Barr-Melej This dissertation examines the struggle between Chile’s opposition press and the dictatorial regime of Augusto Pinochet Ugarte (1973-1990). It argues that due to Chile’s tradition of a pluralistic press and other factors, and in bids to strengthen the regime’s legitimacy, Pinochet and his top officials periodically demonstrated considerable flexibility in terms of the opposition media’s ability to publish and distribute its products. However, the regime, when sensing that its grip on power was slipping, reverted to repressive measures in its dealings with opposition-media outlets. Meanwhile, opposition journalists challenged the very legitimacy Pinochet sought and further widened the scope of acceptable opposition under difficult circumstances. Ultimately, such resistance contributed to Pinochet’s defeat in the 1988 plebiscite, initiating the return of democracy. -

Arpilleras: Evolution and Revolution Public lecture – Friends of Te Papa, Main theatre, Te Papa Tongarewa, Monday 2 September , 2013 Roberta Bacic Curator, www.cain.ulst.ac.uk/quilts August 2013 Introduction Arpilleras, from their humble origins in Chile, have traversed the globe, prompting much debate, resistance and action in their wake. In this brief address I will focus on the origins of arpilleras and how they evolved, the revolutionary nature of arpilleras and their universal journey. The origins and evolution of arpilleras What are arpilleras? Arpilleras (pronounced "ar-pee-air-ahs") are three-dimensional appliquéd tapestries of Latin America that originated in Chile. The backing fabric of strong hessian, “arpillera” in Spanish became the name for these particular type of sewed pictures which came to mean the cloth of resistance. As empty potato or flour bags, materials at hand in any household, were also used for the backing, the typical arpillera size is a quarter or a sixth of a bag. At a later stage, the sewing of cloth figures and other small memorabilia onto these “cuadros” (pictures) evolved, giving them a special personalized quality and a three dimensional effect. We believe that contemporary arpilleras originated in Isla Negra on the Chilean coastline. Around 1966 Leonor Sobrino, a long standing summer visitor to the area, prompted local women to use embroidery to depict scenes of their everyday lives. The group of women became Las Bordadoras de Isla Negra (the Embroiders of Isla Negra) and, mainly in the long 1 winter months, they embroidered bucolic scenes of their everyday rural lives. -

The main argument of this work is that the partnership between the Christian Democratic Party of Chile (PDC) and the United States in this period played a significant role in shaping Chilean politics and thus contributed to its growing polarization. The alliance between the PDC and the United States was based as much on their common views on communism as on their shared ideas about modernization and economic development. Furthermore, the U.S. Embassy in Santiago, headed by men strongly committed to the success of the Christian Democratic project, involved itself heavily in the inner workings of Chilean politics as an informal actor, unable to dictate terms but capable of exerting influence on local actors whose interests converged with those of the United States. -

Truth Commissions and Reparations: A Framework for Post-Conflict Justice in Argentina, Chile Guatemala, and Peru Abstract This paper seeks to gauge the effectiveness of truth commissions and their links to creating material reparations programs through two central questions. First, are truth commissions an effective way to achieve justice after periods of conflict marked by mass or systemic human rights abuses by the government or guerilla groups? Second, do truth commissions provide a pathway to material reparations programs for victims of these abuses? It will outline the conceptual basis behind truth commissions, material reparations, and transitional justice. It will then engage in case studies and a comparative analysis of truth commissions and material reparations programs in four countries: Argentina, Chile, Guatemala, and Peru. -

Aimed at the international geographical community, the petition requested a change of site for the next regional meeting of the International Geographical Union (IGU) in November 2011, scheduled to take place at the Military School of Santiago, Chile ( Escuela Militar del Libertador Bernardo O'Higgins). The petitioners expressed their astonishment that “a place so strikingly marked by terror” was chosen by the IGU. They argued that the two most important official reports on human rights violations and crimes against humanity during the Chilean dictatorship of 1973-1990 (Rettig report, 1991; Valech report, 2004) identified the Military School as a centre of torture and murder. -

