Justification for Locating the Project in Forest Area Justification for locating the project in forest area Infrastructure development particularly faster movement and transportation of goods in a country like India is a guiding factor for economic development. Proper transportation of goods requires comprehensive transport systems and increasing road traffic requires better roads. Hence it becomes necessary to create a new road network or upgrade the existing road network. With a view to upgrade and rehabilitate the existing highway where necessary, Public Works Department (National Highway) of Maharashtra State has envisioned upgradation of existing highway to two lane/four lane with paved shoulders. The project alignment is an amalgamation of SH-240, SH-203 & SH-201 passing through Morshi, Chandurbazaar and Achalpur town forming an important artery for movement of goods from Amravati. Goods transported are seasonal crops and agricultural products throughout the year from different places located in Morshi, Chandurbazaar and Achalpur to Daryapur, Akot, Paratwada Akola Chikhaldara. The Achalpur town has been a major trade center for Palmarosa oil in India. The major commodities for trade includes natural gums, Cottons, Banana, Oranges, Red Chilies Ground Nut, Honey, Millet, Milo, wheat, Sunflower. It is appreciated that over a horizon of next 20-30 years, this road will serve a critical purpose of linking Amravati & Warud to Paratwada & Chikhaldara, contribute substantially to the development of the local economy and Tourism. Further a number of remote villages are also being provided connectivity under the PMGSY and the take-off points emanate from this highway. Since this is an upgradation project of Existing highway to two lane/four lane with paved shoulders, so no alternative has been examined. Wherever possible non forest land has been used for the alignment. In view of above reason, Alignment passes through 3.123 Kms of forest land in six patches which cannot be located on non-forest land. Hence the proposed diversion of 4.0077 ha in the final alignment is fully justified. .

    District Survey Report Akola Preface In compliance to the Notification Issued by the Ministry of Environment, Forest and Climate Change dated 15 th January, 2016, the preparation of District Survey Report of River bed mining sand other minor minerals is in accordance appendix X of the notification. It is also mentioned here that the procedure of preparation of District Survey Report is as per notification guidelines. Every efforts have been made to cover sand mining location, area and overview of mining activity in the district with all its relevant features pertaining to geology and mineral wealth in replenishable and non-replenishable areas of rivers, stream and other sand sources. This report will be a model and guiding document which is a compendium of available mineral resources, geographical set up, environmental and ecological set up of the district and is based on data of various departments, published reports, and websites. The data may vary due to floods, heavy rains and other natural calamities. Therefore, it is recommended that Sub divisional Level Committee may take into consideration all its relevant aspects/data while scrutinizing and recommending the application for EC to the concerned authority. DISTRICT SURVEY REPORT FOR RIVER SAND MINING PROJECT DISTRICT – AKOLA As per Gazette Notification of 15 th January 2016 of Ministry of Environment, Forest and Climate change a Survey shall be carried out by the District Environment Impact Assessment Authority (DEIAA) with assistance of irrigation department, Drainage department, Forest department, Mining Department and Revenue department in the district for preparation of District Survey Report as per the sustainable Sand Mining can be allowed; and identification of areas of erosion and proximity to infrastructural structures and installations where mining should be prohibited and calculation of annual rate of replenishment and allowing time for replenishment after mining in that area.

    PREFACE Melghat Tiger Reserve (MTR), the part of Satpuda Maikal ranges falls in Amarvati, Akola and Buldhana districts of Vidharbha in Maharashtra. It is one of the 9 Project Tiger declared initially in 1973 by Government of India and came into existence on 22nd Feb, 1974 as the first tiger reserve of Maharashtra. MTR is the store house of biodiversity and tribal culture. MTR is a typical representative of Central Indian Highland forming a part of the Bio- geographic zone ‘6 E-Deccan Peninsula’– Central Highlands. The reserve forms an important corridor between protected and forests areas of Madhya Pradesh and Maharashtra ensuring contiguity of forests in Satpuras. Melghat Tiger Reserve is predominately inhabited by Korku tribes. The Korkus, Nihals and Gaolis have their own tradition of indigenous ethno botanical knowledge. The gotras of Korkus are seen to have been named after trees e.g. Jamunkar, Semalkar etc. which goes to prove the integration of their culture with nature. The reserve forms a very important catchment to Tapi and Purna river systems with important tributaries like Dolar, Khandu, Sipna, Gadga, Khapra and Wan river. The river Chandrabhaga which originates from Chikhaldara has its watershed in the reserve. The Gavilgarh fort and Vairat points in the Vicinity of Chikhaldara hill station have important historical significance. Crevices in valleys and forts offer good hiding spaces for wildlife. It harbours a viable population of Tiger (Panthera tigris) and of the endangered Gaur (Bos gaurus). All India Tiger Census, 2010 estimated the presence of about 32-35 tigers in the reserve and it has the potential of supporting 50 tigers based on today’s prey base available as estimated by the method of Hayward et.al.
