri. Ogni Stato membro elaborerà un programma operativo in cui indicherà come intende utilizzare i fondi ad esso assegnati per il periodo di programmazione. Dopo l'approvazione del programma da parte della Commissione, lo Stato membro selezionerà i progetti da finanziare. Gli Stati membri e la Commissione controlleranno congiuntamente sia l'ammissibilità degli interventi da sovvenzionare che l'attuazione del programma.

ADESIONE DELLA CROAZIA ALL'UE: VIA LIBERA DAL PARLAMENTO
Il Parlamento ha votato giovedì in favore dell'adesione della Croazia all'UE, come richiesto dai trattati. Tuttavia, ha invitato Zagabria ad affrontare le sfide restanti, in particolare nel campo della riforma giudiziaria e della lotta contro la corruzione e la criminalità organizzata. La Croazia potrebbe diventare il ventottesimo Stato membro dell'Unione europea il 1° luglio 2013.
La proposta del Parlamento di consentire alla Croazia di entrare a far parte all'Unione europea, redatta da Hannes Swoboda (S&D, AT), è stata approvata con 564 voti a favore, 38 contrari e 32 astensioni. La decisione è stata accolta con una standing ovation dell'intera Aula.
"Oggi è uno splendido giorno per la Croazia e per l'UE" ha dichiarato il Presidente Jerzy Buzek alla fine della votazione. Ha inoltre aggiunto che "il Parlamento ha dato il suo pieno appoggio all'adesione della Croazia all'UE. Abbiamo fornito un chiaro segnale di quanto l'EU desideri che la Croazia entri a far parte della Comunità. I croati potranno presto provare il loro sostegno all'UE tramite un referendum".
Il prossimo passo sarà la firma del trattato di adesione da parte della Croazia e degli Stati membri dell'UE, durante il Consiglio dell'8-9 dicembre, dopo di che il trattato dovrà essere ratificato da tutti i 27 Stati membri. L'adesione all'UE della Croazia è prevista per il 1° luglio 2013.
Nella relazione non vincolante che accompagna la proposta, anche questa redatta da Swoboda e approvata con 550 voti favorevoli, 34 contrari e 41 astensioni, i deputati accolgono favorevolmente la conclusione dei negoziati di adesione e invitano la Croazia a indire un referendum per l'entrata nell'UE. Inoltre, chiedono di votare in favore del trattato di adesione, invitando gli Stati membri a completare rapidamente il processo di ratifica. Infine, i deputati saranno lieti di ricevere osservatori croati al Parlamento.

Corruzione e criminalità organizzata: necessari passi in avanti
Pur riconoscendo la preparazione della Croazia all'adesione, i deputati invitano Zagabria ad affrontare le sfide rimanenti, soprattutto per quanto riguarda la riforma giudiziaria e la lotta contro la corruzione e la criminalità organizzata.
Sollecitano quindi la Croazia a intensificare i propri sforzi per perseguire i crimini di guerra, rispettare tutte le raccomandazioni del Tribunale penale internazionale per l'ex Jugoslavia e incoraggiare il ritorno dei profughi di guerra, soprattutto serbi.
Infine, i deputati invitano la Croazia a continuare a realizzare le riforme strutturali per la sua economia, stimolare l'occupazione facendo rivivere il mercato del lavoro e perseguire il risanamento di bilancio, al fine di potenziare la competitività.

Organisati Grums is a municipality of approximately 9.100 inhabitants. It is located on: on the northern shore of the lake Vänern in the Region of Värmland. Grums is a sparsely populated rural area with traditional industrial and agriculture enterprises. Grums Municipality is responsible for the elderly care and provide home care services for approximately 200 people. Within the elderly care, Grums has 100 special housing apartments and 20 spaces devoted to short-term and rehabilitation patients.
Project idea: Exchange of experiences within homecare services
The Municipality of Grums is now looking for partners interested to participate in a transnational project concerning the homecare of elderly people especially focused on care and rehabilitation under the frame of the Leonardo da Vinci programme - Mobility project. We are interested to find organizations that could host a staff visit from Grums.
The Swedish elderly care system has for a long time been focusing on providing care at institutions, even though the municipalities have already worked with delivering homecare for many years. Homecare services are defined as professional help provided to the elderly at home.

