Moreover, the request is primarily and fundamentally for non-commercial purposes. 1 General Services Administration, Ground Lease, By and Between The United States of America (as “Landlord”) and Trump Old Post Office LLC (as “Tenant”) (GS-LS-11-1307), Aug. 5, 2013, www.gsa.gov/portal/content/305477. - 2 - GSA-20-0662 American Oversight requests a waiver of fees because disclosure of the requested information is “in the public interest because it is likely to contribute significantly to public understanding of operations or activities of the government.”2 The public has a significant interest in government operations, including the financial performance of an organization currently leasing real estate from the federal government. Records with the potential to shed light on this matter would contribute significantly to public understanding of operations of the federal government, including whether and to what extent a federal agency’s lease is benefitting the president’s personal financial interests. American Oversight is committed to transparency and makes the responses agencies provide to FOIA requests publicly available, and the public’s understanding of the government’s activities would be enhanced through American Oversight’s analysis and publication of these records. This request is primarily and fundamentally for non-commercial purposes.3 As a 501(c)(3) nonprofit, American Oversight does not have a commercial purpose and the release of the information requested is not in American Oversight’s financial interest. American Oversight’s mission is to promote transparency in government, to educate the public about government activities, and to ensure the accountability of government officials. American Oversight uses the information gathered, and its analysis of it, to educate the public through reports, press releases, or other media. American Oversight also makes materials it gathers available on its public website and promotes their availability on social media platforms, such as Facebook and Twitter.4 American Oversight has also demonstrated its commitment to the public disclosure of documents and creation of editorial content through numerous substantive analyses posted to its website.5 Examples reflecting this commitment to the public disclosure of documents and the creation of editorial content include the posting of records related to an ethics waiver received by a senior Department of Justice attorney and an analysis of what those records demonstrated regarding the Department’s process for issuing such waivers;6 posting records received as part of American Oversight’s “Audit the Wall” project 2 5 U.S.C. § 552(a)(4)(A)(iii). 3 See 5 U.S.C. § 552(a)(4)(A)(iii). 4 American Oversight currently has approximately 15,400 page likes on Facebook and 102,300 followers on Twitter. New Cohen Tape Surfaces a Bigger Trump Fish By Timothy L. O'Brien Bloomberg.com July 25, 2018 Allen Weisselberg knows far more than the president’s former lawyer. Michael Cohen is not the man who knows all of Trump’s secrets. Photographer: Drew Angerer/Getty Images About two months before Election Day in 2016, Donald Trump and his former lawyer (and self-described “fixer”) Michael Cohen were chatting about how to convince a former Playboy model, Karen McDougal, to keep quiet about what she described as a long-term affair with the presidential candidate. “We’ll have to pay,” Cohen said, according to a recording of the conversation that CNN obtained and broadcast Tuesday night. “Pay with cash,” Trump appears to respond. “No, no,” Cohen says. Earlier in the conversation Cohen suggested that he “open a company for the transfer of all of that info” to the National Enquirer and its parent company, American Media Inc. AMI’s chairman, David Pecker, is a friend of the president and he is also referred to on the tape. The Enquirer had already purchased McDougal’s account of her affair with Trump earlier in 2016 and then never published it. Trump and Cohen appear to be discussing a second payment to McDougal (and there is no indication that it was ever made). “I’ve spoken to Allen Weisselberg about how to set the whole thing up,” Cohen tells Trump. “So, I’m all over that. And, I spoke to Allen about it.” Weisselberg isn’t a bit player in Trumplandia and his emergence on the Cohen- Trump recording – as someone possibly facilitating a scheme apparently meant to disguise a payoff – should worry the president.

But just remember this – Politicians are never going to get you to the promise land. They’re never, ever going to get you to the promise land. And things were said in previous speeches – and probably by Cruz also – but I didn’t get to see Cruz, which is just false. So many things I’ve done so well. For instance, they talked Trump University. It’s a small deal – very small. But, I got sued by a lawyer who sues – they sue – because they want to see if they can get some money back. I could have settled this suit numerous times – I could settle it now. But I don’t like settling suits because when you settle lawsuits everybody sues you – it’s a little business story. I have friends, they settle lawsuits and they can’t understand why are they always sued. I don’t settle lawsuits. We have people at Trump University that wrote – most of them – that wrote statements – and they wrote the statement where “I loved the school, I love this.” For some reason, I never saw this before, we call them report cards. They did, like, report cards, essentially report cards, where at the end of the class – at the end of the period of time – they did a study – they did a report card on how you like it.
