Rendell Governor Commonwealth of Pennsylvania 225 Main Capitol Building Harrisburg, Pennsylvania 17120 Dear Governor Rendell: This report contains the results of the Department of the Auditor General‟s special investigation of the Pennsylvania Department of the Community and Economic Development (“DCED”), specifically, Contract No. 4000008729 with the Pennsylvania State Association of Township Supervisors (“PSATS”) for training services. The investigation was initiated after the Department of the Auditor General received an allegation that PSATS was overbilling the Commonwealth for services provided. Our investigation was hindered by PSATS‟ failure to promptly provide complete and accurate information to the investigators. Although it is formally organized as an unincorporated non-profit association, PSATS is, in fact, a large business enterprise and, as such, should be able to provide original records and other basic information to support its invoices to the Commonwealth. Accordingly, we are constrained to draw the adverse inference that its failure to provide all of the original records requested and complete and accurate information on a timely basis was done purposely to prevent our investigation from uncovering problems with PSATS‟ billings to the Commonwealth. We were also hindered by the lack of detail provided on PSATS‟ invoices to DCED, in that the format of the invoices does not lend itself to being substantiated. Despite these obstacles, our investigation found the following: The now-former Executive Director of PSATS received compensation averaging $407,608 per year in calendar years 2004 through 2008, which is excessive when compared to others in similar positions and which may be in violation of federal and state laws restricting the use of the net earnings of a nonprofit organization.

So far over 200 people have attended local town meetings sponsored by the Bay Foundation to educate farmers, watershed groups and other interested citizens on this important issue. Also attending and giving remarks were Sen. Mike Waugh (R-York), a sponsor of the legislation, Rep. Ron Miller (R-York), York County Commissioner Doug Kilgore (D) and Gary Swan, PA Farm Bureau. This year Pennsylvania’s legislators have an historic opportunity to reduce pollution, protect the Commonwealth’s waterways and strengthen our economy by giving farmers better tools to reduce nutrient and sediment runoff.     Public Comments The draft Workforce Innovation and Opportunity Act (WIOA) Combined State Plan was posted on the Pennsylvania Workforce Development Board’s webpage for public comment from December 28, 2015, through February 1, 2016. Stakeholders and the general public were notified of the posting of the plan and the opportunity to provide comment. The following pages capture each comment as submitted and a response. The commonwealth will continue to reference the comments as we implement the Workforce Innovation and Opportunity Act. Corrine Dietrich of Abilities in Motion commented: While reading the WIOA Combined State Plan, it is apparent the state is still looking to keep the partnerships they currently have, and not seeking to expand their partnerships. Currently, if a person with a disability comes to a local Careerlink and discloses a disability, they are automatically referred to Office of Vocational Rehabilitation (OVR). Many times, the person referred is denied OVR services because they do not meet the requirements for Oder of Selection. This creates a vicious circle where the person with a disability falls through the cracks of these systems. This new plan continues with the same concept when Careerlinks and other partners are missing two valuable resources that can help a person with a disability: Centers for Independent Living (CIL), and also Employment Networks. CILs offer a plethora of learning opportunities for people with disabilities. They offer four core services (information and referral, advocacy, peer counseling, and independent living skills training). CILs can help people with disabilities overcome barriers that are preventing them from focusing on employment (transportation, insurance, etc.) this will allow OVR counselors to focus on career related needs.