Today, the Municipality of Grums experience the need to further develop and improve the system for home and elderly care to be able to provide for the elderly with the possibility to continue living at home as long as possible. This as living at home is of huge importance for elderly people´s feelings of independence and security. The need to develop elderly care through homecare is not only felt in Grums and in the rest of Sweden, but also in Europe as a result of the demographic challenges we are facing.
Grums would like to improve the cooperation between the different professions involved in the homecare system, particularly when an elderly person needs more professional care, e.g. when returning home from a hospital stay. The fields of professions that will be included in the mobility project are different types of care staff working in the homecare system such as nurses, physiotherapists and occupational therapists. The project will thus aim to develop the knowledge and working methods of the different types of professionals through exchanges of experience.
The main activity of the project will therefore be mobility of staff, where care professionals will be able to take part in different types of homecare working methods. A special field of interest is methods directed towards rehabilitation for elderly returning home after hospital stay.
The staff will, through exchange of experience, be able to develop their working methods back home but also contribute with their experience from the Swedish home care system to the receiving organization.
Grums would be very grateful if you could consider the proposal, and if you would be able to give an answer about participation as soon as possible and by 15th December 2011 at the latest.

Murcia’s economy is characterised by a low level of entrepreneurism and the scarce internationalisation of its businesses. Moreover, in the current economic crisis situation, there is a high rate of youth unemployment and few self-employment opportunities. Raising this entrepreneurism rate by means of a policy aimed at this group with an added internationalisation component is considered necessary.
The project is aimed at young people 16-30 years old with post-graduate or university studies.
The purpose is, on the one hand, to encourage entrepreneurism by means of individual internationalising training itineraries aimed at self-employment and, on the other hand, to create a network of young entrepreneurs in big-size cities that facilitate the internationalisation of the businesses that arise from this project.

Once the training itinerary abroad ends, participants will return to Murcia to conclude their training. 5.- Participant and project follow-up, an impact assessment will be conducted 6 months and one year after the itinerary is completed. 6.- Evaluation of the action and final report of results. Why is the project innovative and what added value does it include? 1.- Emprendemóvil: bringing training closer to areas where young people habitually move, making it more dynamic. 2.- The training itineraries include travel to three European Union countries which allows them to gain another perspective that can be considered when setting up a business and, at the same time, allows them to obtain information on the possibility of exporting their products or services in the countries they visit. 3.- It improves youth employment and Murcia’s economy through increased entrepreneurism. 4.- It brings these groups closer to their nearest reality. 5.- It creates a network of young entrepreneurs in medium-size European Union cities. 6.- It creates a network of Local Development Agencies that support transnational entrepreneurism. 7.- Once this network is created, the project can be extrapolated to other countries by taking advantage of the infrastructures used in this first pilot project. Lillesand Lower Secondary School is seeking partners for a Comenius partnership project focusing on improving the schools strategies for assessment for learning.
Summary Lillesand Ungdomsskole is a lower secondary school in Lillesand, a small town on the southern tip of Norway. The school has about 330 pupils, aged 13-16 years. The objective of the project is to strengthen the assessment procedure used in science and math in the participating secondary schools. The project will put a special emphasis on: • Discussing assessment methodology • Exchange of experience on different assessment procedures and assessment tools • Implementation and testing of new methods in the schools assessment plans
Motivation A vital challenge for many schools in Europe is to improve the assessment methods and procedures implemented in the schools, with the special emphasis on assessment in science and math. Lillesand school is working on assessment in general, but with special focus on assessment methods and procedures in science and math. Lillesand school believes that working with teachers and pupils from other countries would give the unique opportunity to exchange points of view, methods, technological knowledge and assessment methods typical in the different counties. Daring to question existing procedures and to be open to new ideas is what school is looking for. The main goal for Lillesand school in this project is to improve formative part of assessment work.
Objectives The projects objective is to strengthen the partner assessment procedure used in science and math in the participating secondary schools. The project will put a special emphasis on: • Discussing assessment methodology • Exchange of experience on different assessment procedures and assessment tools • Implementation and testing of new methods in the schools assessment plans The target group: Teachers will play an important part in developing a new strategy, assessment procedures, methods and subsequently the development of assessment skills. In this project is foreseen that the teachers will be the target group and consequently be the stakeholders in this project.
Project activities The project will focus on the following phases: • Information: Exchange of information of the national schools systems between participating schools. o Meeting between teachers from the participating schools to discuss and analyze different approaches to assessment (Mobility 1). o Contact between participants on analyzing the methodologies used in the participating schools. o Studying the different cultures and their challenges within the school system.