Deaths and Disappearances in the Pinochet Regime: A New Dataset∗ Danilo Freire† John Meadowcroft‡ David Skarbek§ Eugenia Guerrero¶ 30 May 2019 Abstract This article presents a georeferenced dataset on human rights violations in the Pinochet dictatorship in Chile. We coded the personal details of 2,398 victims named in the Chilean Truth Commission Report and added geographical coordinates for all identiable atrocity locations. The dataset comprises 59 variables from 1973 to 1990 and is available as a stand-alone spreadsheet or as the pinochet package for R. As examples, we describe the major temporal and spatial patterns of the human rights abuses. We also discuss our coding procedures, show descriptive statistics, and conclude with suggestions for potential applications of the dataset. TRANSFORMING THREADS OF RESISTANCE: POLITICAL ARPILLERAS & TEXTILES BY WOMEN FROM CHILE AND AROUND THE WORLD The Art of Conflict Transformation Event Series Presents Transforming threads of resistance: political arpilleras & textiles by women from Chile and around the world Foreword Since 2008 the interdisciplinary Art of Conflict Transformation Event Series has served as a platform, bringing to the University of Massachusetts Amherst scholars, artists, and conflict resolvers to explore the geography of conflict; the spaces in and on which conflict has been imprinted and expressed; and the terrains of resistance, resilience, and transformation. In 2012 we are proud to host events focusing on women’s acts of resistance to state violence in conflict zones throughout the world through their creation of arpilleras and other political textiles. The exhibition on display at the Student Union Art Gallery serves as the centerpiece of six weeks of activities interrogating women’s critical engagement with state oppression and their crafting of visual narratives that have defied silencing. The Art of Conflict Transformation Art Gallery of the National Center for Technology and Dispute Resolution also hosts this exhibition online at http://blogs.umass.edu/conflictart. The Art of Conflict Transformation Event Series is indebted to Dr. John Mullin, Dean of the Graduate School, whose visionary and steadfast support has been instrumental to its success. Chilean Media and Discourses of Human Rights
Kristin Sorensen Department of Communication and Culture Indiana University Chilean Television and Human Rights Discourse: The Case of Chilevisión In this paper, I am looking at the manner in which Chilean television discusses human rights violations committed during the dictatorship of Augusto Pinochet from 1973 to 1990. During Pinochet’s regime an estimated 3,500 Chileans were “disappeared,” assassinated, or executed, and approximately 300,000 Chileans were detained, tortured, and exiled. This dictatorship constituted a rupture in the nation’s history, which has needed in some way to be addressed by families who suffered the trauma of torture, disappearances, executions, and exile. This historical rupture has needed to be addressed by the nation as well, as it struggles to move from a repressive totalitarian regime to a democracy. Through an intricate interplay of censorship, remembrance, and protest, television has played a key role in structuring how Chileans today conceive of this moment. It is with television’s role in alternately silencing and re-presenting trauma during times of social upheaval and flux, as well as with how audiences respond to these re-presentations, that my paper is expressly concerned. In October of 1998, Pinochet was placed under house arrest in London. Spanish Judge Baltazar Garzón wished to extradite Pinochet to Spain to be tried for human rights violations. This incident opened the floodgates to an international dialogue regarding the role of the international community in holding human rights violators accountable when they cannot be properly judged and punished within their own nations. This event also revived the global community’s awareness of the legacy of Chile’s dictatorship and the lack of progress the country has made in dealing with its recent past. -

To answer this question, this thesis examines the education system, with a focus on high schools and universities in Valparaíso, Chile. I argue that there are two competing discourses about the Pinochet administration - a majority, anti-dictatorship perspective and a minority, pro-regime position - which selectively emphasize differing aspects of the regime. The anti position focuses on human rights violations while the pro perspective puts greater weight on economic achievements. This maps onto Chilean high school institutions, with a majority of upper and upper-middle class students attending private schools and a majority of lower class students attending public schools.
