Inside rear cover Uncertainty and disquiet / Incertitude et inquiétude Bienvenue à Paris C’est un plaisir et un honneur pour l’université Paris Ouest Nanterre d’accueillir du 10 au 13 juillet 2012 la 12e biennale de l’Association européenne des anthropologues sociaux. Il s’agit d’une manifestation scientifique majeure dans le champ de l’anthropologie, qui associe à l’EASA plusieurs institutions et collectivités : le CNRS, l’EHESS, le Musée du quai Branly, la Fondation Wenner- Gren, les villes de Nanterre et de Paris, et qui a été coordonnée avec brio par la Maison René- Ginouvès, dont je salue ici la très grande implication. Le couple incertitude et inquiétude est particulièrement riche par sa polysémie et son ambiguïté. L’inquiétude s’alimente sans conteste de l’incertitude éprouvée individuellement ou collectivement dans une situation donnée, complexe, ou nouvelle, plus largement face à l’avenir, que celui-ci engage la survie, les conditions de subsistance, de confort... ; en ce sens, elle procède directement de l’incertitude. Garantir sa sécurité présente et à venir, réduire l’incertitude par rapport à toutes sortes de contingences est sans doute de nature à apaiser l’inquiétude. Il n’en reste pas moins, et là est l’ambiguïté, que lever l’ensemble de ces incertitudes, si tant est que cette ambition ait un sens, ne suffit pas à procurer la tranquillité. L’on pourrait même avancer que cela est radicalement insuffisant. Comme l’écrit Epicure dans la Maxime capitale XIV : « Il n’y a aucun profit à se ménager la sécurité parmi les hommes, si ce qui est en haut reste redouté, ainsi que ce qui est sous terre et en général ce qui est dans l’illimité ». C’est pourquoi l’inquiétude procède aussi bien, fondamentalement, d’une certitude : la certitude que nous sommes mortels. En cela, elle s’enracine au plus profond de la conscience humaine de sa propre mortalité. Or, cette certitude, qui devrait déterminer, disent les philosophes, un mode de vie intensément présent au présent (« toi, qui n’es pas de demain, tu diffères la joie : mais la vie périt par le délai », Epicure, S.V. 14), fait naître toutes sortes d’incertitudes et d’inquiétudes corrélées, sur soi-même et sur sa condition. La tradition philosophique ancienne, dans sa visée de sagesse en acte, avait cherché à apaiser l’inquiétude en rendant supportable cette certitude de la mort, voire en en faisant, comme les épicuriens, la source de la sérénité. Cela suppose d’être capable d’appréhender l’incertitude découlant des événements comme secondaire ou accessoire, en tout cas comme non déterminante. Mais les ambiguïtés du couple resurgissent par d’autres biais : à supposer que l’on s’accommode de l’incertitude liée à la contingence, celle qui tiendrait à soi-même ne peut guère satisfaire : incertitude par traditionalisme et incapacité d’appréhender la nouveauté, par paresse intellectuelle, par défaut de détermination... La tranquillité d’esprit n’est sans doute pas incompatible elle-même avec la curiosité d’esprit, de sorte que l’apaisement de la vaine inquiétude peut aussi bien nous rendre à une inquiétude positive, celle qui en permanence fait avancer, découvrir, inventer. En ce sens, la condition même du chercheur se trouve aussi mise en perspective par le thème du colloque... Jean-François Balaudé Président de l’université Paris Ouest Nanterre la Défense 4 European Association of Social Anthropologists 12th Biennial Conference Welcome to Paris It is a pleasure and an honour for the Université Paris Ouest Nanterre to welcome the 12th biennial conference of the European Association of Social Anthropologists. This is a major scholarly event in the field of anthropology, in which EASA is associated with a number of institutions and bodies: CNRS, EHESS, Musée du Quai Branly, the Wenner-Gren Foundation, the town of Nanterre and the city of Paris, all under the dynamic coordination of the Maison René-Ginouvès, whose involvement I would like to congratulate. The pair of uncertainty and anxiety is rich in its polysemy and its ambiguity. Anxiety unquestionably feeds off the individual or collective uncertainty inherent in a complex or unfamiliar situation, and especially about the future, particularly insofar as the future has to do with such things as our survival, our living conditions and our comfort. In this respect, anxiety proceeds directly from uncertainty. Assuring present and future security, and reducing uncertainty with regard to all sorts of contingencies, are sure to allay anxiety. Nevertheless – and this is where the uncertainty lies – dispelling these uncertainties, admitting that this is a meaningful exercise in the first place, is not enough to ensure peace. We could even go so far as to say that it is drastically insufficient. As Epicurus says in the thirteenth of his Principal Doctrines, ‘There is no advantage to obtaining protection from other men so long as we are alarmed by events above or below the earth or in general by whatever happens in the boundless universe.’ And this is why anxiety can equally follow from a particular certainty: the certainty that we are mortal. In this respect anxiety is rooted in the very depths of our awareness of our mortality. This certainty, that philosophers tell us ought to determine a way of life that is intensely present in the present (‘although you are not in control of tomorrow, you are postponing your happiness.