Encourage interaction between citizens and civil society organisations from all participating countries, contributing to; intercultural dialogue, mutual understanding and tolerance, sense of belonging and solidarity, bringing to the fore both Europe’s diversity and unity, developing a sense of European identity based on common values, history and culture, through the performing arts.
There will be 4-5 Events taking place over a period of 24 months (July 2012 – June 2014) to include Greenwich, Maribor and any other potential partners. The project will also help preserve the cultural heritage of the participating countries. - Activities aimed at developing closer ties between all participating countries. - Provide opportunities for both towns to generate considerable cultural, social and economic benefits and help foster musical relationships and raise their visibility and profile on an international scale. - It is appropriate to commence this project in 2012 because of the additional benefits of linking the Celebrations of Maribor becoming European Capital Culture in 2012 and Greenwich becoming a Royal Borough in 2012.

Organisatio Hylte Kommun is a rural authority in Halland, West Sweden. Current population n: is 10,500 of which around 4,000 live in the largest town, Hyltebruk. The authority is predominantly agricultural, specifically agriculture with a large paper mill dominating the town of Hyltebruk. Hylte has around 360 lakes which cover about 10% of the authority.
The authority is small with close links between all departments. The lead office will be Planning & Environmental Division working together with colleagues in business and communications teams.
Project idea: Hylte Municipality aims to increase the attractiveness of Hylte as a whole by using an expansion of the village of Torup as a gateway development. The development of this village is hoped to be a holistic approach of planning and marketing whereby interest in the village is created as plans are developed to meet the increased demand, thus delivering a seamless expansion of the village in a manner that closely mirrors evolving needs.
Hylte would like to get in touch with European local authorities interested in sharing experiences and exchanging best practices, with an aim to cooperate in a Mobility project within the frame of the Leonardo da Vinci programme.
The project primarily foresees exchanges of experience and best practice between Officers from the Planning, Communications and Business/Tourism teams. A natural progression of the project could be a follow up visit by Senior Management and Local Elected Members (Politicians) should that be deemed beneficial.
Background Hylte is eager to discover new initiatives to market the village of Torup (approx. 2,000 residents) in order to attract new residents, thus reversing the trend of small population losses in recent years. The marketing is expected to be based on the favourable commuting potential to nearby Halmstad (ca.60, 000 residents), opportunities for new waterside properties as well as drawing on the local cultural heritage.
General description of the project: The aim of the exchange is to gain inspiration and learn from others’ experience when devising a marketing strategy that combines the Town & Country Planning system and local tourism initiatives to transform into a ‘destination’. The marketing strategy would seek to tap into the potential of the village to attract residents who wish to live in the countryside but still within reasonable commuting distance to the nearby town of Halmstad, 40 km away.
The main objective of the EU-funded project is to
• Gain insight into the entire process of attracting interest in a targeted village • Understand which Town & Country Planning tools could be employed to support a marketing strategy, and to what effect • Gain inspiration on how to devise an effective marketing strategy • See how tourism initiatives can contribute to the programme’s success

4/ General description of the project:
With this project we aim to elaborate a methodological approach to increase the practical communicative competence in any foreign language of students in Compulsory Secondary Education. So as to do that, we will take into account the training and involvement of the teachers, family expectations and the students’ own attitude towards foreign languages (including those with special educational needs).
It is a fact that a high percentage of students finish their Compulsory Secondary Education without being fully communicative competent in any foreign language and, thus, there is a necessity to know, analyse and compare the different methodological approaches that have been put into practice in different countries in order to combine the best of each approach and obtain a document with methodological strategies that optimize the teaching-learning process.
5/ Main objectives:
1. To know, compare and contrast the different aspects that influence the teaching- learning process of a Foreign Language (including those students with special educational needs).
2. To analyse all data drawn from observation to conclude which methodological practices, together with what factors and conditions, contribute to a higher efficiency in foreign language teaching.
3. To elaborate methodological guidelines that optimize the learning process of a foreign language.
4. To achieve that a high percentage of students finishing Compulsory Secondary Education are able to communicate effectively in, at least, one Foreign Language. 6/ Main activities:
• Students, parents and teachers will fill in questionnaires about their different attitudes towards modern languages and, thereafter, the results drawn will be analysed.
• Shooting of videos in which students will show their schools, their foreign language lessons and their everyday activities to the other schools participating in the project.
• Students, including those with special educational needs, will prepare a short play which will be subtitled in all languages of the schools taking part in the Project.
• Students will elaborate a comic book which will include techniques, anecdotes ______Regione Abruzzo- Attività di Collegamento con l’U.E. di Bruxelles - Newsletter informativa n. 20 del 5.12.2011 - 53 - and pieces of advice in order to learn how to communicate effectively in a foreign language.

• To advertise the project in local papers, local radio and TV stations, local education authorities, teacher resource centres, and so on.
FINAL PRODUCT
Obtain a publication about good practices in the didactics of foreign languages (whether in the form of a book or in an electronic medium), in order to commercialize it or distribute it freely among those schools which may request it.

