Clare County Mobile Food Distribution: The Greater Lansing Food Bank will be providing free food distribution at the Clare County Fairgrounds on Saturday, October 3, 2020. Registration begins at 9am with distribution taking place from 10:30am until noon.

MIDHHS Notice of Aerial EEE Mosquito Spraying Treatment: The City received Notice from the Department of Health & Human Services of scheduled spraying in specifically identified areas within Clare County to combat Eastern Equine Encephalitis.

Early AV Processing: The State has approved legislation to allow certain cities and townships to begin opening absent voter ballot envelopes the day prior to election day. This does not apply to the City of Clare.

Free Drive-Through Mobile Food Distribution For Clare County Residents

418 Fairlane St., Harrison, MI 48625 Participation Details  All Clare County residents in need of food or in financial hardship can participate  One household per vehicle is encouraged.  Bring either a government issued ID or piece of mail with your address for proof of residency in Clare County.  Stay in your vehicle for registration and food distribution.  Food will be placed in your trunk/hatchback, so please make room in advance.  If you do not have access to a vehicle or are experiencing COVID-19symptoms, please stay home and arrange for someone to bring your ID and a note allowing them to pick up food for you.  Restrooms will NOT be available.

Aerial treatment scheduled to begin tonight to combat Eastern Equine Encephalitis

LANSING, Mich. – Aerial treatment to combat Eastern Equine Encephalitis (EEE) is scheduled to begin tonight in several Michigan counties the Michigan Department of Health and Human Services (MDHHS) announced today.

“There is an ongoing threat to the health and safety of Michiganders,” said Dr. Joneigh Khaldun, chief medical executive and chief deputy for health at MDHHS. “We are taking this step in an effort to protect residents in areas of the state where we know mosquitoes are carrying this potentially deadly disease.”

The areas slated for treatment tonight are identified in the Aerial Treatment Zones Map and include:

 Blocks 4-1 and 4-2 in Montcalm County.  Blocks 9-1, 9-2, 9-3 and 9-4 in Clare County.

If time and weather permit, the following areas will also be treated:

 Block 5-1 in Kent County.  Block 6-1 in Newaygo, Oceana and Muskegon counties and Block 6-2 in Newaygo County.  Block 7-1 in Mecosta County.  Block 8-1 in Mecosta and Isabella counties.  Block 10-1 in Ionia County.

Please refer to the County-level Aerial Treatment Maps for more details of the identified zones’ locations. These schedules are weather dependent and may change. The most up-to-date information will be posted here at Michigan.gov/EEE.

All other treatment zones in Barry, Jackson and Oakland counties will not be treated this evening.

Aerial treatment will be conducted by Clarke from St. Charles, Ill., using specialized aircraft, beginning in the early evening and continuing up until the following dawn. Treatment will be conducted using Merus 3.0, the same product used in 2019 in Michigan to treat 557,000 acres. Merus 3.0 is registered with the U.S. Environmental Protection Agency and Michigan Department of Agricultural and Rural Development and is labeled for public health use over residential areas.

As of Tuesday, Sept. 15, EEE has been confirmed in 22 horses in 10 counties in Michigan. In addition, there is one suspect case of EEE in a Barry County resident.

EEE is one of the most dangerous mosquito-borne diseases in the United States, with a 33 percent fatality rate in people who become ill and a 90 percent fatality rate in horses that become ill. People can be infected with EEE and other mosquito-borne diseases from the bite of a mosquito carrying the viruses.

Signs of EEE infection include the sudden onset of fever, chills, body and joint aches which can progress to a severe encephalitis, resulting in headache, disorientation, tremors, seizures and paralysis. Anyone who thinks they may be experiencing these symptoms should contact a medical provider. Permanent brain damage, coma and death may also occur in some cases.

Residents can stay healthy by following steps to avoid mosquito bites:

 Apply insect repellents that contain the active ingredient DEET, or other U.S. Environmental Protection Agency-approved product to exposed skin or clothing, and always follow the manufacturer’s directions for use.  Wear long-sleeved shirts and long pants when outdoors. Apply insect repellent to clothing to help prevent bites.  Maintain window and door screening to help keep mosquitoes outside.  Empty water from mosquito breeding sites around the home, such as buckets, unused kiddie pools, old tires or similar sites where mosquitoes may lay eggs.  Use nets and/or fans over outdoor eating areas.

MIRS BREAKING NEWS: Senate OK With Clerks Opening AV Envelopes A Day Early; Ombudsman Supports Nursing Home Decision; More News -- 1:05 p.m. https://mirsnews.com/alert.php?alert_id=3338

Clerks of Michigan townships or cities with 25,000 people or more will be able to open the postage envelopes of absentee voter (AV) ballots between 10 a.m. and 8 p.m. the day before Election Day, under legislation the Senate passed this morning, 34-2.

For the 2020 election only, local clerks will need to give the Secretary of State a 20-day head's up that they will be doing this early AV ballot preparation. Election inspectors will be appointed to oversee the envelope opening and a post-election election report will be issued on how the process went.

The S-6 version of SB 0757 has the clerks putting the opened envelopes in a sealed, locked container at the end of the day. Those containers must be stored in a locked room. The ballots inside will be able to be counted on Election Day.

The move comes after Secretary of State and local clerks relayed concerns to lawmakers about how they would handle the flood of AV ballots expected for the Nov. 3 election. Early estimates have 6 million voters expected to participate with as many as half, if not more, casting ballots absentee to prevent potential COVID-19 exposure at the polls.

Senate Majority Leader (R-Clarklake) had been originally cool on the idea of handling the AV ballots early in any way until recently (See "Early Ballot Envelope Opening May Happen In '20 As Trial," 9/9/20).

But after the primary election, in which tired election workers were up well into the next morning processing ballots, Shirkey spent some time looking at ways to provide clerks some relief, said spokesperson Amber McCANN.

"He met with a lot of clerks over a number of weeks to get a better understanding on how this would be helpful to them specifically," McCann said.

Sen. Tom BARRETT (R-Fowlerville) and Sen. Lana THEIS (R-Brighton) cast the two no votes on the bill. Barrett said he's concerned about what would happen if the seal on the absentee ballot bin is somehow broken between the time it's stored until the time it's opened the next morning.

Under current practice, a broken seal on a container renders the ballots inside uncountable in the cases of a recount. Would that be the case here? Could AV voters have their ballots not counted?

"The election results in a number of races could be extremely close so we should be erroring on the side of caution," Barrett said in arguing against the early handling of the ballots.

However, he said if the House addresses this issue satisfactorily, he would support SB 0757 on its return to the Senate.

Meanwhile, in the House Ways & Means Committee this morning, legislation allowing AV ballot counters to work in shifts passed unanimously.

The H-1 version of SB 0756 requires clerks of cities and townships of any size to let the Secretary of State know 20 days beforehand that they plan on running AV counters in shifts for the Nov. 3 election only and what those shifts, in particular, would be.

There can't be a gap in the shifts and the election inspectors from each major political party must never leave the absentee voter ballots unattended.

Rep. Rebekah WARREN's (D-Ann Arbor) attempt to tie bar SB 0756 to House bills that would allow for early ballot processing up to seven days before an election and a 24-hour grace period for late-arriving ballots postmarked by Election Day. That and a third amendment regarding calling AV voters with a signature discrepancy were defeated on party-line votes.
