Chapel Hill 2020 Approved by: Daniel Kreiss Adam Saffer Adam Sheingate © 2020 Bridget Barrett ALL RIGHTS RESERVED ii ABSTRACT Bridget Barrett: Platforms and Outsiders in Party Networks: The Evolution of the Digital Political Advertising Network (Under the direction of Daniel Kreiss) Scholars seldom examine the companies that campaigns hire to run digital advertising. This thesis presents the first network analysis of relationships between federal political committees (n = 2,077) and the companies they hired for electoral digital political advertising services (n = 1,034) across 13 years (2003–2016) and three election cycles (2008, 2012, and 2016). The network expanded from 333 nodes in 2008 to 2,202 nodes in 2016. In 2012 and 2016, Facebook and Google had the highest normalized betweenness centrality (.34 and .27 in 2012 and .55 and .24 in 2016 respectively). Given their positions in the network, Facebook and Google should be considered consequential members of party networks. Of advertising agencies hired in the 2016 electoral cycle, 23% had no declared political specialization and were hired disproportionately by non-incumbents.     WEEKEND VOTING IN LOUSIANA ADDS THREE MORE REPUBLICAN VICTORIES IN CONGRESS – LAME DUCK SESSION CONTINUES DECEMBER 8, 2014 With the results of the final Senate election of 2014 now official, there will be further changes ahead for the Senate Committee on Energy and Natural Resources in the 114th Congress. Due to the re-election loss of Senator Mary Landrieu (D-LA) on Saturday, December 6th, Senator Maria Cantwell (D-WA) will become Ranking Member of the Energy and Natural Resources Committee in the new Congress. Louisiana Senator-elect, current Congressman Bill Cassidy (R), has received a commitment that he will be able to serve on the Senate Energy and Natural Resources Committee next year. In related developments, Senator David Vitter (R-LA) will chair the Small Business and Entrepreneurship Committee in January. The Senate composition for the 114th Congress now stands at 54 Republicans, 44 Democrats and 2 Independents. We continue to expect Senate committee leadership rosters and committee membership to be officially announced in January. Saturday’s run-off elections in Louisiana also resulted in two additional Republican victories in the House of Representatives. Congressman-elect Garrett Graves (6th District) won the seat vacated by Senator- elect Cassidy, and Congressman-elect Ralph Abraham (5th District) won the seat currently held by Congressman Vance McAllister (R). Congressman-elect Graves is expected to serve on the Natural Resources Committee and the Transportation and Infrastructure Committee. Congressman-elect Abraham is expected to serve on the Agriculture Committee and the Veterans Affairs Committee.     AIA LOUISIANA The Louisiana Architects Association of the American Institute of Architects 2014 LEGISLATIVE SESSION RECAP AIA LOUISIANA 521 America Street Baton Rouge, LA 70802 1 The 2014 Regular Session of the Louisiana Legislature adjourned sine die on June 2nd. This year’s session was considered general in nature (as opposed to fiscal sessions, which occur in odd-numbered years); that means legislators could file as many general bills as they wanted as long as the measures weren’t designed to increase or decrease state tax revenue nor impact tax credits, deductions, exclusions, etc. Legislators filed some 1,969 bills plus hundreds of resolutions; by midway point in session AIA-LA was tracking 101 pieces of legislation. A total of 887 bills made it through the legislative process and were sent to Gov. Bobby Jindal for his action. After all was said and done, the governor signed 875 of finally passed bills and vetoed 12. Five hundred fifty-one (551) new laws took effect on August 1, 2014. Following is an overview of a few of the key bills AIA-LA was heavily involved with over the course of the session: Plumbing Code HB 1048 by Rep. Erich Ponti, R-Baton Rouge, was one of the hottest bills of the session. In its final form the bill requires the Louisiana State Uniform Construction Code Council (LSUCCC) to adopt the International Plumbing Code. AIA-LA, Louisiana Home Builders Association, Associated Builders and Contractors, Louisiana Association of Business and Industry, National Federation of Independent Business, and a few other groups heavily supported the bill against a host of opponents—mostly including members of various trade unions.