    Looters vs. Traitors: The Muqawama (“Resistance”) Narrative, and its Detractors, in Contemporary Mauritania Elemine Ould Mohamed Baba and Francisco Freire Abstract: Since 2012, when broadcasting licenses were granted to various private television and radio stations in Mauritania, the controversy around the Battle of Um Tounsi (and Mauritania’s colonial past more generally) has grown substantially. One of the results of this unprecedented level of media freedom has been the prop- agation of views defending the Mauritanian resistance (muqawama in Arabic) to French colonization. On the one hand, verbal and written accounts have emerged which paint certain groups and actors as French colonial power sympathizers. At the same time, various online publications have responded by seriously questioning the very existence of a structured resistance to colonization. This article, drawing pre- dominantly on local sources, highlights the importance of this controversy in study- ing the western Saharan region social model and its contemporary uses.     Writing Trans-Saharan History: Methods, Sources and Interpretations Across the African Divide GHISLAINE LYDON For ages, the Sahara has been portrayed as an ‘empty-quarter’ where only nomads on their spiteful camels dare to tread. Colonial ethnographic templates reinforced perceptions about the Sahara as a ‘natural’ boundary between the North and the rest of Africa, separating ‘White’ and ‘Black’ Africa and, by extension, ‘Arabs’ and ‘Berbers’ from ‘Africans’. Con- sequently, very few scholars have ventured into the Sahara despite the overwhelming historical evidence pointing to the interactions, interdependencies and shared histories of neighbouring African countries. By transcending the artificial ‘Saharan frontier’, it is easy to see that the Sahara has always been a hybrid space of cross-cultural interactions marked by continuous flows of peoples, ideas and goods. This paper discusses a methodological approach for writing Saharan history which seeks to transcend this artificial divide and is necessarily transnational. As a scholar of nineteenth and early twentieth century trans-Saharan history, I retrace the steps of trading families across several generations and markets. This research itinerary crisscrossed Saharan regions of Western Africa from Senegal, the Gambia and Mali, to the Islamic Republic of Mauritania and the Kingdom of Morocco, with stops in archi- val repositories in France. With specific reference to the art of writing African history, I discuss how my own path into the African past was shaped by ad hoc encounters with peoples, their memories and texts. But if the facts, perspectives and narratives that form the evidence I rely upon to reconstruct trans-Saharan history were collected on an accidental trajectory, the interpretation of this data followed a deliberate methodological approach.

    Minority Rights Group International : Mauritania : Haratin World Directory of Minorities Africa MRG Directory –> Mauritania –> Haratin Haratin Profile The black African origin of Haratins (‘Black Moors') is beyond doubt. Their language, culture and identity are, however, Arab, the product of centuries of enslavement to Beydan masters. Beydan (‘White Moors') are descended from Berber Arabs and black African groups from the Sahara. Beydan and Haritines can appear racially indistinct and both speak dialects of Hassaniyya related to Bedouin Arabic. Moor society is traditionally divided on social and descent criteria. The slave community is divided into three levels: the total subject, the part slave, and the true Haratin. The government has long described all forms of slave as ‘haratine' or ‘newly freed', thus implying the end of slavery. Historical context In post-colonial Mauritania, urbanization and migration to some extent broke down the slave system, and certain districts of the capital Nouakchott became a haven for escaped slaves. These escapees formed the basis of the emancipation movement El Hor (the free), formed in 1974. El Hor argued that emancipation was impossible without practical measures to enforce anti-slavery laws and provide former slaves with the means to gain economic independence. To this end, it called for land reform and encouraged Haratins to set up agricultural co-operatives. El Hor's emphasis on social issues and its demand for redress and justice inevitably brought it into confrontation with the government. A substantial number of the movement's leaders were arrested, tortured and many of them exiled at the end of the 1970s. In January 1980, a military coup brought President Mohamad Khouna Ould Haidallah to power, whose government embarked on a policy of undermining the El Hor movement by appearing to satisfy its demands.

While remarkable examples of collaboration and democratized cultural production abound in the online era, a longer view situates such practices in histories of media culture where other convergences of production and distribution technologies enabled peer-level exchanges of various sorts and scales. This essay contributes to this project by examining the emergence of a local rap scene in Boston, Massachusetts in the mid- late 1980s via the most accessible ‘mass’ media of the day: the compact cassette and community radio. Abstract On the 4 th of April 1884, as Bogdan Petriceicu Hasdeu was the only academician expert in linguistics, he commited himself to the Romanian Academy to write the etymologic dictionary that was to be financially supported by King Carol I. He conceived a „Linguistic Questionnaire” that he sent out to all the counties Romanians inhabited and the answers that he received constituted precious information included in the first three volumes of the Dictionary. After the death of his daughter in 1888, Hasdeu was overwhelmed with grief and he slowed down his scientific work. He felt the call of other horizons and was concerned with other things. The Romanian Academy discharged him of the responsibility of the dictionary in 1897. The fourth volume never came out of print but its ample introduction was issued as a separate book. My research shows that in contemporary Vietnam, the lives and musical activities of the Hmong are constantly changing, and their musical traditions are thoroughly integrated with and impacted by modernity. Presentational performances and high fidelity recordings are becoming more prominent in this cultural sphere, increasing numbers are turning to predominantly foreign- produced Hmong popular music, and elements of Hmong traditional music have been appropriated and reinvented as part of Vietnam’s national musical heritage and tourism industry. Depending on the context, these musics can be used to either support the political ideologies of the Party or enable individuals to resist them.