TITLE: Stolen planet ANNOTATION: The aim of this project is to raise our students´ awareness of the modern history of ethnic minorities in Europe. They should learn from typical mistakes made by local governments when dealing harshly with social issues. Students are to display their research through devising screenplays portraying example stories and helping their Comenius partners act out their story. Students are to meet local authorities (2 religious + a secular politician), and also visit the places and members of the minorities dealt with. The hardcopy outcome of this project is a book of dramatic parables, their screenplays, a book of speeches given by local authorities (including classic parables offered by different churches), a research book – questionnaires monitoring students´ awareness of ethnic minorities´ issues and a DVD with the video footage of the performances. Participants are to design a script book for a drama and send it to all partners. (those have to be quite elaborate giving details of the scene, clothing, music, dialogue script (although dramas can be performed in local languages)) o Musicals should be concluded by 3 little speeches done by local authorities – two priests and a the mayor – real ones or actors (the audience of the musicals should vote who gave the most convincing speech / solution to the problem / explanation of the parable) STUDENTS TRAVEL TO BE DIRECTORS • Students should visit their partner and teach work as director of the drama piece (should bring along the script book, and some little props) • Hosts are to arrange meetings with local authorities and, if conditions allow, to take the guest to see the living condition of members of ethnic minorities dealt with • Hosts are to perform the drama in front of a large audience (eg. art day before Christmas) • Video footage of the performances are to be sent back to all participants

Un appuntamento da non perdere: nuovi importanti oratori per parlare della primavera araba in occasione delle Giornate europee dello sviluppo a Varsavia
Il Primo Ministro ad interim della Tunisia, Beji Caid el Sebsi, e il presidente del Consiglio nazionale di transizione della Libia, Mustafa Mohammed Abdul Jalil, sono gli ultimi ospiti speciali in ordine di tempo che hanno confermato la loro partecipazione alle giornate europee dello sviluppo, che avranno luogo il 15 e 16 dicembre. Programma e altri partecipanti ad alto livello Le Giornate europee dello sviluppo, organizzate quest'anno dalla Commissione europea e dalla Presidenza polacca, sono ormai considerate uno dei principali eventi del calendario internazionale in materia di sviluppo e si svolgeranno a Varsavia il 15 e 16 dicembre. Il tema chiave di queste giornate sarà il legame esistente tra lo sviluppo e la democrazia. L'edizione del 2011 – la prima organizzata in un paese dell'ex cortina di

Questo incontro fornirà una piattaforma per inserire le esperienze di transizione dell'Europa orientale in un nuovo contesto. Gli altri temi principali sono: • efficacia degli aiuti • il nuovo approccio dell'Unione europea alla cooperazione allo sviluppo: un " Programma di cambiamento " • diritti umani (Il programma ufficiale è disponibile all'indirizzo: http://www.eudevdays.eu/2011-forum/programme/agenda-overview) Il Commissario Andris Piebalgs terrà una conferenza stampa giovedì 15 dicembre alle ore 13. L'evento offrirà inoltre l’opportunità alla comunità internazionale che si occupa di sviluppo di discutere il nuovo approccio della Commissione europea alla cooperazione allo sviluppo ("Programma di cambiamento"), ossia l'impegno ad aumentare l'effetto degli aiuti concentrandoli su un numero minore di settori e sui paesi che ne hanno maggiormente bisogno.

Contesto Le giornate europee dello sviluppo sono state varate nel 2006 per offrire ai principali partner la possibilità di incontrarsi e discutere il modo di rendere più efficaci gli aiuti. Le cinque edizioni precedenti hanno visto la presenza di 36 capi di Stato, 60 capi di governo o ministri e 7 premi Nobel. L'ultima edizione, svoltasi nel 2010 a Bruxelles, ha richiamato 5 000 partecipanti. Le giornate europee dello sviluppo vengono organizzate dalla Commissione europea e dalla presidenza del Consiglio dell’Unione europea e rappresentano il principale forum europeo per gli affari internazionali e la cooperazione allo sviluppo. Hanno portata mondiale e forniscono una piattaforma di collaborazione che riunisce migliaia di attori in materia di sviluppo, responsabili politici e operatori del settore. “Sviluppo e democrazia" è il tema e il fulcro principale dell'edizione 2011. Vent'anni fa l'Europa centrale e orientale ha attraversato un intenso periodo di transizione. L’anno appena trascorso ha segnato l'inizio delle rivolte in Nord Africa e nel Medio Oriente. Questo è dunque il momento migliore per far incontrare la comunità che si occupa di sviluppo per individuare, analizzare e verificare i collegamenti tra cambiamento politico e progresso socio-economico.
