EVD SITUATIONAL UPDATE IN Kasese Uganda 23082019  Daily report from Kasese is being provided and shared at the national level

General Preparedness information in Rwenzori, Albertine Region, South Western and West Nile  Active case search continues in all communities, health facilities and on formal and informal border crossing in all districts especially in the high-risk ones.  Alert cases continue to be picked, isolated, treated and blood samples picked for testing by the Uganda Virus Research Institute (UVRI). The alerts are highlighted in the specific district reports below under the Surveillance section.  Daily readiness for is being shared and circulated at national level  Continued follow up on the readiness and alerts in following Goma events with daily reports being provided

PREPAREDNESS IN THE FIELD (PROGRESS AND GAPS) 1. WEST NILE KEY HIGHLIGHTS  No alert reported in the region COORDINATION  IDI and Arua district are continuing with EVD readiness assessments in the region. Teams are conducting assessments in Koboko, Yumbe, Moyo and Adjumani and will continue in Zombo, Nebbi, and Pakwach. The assessment will form basis EVD preparedness support in the region SURVEILLANCE  No EVD related alert reported in the region  Active case search and alert management being conducted in the districts

The PoE screening was halted when the URCS support closed out

CASE MANAGEMENT AND IPC  No case admitted in any isolation facility in the region

RISKCOMMUNICATION AND SOCIAL MOBILIZATION  The risk communication and social mobilization (RCSM) team continues to engage public places and conducting one on one sessions, house to house, and small group sessions in the region  The DTFs in the West Nile districts to follow up on RDCs’ offer of airtime for EVD messaging and public awareness

LOGISTICS Needs  Payment of screeners at PoE in Dei, Singla/Panyimur, Goli, Paidha, and Padea

RECOMMENDATIONS  NTF should provide a feedback to the districts on payment of screeners

SURVEILLANCE In , 196 Congolese were screened as of last week. Facility weekly reporting was at 74.4%, Kiseke h/c II, Azur H/C IV, RHU clinic, Hope clinic, Police clinic, Bujumbura H/C III, Dwolhi H/C III, Kyabasenjya H/C II did not report.

At the three POEs, Sebigoro, Nsonga and Kaiso, a total of 105 new arrivals from DRC were screened for EVD on 23rd August 2019. See table below; No EVD suspected case detected among new arrivals. CASE MANAGEMENT AND IPC No alert or suspected case in isolation Hoima, Kagadi, Bulisa and as of 23rd August 2019.

RISKCOMMUNICATION AND SOCIAL MOBILIZATION Radio talk shows are ongoing at radio Liberty FM, but there is a need for other local languages in Hoima district.

LOGISTICS Needs Hoima District  No infra-red thermometers  Entry of Congolese in the District at night un screened.  No sanitation facilities at Kaiso PoE and other sites.

RECOMMENDATION  UNHCR/WHO to support in supplying the infra-red thermometers to Hoima district  UNNCR to expedite the process of setting up sanitary facilities at Kaiso POE

KISORO KEY HIGHLIGHTS  No alerts reported in Kisoro district  Looked at rentals for possible WHO field office  IDI team, WHO IPC consultant and MOH representative conducted IPC, lab and surveillance assessment of 12 more health facilities in the district. COORDINATION  No updates SURVEILLANCE  No alerts reported from Kisoro district by the time of writing this report. CASE MANAGEMENT AND IPC  There is no case isolated at Bunagana HCII  Today the team of 12 reps from IDI in 3 groups visited health facilities including; Maregamo HC, Chahafi HCIV, Nyakinama HC, Kibumba HCII and conducted IPC, surveillance and Laboratory assessment. The visits were conducted along with the WHO IPC consultant, the district lab focal person, District environmental officer and a rep from MOH.

RISKCOMMUNICATION AND SOCIAL MOBILIZATION  Obulamu is continuing the 05day community sensitization activities in Chahi sub-county.  The red cross team and the DHE conducted orientation of 65 VHTs on EVD. They plan to strengthen Community based disease surveillance as well as risk communication. The activities were conducted in Chahi sub-county at Nyakabande health county headquarters. The participants were from the sub counties of Chahi, Nyabwishenya and Nyakabande. LOGISTICS Needs  District awaits the promised isolation tent from the MOH

RECOMMENDATIONS  Need to communicate to MOH of the need to expedite the provision of the isolation tent for Kisoro hospital 4. Diocese in hosting an average of 3500 people from Kisoro, Kanungu, Rubirizi, Rukungiri, Rukiga, Rubanda for the Eucharistic congress ending on 25th August 2019.  now manages 21% (10) POEs out of 47 CARFOMI is managing one.

COORDINATION  One (01) WHO vehicle is supporting EVD preparedness and response in southwestern Uganda as of 23rd August 2019.  IPC Focal Persons meeting for Kisoro Hospital in Kisoro District held today the 23rd August 2019.Chaired by the IPC team Lead in attendance was the PNO, Hospital administrator. The IPC Focal person meeting in Kisoro Hospital deliberated on:  Kisoro Hospital General cleaning to be conducted every first Friday of the month.  Security personnel to clean and observe 5s (Sort, Set, Shine, Standardize, Sustain) in their office before 30th August 2019.  Conducting meetings for IPC updates from the focal persons every Friday Promptly at 3.00p.m  To conduct weekly IPC assessments by 5 IPC Focal Persons for the Kisoro Hospital 19 units.  All staff to stop working with their babies on the ward with effect from 1st September, and should make use of the nursing room provided by the hospital management.  To mentor another staff to manage the theater laundry to decrease on the staff work load with effect from 1st September 2019.  A Pre- handover meeting for the ETU in Kihihi in Kanungu District was postponed to 29th August 2019.  Kanungu District IPC mentors, meeting postponed to 29th of August 2019.  Next DTF meeting for Rubirizi postponed to 26th August 2019; Rukungiri to be held on the 26th August 2019; Kisoro to be held on 28th August 2019

SURVEILLANCE  Kanungu District POE EVD Surveillance report Summary signifies that now 10 POEs are managed and Functional out of the 47 POEs.  Kanungu POE cumulative number of people crossing over from DRC to Uganda for the week of 12th August 2019 to 18th August was 20727 while for 5th August 2019 to 11th August 2019 cumulative number of people crossing was 19585, With an increase of 142 persons.

 Risk communication to be intensified since the community has negative attitudes towards the construction of the ETU in Kihih HCIV Kanungu District  CARFOMI sponsored one EVD radio talk show in Kanungu District for the month of August 2019.  Red cross conducted risk communication in17 sub counties in Kanungu District.  CARFOMI Procured two billboards for EVD messages one to be placed in Kihihi Town council the other in Butogota parish.

CASE MANAGEMENT AND IPC  No EVD alert or Suspect admitted or isolated in any part of south western region as of 23rd August 2019.  Introduced infant feeding in the context of EVD in Kisoro District to be managed by the Peadiatric unit in Kisoro Hospital. IPC  Conducted a joint IPC assessment WHO and IDI in private facilities in Kisoro District.  The assessment tool used had 2 IPC core components (IPC Program and guidelines)  Findings were the Facilities assessed had knowledge about the IPC program but it was inactive, the IPC guidelines were also partially observed and unavailable to be consulted when a need arises. Actions  Developed activity plans for the Gaps identified in the IPC program and guidelines. LOGISTICS  To provide staff, with welfare for taking care of alerts or suspects in Kihihi HCIV in Kanungu District.  To avail isolation management with patient welfare logistics Needs  To avail supplies and equipment to Kihihi HCIV Infectious Disease Treatment Unit by 29th August 2019
