Narrative report This is the Annual Report for 2007 which was an important year for JASPERS since it was the first full year of operations. There was a significant build-up in staffing throughout the year, bring- ing the number of professional staff close to the total number of technical experts envisaged by the stakeholders when JASPERS was established. 1. Foreword Transport sector under the Infrastructure and Environment Operational Program (IE OP) has benefited from the largest pool of financial resources available under the Program (Priority Axes VI- VIII). The aim was to improve the investment attractiveness of Poland and its regions through the development of technical infrastructure while protecting and improving the environment, health, preserving cultural identity and developing territorial cohesion. The growing role of infrastructure investments - both in the context of building Poland’s international competitiveness and the amount of EU support directed to this industry in 2007 - 2013 - necessitates an assessment of effectiveness thereof and therefore of the long-term impact of projects, which should be based on actual experiences from previously implemented investments. As part of the study, the effectiveness and complementarity of transport projects were summarized and their usefulness was examined through the prism of transport specific objectives recorded in the program documents and 2007-2013 strategic perspectives (mainly IE OP and NSRF) The effects of the expansion of the transport network can be seen both in terms of demand (usually short-term, occurring during the investment process), as well as in terms of supply (usually long-term). -

The article presents a forecast of changes in the level of transport accessibility and mobility in Poland as a result of the anticipated development of the network of expressways and motorways. The progress which has been made in this respect in the last few years in Poland is unquestionable and unrepeatable by any other European country. Will the subsequent invest- ment plans concerning the road network of the highest parameters offer equally impressive results as far as the increase in Poland’s territorial cohesion is concerned? The aim of this article is to establish in what way the planned infrastructure investments will affect the changes in transport accessibility and mobility as well as whether they will result in the changes in traffic flows- di rected to Warsaw and other regional centres. To achieve this, an analysis of the present and target states of the road network in Poland was conducted from the perspective of the changes in ac- cessibility, anticipated traffic flows, and mobility. For this purpose, the authors used the analyses of isochrone and accumulative accessibility in ArcMap environment and the research into traffic flows and their changes in the Visum software. The conducted research showed that the planned transport network might result in induced traffic through an increase in accessibility (the central variant) with the assumption that an increase in mobility would be vented in the real face of the phenomenon of motility. -

The indicator of potential accessibility was used. The analyses and simulations confirmed that there is a need to improve the accessibility of the area, first of all through con- struction of transport routes of high speed, linking main centres of Eastern Poland with Warsaw, Cracow and Gdansk. Improvement of accessibility within the area of Eastern Poland may be realised also by implementation of investment projects lo- cated in other regions, and in particular – in central Poland. INTRODUCTION Eastern Poland is a macroregion, which is situated peripherally both on the na- tional and on the European scales. The provinces, which compose the macroregion, belong among the poorest areas in the European Union. In this context, develop- ment of transport infrastructure is being mentioned as one of basic instruments of the regional and spatial policy, which may accelerate the development of the area and diminish the negative consequences of its peripherally. The effectiveness of invest- ment projects is increasingly frequently assessed in the perspective of changes in spatial accessibility. -

Luxembourg, 1st December 2016 Environmental and Social Data Sheet Overview Project Name: S7 AND S8 EXPRESSWAYS (TEN) II - POLAND Project Number: 2016-0660 Country: Poland Project Description: Construction of 3 dual carriageway, 2x2 lane, road sections, located on the expressways S7 (north-south connection between Gdansk and Warsaw) and S8 (connection between Warsaw and the future „Via Baltica” leading to the Lithuanian border) in Masovian Voivodship for a total length of 110 km. EIA required: yes 1 Project included in Carbon Footprint Exercise : yes Environmental and Social Assessment Environmental Assessment The project includes both refurbishment and new construction works for 3 separate road sections on S7 and S8 expressways in Masovian Voivodship for a total length of approximately 110 km. One component concerns the construction and partial reconstruction of a 71.3 km long dual carriageway section on expressway S7 between Napierki and Plonsk. The new expressway partially follows the existing alignment, but for almost 40 km it is planned along a new alignment, parallel to the existing National Road 7, which after opening of the new expressway, will be used for local traffic. This component is located in primarily rural environment. The other component includes the reconstruction and widening of two distinct dual carriageway sections (29.1 km and 9.4 km) on expressway S8 between Wyszkow and the border of Masovian Voivodship along the existing alignment of the National Road 8 which runs mostly through forested areas. The project falls under Annex I of EIA Directive 2011/92/EU, as amended, requiring a full EIA. Both components were subject to a full EIA procedure; for the S7 component in May 2008 and for the S8 component section in June 2009. -
