(1) Philippine Peso vs. US Dollar Selling rate of Bangko Sentral ng Pilipinas on June 30, 2009 USD 1= Php 48.31 (2) Philippine Peso vs. Japanese Yen Selling rate of Bangko Sentral ng Pilipinas on June 30, 2009 JPY 1 = Php 0.5033 PREFACE The Government of Japan decided to conduct "The Preparatory Survey on the Project for Road Enhancement and Asset Preservation Management Program (REAPMP) in the Republic of the Philippines" and entrusted the study to the Japan International Cooperation Agency (JICA). JICA selected and dispatched a study team from March to August, 2009. The team held discussions with the officials concerned of the Government of the Philippines, and conducted field surveys at the study area. After the team returned to Japan, further studies were made. As this result, the present report was finalized. I hope that this report will contribute to the promotion of the project and to the enhancement of friendly relations between our two countries. Finally, I wish to express my sincere appreciation to the officials concerned of the Government of the Philippines for their close cooperation extended to the survey. The report compiled all findings and recommendations obtained through the survey from March 2009 to September 2009 conducted by Nippon Koei Co. Ltd. in accordance with the contract with Japan International Cooperation Agency (JICA). The objectives of the survey are to study the road operation and maintenance systems and select sub-programs for REAPMP to be requested by GOP for Japanese ODA. REAPMP is comprised of four components; road improvement (UI) project, long-term performance based maintenance (LTPBM) project, preventive maintenance programs and institutional capacity development of Department of Public Works and Highways (DPWH). The Survey team concluded that REAPMP will be technically and economically feasible and acceptable from the environmental aspects. Its implementation will contribute to the enhancement of economic development of the Republic of the Philippines. Therefore, the Survey team recommends earlier implementation of the program. We wish to express our sincere gratitude to your agency, including the JICA experts concerned, and also wish to express our deep appreciation to the government of the Philippines, especially the counterpart agencies of the Department of Works and Highways (DPWH) for their close cooperation and assistance extended to us during the survey. Flood Control Facilities 3.1.1.1. “Bombastik” Pumping Stations Being a narrow strip of land with a relatively flat terrain and with an aggregate shoreline of 12.5 kilometers that is affected by tidal fluctuations, flooding is a common problem in Navotas City. This is aggravated by pollution and siltation of the waterways, encroachment of waterways and drainage right-of-ways by legitimate and informal settlers, as well as improper waste disposal. The perennial city flooding inevitably became a part of everyday living. During a high tide with 1.2 meter elevation, some parts of Navotas experience flooding, especially the low-lying areas along the coast and riverways. As a mitigating measure, the city government - thru the Local Disaster Risk Reduction and Management Office - disseminates information about the heights of tides for a specific month. This results in an increased awareness among the residents on the time and date of occurrence of high tide. During rainy days, flooding reach higher levels. The residents have already adapted to this situation. Those who are well-off are able to install their own preventive measures, such as upgrading their floorings to a higher elevation. During the term of the then Mayor and now Congressman, Tobias M. Tiangco, he conceptualized a project that aims to end the perennial flooding in Navotas. Since Navotas is surrounded by water, he believed that enclosing the city to prevent the entry of water during high tide would solve the floods.

He cited several writers of the moro-moro, among them, Emili- ano Gabuya. He said Gabuya gave "the moro-mom modem touches," and added that Gabuya's moro- mom, "has the trimmings of an opera" and that "many songs are strewn throughout. ."I But Emiliano Gabuya (1905-62) was not, strictly speaking, a moro- mom writer. Nor did he simply give the moro-moro modem touehes. He wrote a type of drama that was derivative of the moro-mom (christened linambay by the Cebuanos) but which differed radically from it.
