I am a Board Certified Neurologist and the Medical Director of the Joint Commission Certified Comprehensive Stroke Program at Fort Sanders Regional Medical Center. I am writing to express my full support for Rehabilitation Hospital of Knox County, LLC’s companion Certificate of Need applications seeking approval to renovate the downtown Patricia Neal Rehabilitation Center and utilize a portion of the beds from Patricia Neal Rehabilitation Center to build a freestanding inpatient rehabilitation hospital in the western area of Knoxville, , on the Fort Sanders West medical campus. These companion projects will be jointly owned and operated by Covenant Health and Encompass Health, owners of Rehabilitation Hospital of Knox County, LLC. These projects will better serve and benefit our community by combining resources, knowledge, and expertise of two well-respected healthcare companies to modernize and enhance inpatient rehabilitation services in our area.

Hundreds of stroke patients receive care at the current Patricia Neal Rehabilitation Center each year following an acute care hospital stay, as inpatient rehabilitation is crucial to the ongoing care for so many patients recovering from stroke. Although I can attest that my patients receive excellent care from the physicians, nurses, therapists, and other staff in the existing facility, the renovation of the existing space now housing the Patricia Neal Rehabilitation Center is greatly needed to improve the patient and family experience at the facility. I am also in full support of the new freestanding inpatient rehabilitation hospital in this planning region which will add additional private rooms and expanded areas for therapeutic interventions not only for stroke patients but for all patients who would benefit from inpatient rehabilitation services.

I hope you will support the granting of the Certificates of Need to the Rehabilitation Hospital of Knox County, LLC for the renovation of the Patricia Neal Rehabilitation Center and development of a freestanding inpatient rehabilitation hospital in this planning region. I am a physiatrist at Patricia Neal Rehabilitation Center. I am writing to express my strong support for Rehabilitation Hospital of Knox County's two CON applications for both and .

As a physiatrist, I provide medical rehabilitation for inpatients of the current Patricia Neal Rehabilitation Center where I first began practicing in 1989. Other than a 2 year period away from this role, I have provided care for patients in Patricia Neal Rehabilitation Center since that time. For a period of that time away, I worked in an Encompass Hospital and was impressed with the level of technology available to enhance patient outcomes and the sharing and implementation of best practices across multiple Encompass Health hospitals to improve processes that enhance quality, service, and utilization of financial resources.

The minimum requirement for an inpatient rehabilitation center is to have knowledgeable and skilled staff, but a first-rate facility requires more. It requires staff who are sincerely caring and supportive of each other as well as the patients and their families. The staff address the fears and aspirations of their patients so that patients not only know they are cared for, they feel It! It is this aspect of Patricia Neal that has helped it be a first-rate facility and to earn top awards for customer satisfaction for multiple years. The staff at Patricia Neal have lived the Covenant Pledge of Patients First, Excellence Always, and First and Best choice even before the pledge was adopted throughout Covenant Health.

These two CON projects will create much-needed facility modernizations to further improve both patient and family experience. I urge the Agency to give favorable consideration to both of these collaborative CON projects as we seek to better care for many patients across East Tennessee.

The intensity of physical, occupational, and speech therapies is unique to acute inpatient rehabilitation and results in shorter lengths of stay while still yielding improved functionality and simultaneously promoting family participation in the process. This allows for the level of privacy which should always exist in any healthcare facility in my opinion.

When It opened In 1978, Patricia Neal Rehabilitation Center was the first acute inpatient rehabilitation facility in Knoxville. For the past forty-two years, over thirty-five thousand patients and families from Knoxville and many other communities have been admitted to the Patricia Neal Rehabilitation Center, following devastating Injuries and illnesses. They have received intensive and specialized life-changing rehabilitation care. The Patricia Neal Rehabilitation Center Is known for treating the most challenging of rehabilitation patients, helping them restore their abilities and rebuild their lives with compassionate, caring and Individualized rehabilitation programs. Patricia Neal Rehabilitation Center has received numerous regional and national awards for excellence in patient satisfaction and quality outcomes.

