TRAFFIC REGULATIONS FOR THE UNITED STATES CAPITOL GROUNDS PROMULGATED BY THE CAPITOL POLICE BOARD UNITED STATES CAPITOL WASHINGTON, D.C. FINAL PUBLICATION Amended JULY 28, 2016 CAPITOL POLICE BOARD UNITED STATES CAPITOL WASHINGTON, D.C. AUGUST 4, 2015 WHEREAS it has been the long-standing intent and practice of Congress to retain exclusive control over the United States Capitol Buildings and Grounds; WHEREAS said intent is reflected in the delegation of authority granted to the Capitol Police Board by Public Law 570, 79th Congress, approved July 31, 1946, as amended, which: VESTS the Capitol Police Board with exclusive charge and control of the regulation and movement of all vehicular and other traffic within Capitol Grounds, including parking and impounding of vehicles and limiting the speed thereof; AUTHORIZES AND EMPOWERS the Capitol Police Board to make and enforce all necessary regulations for such purposes; AUTHORIZES AND EMPOWERS the Capitol Police Board to pre- scribe penalties for violation of such regulations not to exceed a fine of $300 or imprisonment for not more than ninety (90) days; AUTHORIZES AND EMPOWERS the Capitol Police Board to pro- mulgate and amend such regulations from time to time whenever the Board shall deem it necessary; and, PROVIDES THAT certain parts of the District of Columbia Traffic Act of 1925, as amended, for the violation of which specific penalties are provided in said Act, shall be applicable to Capitol Grounds.
