Centro de Estudios y Documentación InternacionalesCentro de Barcelona E-ISSN 2014-0843 B-8438-2012 D.L.: opinión EMMANUEL MACRON EATS 561 HUMBLE PIE DECEMBER 2018 Francis Ghiles, Associate Senior Researcher, CIDOB uropean Union leaders will hope that the tax concessions announced by Emmanuel Macron will prove sufficient to quell more than a month of vi- olent anti-government protests but the truth is that we are witnessing the Esame dynamic across the Western world, from Trump’s America and Brexit to the Five Star Movement in Italy and the AfD in Germany. Populist movements are on the rise and Europe is increasingly difficult to govern. The gilets jaunes rage was triggered by a rise in fuel taxes which are hard to bear for neglected rural areas and small towns that are more vulnerable to the higher cost of driving, yet with fewer alternatives to affluent cities. Wearing the gilet jaune is meant to ensure its wearer is visible on the road. Whatever the outcome of this conflict, the gilets jaunes have won the war of cultural representation. Working-class and lower middle-class people are visible again. The new social geography has concentrated employment and wealth in the big cities, leaving a “peripheral France” of rural areas and small towns which is “invisible” in Paris. Five years ago, the young author Edouard Louis described the reaction of disbe- lief his manuscript En finir avec Eddy Bellegueule (Le Seuil 2014) met after he sent it to Parisian publishers. They could not believe such characters actually existed. The book was eventually published to great acclaim and the author explained that the characters he described suffered from “more than a form of invisibility, a very violent form of exclusion”.

An international manhunt was well under way for the plotters behind the world’s biggest-ever computer ransom assault. The indiscrimi- nate attack, which began Friday, struck banks, hospitals and government agencies in more than 150 countries, exploiting known vulnerabilities in old Microsoft com- puter operating systems. US package delivery giant FedEx, European car facto- ries, Spanish telecoms giant Telefonica, Britain’s health service and Germany’s Deutsche Bahn rail network were among those hit. Europol executive director Rob Wainwright said the situation could worsen today as workers return to their offices after the weekend and log on. “We’ve never seen anything like this,” the head of the European Union’s policing agency told Britain’s ITV televi- sion, calling its reach “unprecedented”. “The latest count is over 200,000 victims in at least 150 countries. Many of those victims will be businesses, including large corporations. We’re in the face of an esca- lating threat.

  • At Home in the World Di Vivienne Walt
TIME.COM – 7 NOVEMBRE 2017 At home in the world di Vivienne Walt In December, if they accept the invitation of the President of France, leaders of 100 countries will descend on Paris to ramp up the global fight against climate change. But in a striking omission, one major name is not on the list: U.S. President Donald Trump. When TIME sat down with President Emmanuel Macron in the Élysée Palace on Nov. 7, he said the U.S. leader would not be among the guests at his Dec. 12 summit, “except if you get this big announcement coming from himself that he has decided to join the club.” The “club,” of course, comprises every other country on the planet, now that even Syria has pledged to join the Paris Agreement on climate change, which was negotiated in the French capital in 2015 to drastically rein in carbon emissions and stave off disastrous global warming. Since Trump alone has rejected the agreement and vowed to cancel the U.S.’s climate commitments, much of the responsibility for leading this club has fallen to an erudite young Frenchman who has only just begun his career as an elected politician. Climate change is the most global of all the world’s problems, but it is hardly the only one: there are nuclear threats, far-right nationalism, jihadi terrorism and technological disruption. For all those, too, the French President is eager to discuss what his country can offer. And although he says he’s not seeking to become the leader of the free world, he can sound like he is.“Today, de facto, we are part of the global leadership on climate change,” he says, speaking in his excellent English, a very rare thing for French leaders.