While patients continue to receive excellent and Individualized care by the physicians, nurses, therapists, and other rehabilitation staff, the facility Itself is outdated and lacking In many amenities that patients expect, such as private rooms and private bathrooms. The renovation of the existing space now housing the Patricia Neal Rehabilitation Center will greatly Improve the patient and family experience by modernizing the facility, In addition, the new freestanding Inpatient rehabilitation hospital will also have all private rooms and the additional space to provide for advanced state of the art equipment and technologies, Inpatient rehabilitation care is a crucial part of the health care continuum of care, utilizing medical care by physicians as well as Intensive physical, occupational, and speech therapies, rehabilitation nursing, and other rehabilitation services to help patients Improve function and return sooner to their highest level of functional Independence.

The excitement I felt in 1978 I still feel today, as I see the staff and physicians at Patricia Neal working together to provide the best care for each patient and to support the patients' families, knowing they are helping these patients and their families overcome tremendous challenges to achieve their highest level of functional independence. On behalf of the hospitals of Covenant Health, I am writing to express our full support for the two Certificate of Need (CON) applications filed by Rehabilitation Hospital of Knox County, LLC. The two companion CON applications seek approval to 1) modernize the Patricia Neal Rehabilitation Center (PNRC) on the Fort Sanders Regional Medical Center campus in Downtown Knoxville - and 2) utilize a portion of the existing licensed beds from PNRC to build a new freestanding inpatient rehabilitation hospital in West Knoxville. These two companion projects will be jointly owned and operated by Covenant Health and Encompass Health through the applicant organization. Moreover, these projects seek to better serve and benefit our community by combining significant resources, knowledge, and expertise to better serve out­ patients.

Covenant Health is a comprehensive, community-owned health system dedicated to improving the health of the people it serves - and is governed by a voluntary board of directors made up of community leaders and medical professionals. Currently, Covenant Health includes nine acute care hospitals in East Tennessee: Methodist Medical Center of Oak Ridae. Fort Sanders Regional Medical Center and Parkwest Medical Center in Knoxville, Fort Loudoun Medical Center in Lenoir City, LeContc Medical Center in Sevierville, Morristown-Hamblen Healthcare System in Morristown, Roane Medical Center in Ilarriman, Claiborne Medical Center in Tazewell and Cumberland Medical Center in Crossville. The purpose of this letter is to express my support for the Rehabilitation Hospital of Knox County, LLC’s companion Certificate of Need applications by Covenant Health and Encompass Health.

As the administrator of Fort Sanders Regional Medical Center (FSRMC), 1 realize that our Patricia Neal rehab rooms are outdated and do not meet current facility expectations for the needs of our rehabilitation patients and their families. As a comprehensive stroke center, our families serve a very important role in the post-acute recovery of stroke patients and it is important for us to ensure that families have sufficient space to remain comfortable in order to provide the essential support. Unfortunately, we do not have private showers within the room space for patients, or enough leisure space for family members who oftentimes spend the majority of every day with their loved ones.

The reconstruction of the current space to individual private rooms in addition to the building of the new facility will provide not only the much needed updated spaces, but will provide greater access geographically for families who oftentimes travel long distances to provide much needed emotional support to their loved ones.

In closing, the current Patricia Neil Facility was originally built in 1978 and is in dire need of facility upgrades. The new facility will not only provide for modern and comfortable space, but will further improve access for patients and families requiring specialized care in the region.

Serving the area since 1978, the Patricia Neal Rehabilitation Center is East Tennessee's recognized leader In rehabilitating stroke, spinal cord and brain injury patients and is currently one of the largest inpatient rehabilitation centers within an acute care hospital in the country. But the need to expand and update services, technology, and facilities is critical in meeting the ever increasing healthcare demands of our region.
