Lyme Regis Environmental Improvements SCOPAC 18 June 2014 Summary of the problems • Much of town built on pre-existing landslides. • Coastal erosion and foreshore lowering. • Coast protection structures deteriorating. • Beaches small fraction of former size. • Local climate getting wetter. • Drainage systems in poor state. • Long-term future of the town under threat 93000 94100 91800 333500 334500 332500 Lyme Regis Environmental Improvements: The Spittles Phase III Monmouth Beach Black Ven and Ware Cliffs Phase V Phase II Phase I Phase IV The Cobb Cobb Gate to Cobb Gate to East Cliff Harbour Church Cliff (2007) (1995) LREI: Phase 1 – Cobb Gate to Church Cliff Construction of the new pumping station LREI: Phase 1 – Cobb Gate to Church Cliff The completed scheme Lyme Regis Environmental Improvements Phase 2 – Cobb Gate to Harbour Completed 2007 at a cost of £26m Funded by Defra grant, Dorset County Council and West Dorset District Council - Replacement and extension of Beacon Rocks - New sea walls, extending the Cart Road - Beach Replenishment to protect the town frontage - Stabilisation of coastal slopes along the town frontage - Stabilisation and improvement of Cobb Road HR Wallingford - physical model used to test scheme options 1:50 scale physical model in a 50m x 35m wave basin Lyme Regis Environmental Improvements Phase 2 – Cobb Gate to Harbour LREI: Phase 2 – Cobb Gate to Harbour Beacon Rocks Extension LREI: Phase 2 Completed Rockery & Beacon Rocks Sand and Shingle Supply: Phase II 400 ton capacity side tipping vessels 70,000 tonnes total Foreshore Protection : Phase II Wave return wall SLOPE STABILISATION – COUNTRFORT DRAINS AND ENGINEERED FILL: PHASE II LREI: Phase 2 Slope Stabilisation Installation of CHS reinforcement LREI: Phase 2 Retaining Structures & Soil Nailing Crib walls Retaining walls Total length: 520m LREI: Phase 2 Extensive Landscape Works LREI: Phase 2 Completed Beaches and Promenade LREI Phase III Monmouth Beach & Ware Cliff - Stabilisation of West Cliff - Reshaping of Monmouth Beach Found not to be economically justified and environmentally unacceptable. The viable elements of Phase III, stabilising developed areas west of Cobb Road, were included in Phase II. LREI Phase IV East Cliff The aim is to stop the progress of the major Spittles/Black Venn landslip systems into the eastern side of the town. Without the scheme, approximately 240 houses/flats and 900m of the main road into the town would be lost over the next 50 years Proximity of Black Venn and The Spittles Phase IV Preliminary Design . Landslide Monitoring and Instrumentation: - Continued monitoring in the Phase IV area from May 1997 to date. - Instrumentation includes: - 22 borehole inclinometers (depths 14m to 50m) - 40 permanent ground markers surveyed using GPS - 20 standpipe piezometers - Rainfall records. Lyme Regis Environmental Improvements Phase 4 – East Cliff Scheme: - 390m of new sea wall supporting the old, failing sea wall to the east of the town - Extensive slope stabilisation works including piling, soil nailing and deep drainage FUNDING Lead-in work (£1,459,000): • Funded by EA/Defra with contributions from WDDC and DCC Main Scheme (£19.47m including contingencies and inflation): • Defra/EA grant £14.98m (2014/15 – 2016/17) • DCC 20% (from 2014/15) • WDDC £600k + forward funding costs Lyme Regis Environmental Improvements Phase 5 – The Cobb LREI Phase V The Cobb As well as being a historic, grade 1 listed harbour, the Cobb is fundamental to the town’s coast defences. Extensive investigation has been carried out: - Crack and inclinometer monitoring - Testing and assessment of existing sheet piles - Borescope and ground penetrating radar - Trial excavations and core drilling - Structural Inspections Immediate repairs to storm damage (Bellwin) Heritage Partnership Agreement , approved by English Heritage, to cover longer term proposals for strengthening and restoration. Basis of the approach: Consultation throughout – LRVAP, Coastal Forum, Town council Long term planning – 5 phase scheme adopted in 1990 Coherent overall scheme – modelling, construction access, Defra strategy Cooperation and shared funding – EA, DCC, SWW, town council Geoff Davis – Phase IV implementation Questions? 28/11/12 .
