WatchBigSky.com 2 2018-19 Big Sky Women’s Basketball 2018-19 BIG SKY WOMEN’S BASKETBALL CenturyLink Arena March 11-13, 15, 2018 About CenturyLink Arena For the fourth-straight season, all Big Sky members will compete in the conference tournament with the field featuring 11 teams for both the men and women in 2019. The top five teams in the final reg- ular season standings will earn a bye to the quarterfinal round of the Big Sky Championship.The six- day event will be held in the state of Idaho for the first time since 1994 when former Big Sky member Boise State served as the championship host. CenturyLink Arena has a 5,000 seat arena bowl that brings all fans right on top of the action and offering the intimate atmosphere for your favorite event. Located in downtown Boise, the arena hosts an average of 100 events annually and has welcomed over 5.5 million attendees in 20 years. It also hosts numerous concerts, trade shows, and conventions each year. CenturyLink Arena is attached to the Grove Hotel. APPLICABLE STATUTES, RULE OR POLICY Idaho State Board of Education Governing Policies & Procedures, Section I.E.2.d. and e. Idaho Code §33-102A ALIGNMENT WITH STRATEGIC PLAN Chief Executive Officer salary adjustments are a non-strategic Board governance agenda item. BACKGROUND/DISCUSSION Per a March 22, 2019 guidance memo from the Division of Financial Management (DFM) and Division of Human Resources, “[p]ay increases for [agency] directors will be determined by the Governor. For those reporting to a Board or Commission, the governing board shall make a recommendation in a letter to the Governor for his review by May 6, 2019.” Idaho Code §33-102A provides that [t]he state board of education is hereby authorized to appoint an executive officer of the state board who … shall receive such salary as fixed by the state board.” The Board’s recommended salary change for its Executive Director was sent to DFM on April 23, 2019. Pursuant to Board Policy I.E.2.d., the administrator of the Division of Career Technical Education, the administrator of the Division of Vocational Rehabilitation, and the general manager of Idaho Public Television “are evaluated by the Executive Director annually, who makes recommendations to the Board with respect to compensation and employment.” The Board’s Executive Director has completed annual performance evaluations for these agency heads and transmitted salary recommendations to DFM on or before May 2, 2019.

REFERENCE May 2017 Idaho State Board of Education (Board) conducted performance evaluations for the institutions’ chief executive officers, including the presidents of Boise State University and the University of Idaho. June 2017 Board approved salaries for the institutions’ chief executive officers, including the presidents of Boise State University and the University of Idaho. BACKGROUND/DISCUSSION The Board approved salaries for chief executive officers and agency directors under the direct governance of the Board at the June 2017 Board meeting. The proposed contracts incorporate the approved salaries into the applicable chief executive officer employment agreements. The contracts also extend the terms of the affected presidents’ employment agreements for one additional year. IMPACT Approval of the proposed employment agreements will implement the Board’s recent decisions on salaries and duration into amended employment agreements for the affected chief executive officers. STAFF COMMENTS AND RECOMMENDATIONS The provisions of the proposed amended employment agreements conform to the specifications of Board Policy I.E. “Executive Officers” as updated in October 2016.
