The DOTC-MRT III (Metro Rail Transit III), through its General Appropriations Act of 2014 intends to apply the sum of ONE HUNDRED SEVENTY EIGHT MILLION THREE HUNDRED TWENTY ONE THOUSAND SIX HUNDRED EIGHTY PESOS (P178,321,680.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the PROCUREMENT OF DOTC-MRT III SECURITY SERVICES REQUIREMENT. Bids received in excess of the ABC shall be automatically rejected on bid opening. 2. The DOTC-MRT III now invites bids for security services contract with the following description. LOT NO. Bidders should have completed, within the last three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II-Instructions to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using a non- discretionary “pass/fail” criteria as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations. 4. Interested bidders may obtain further information from the Department of Transportation and Communication and inspect the Bidding Documents at the address given below from 8:00am to 5:00pm only. 5 A complete set of Bidding Documents may be purchased by interested Bidders or their duly authorized representatives starting on 19 August 2014 until the deadline for the submission and opening of bids from 8:00 a.m. to 5:00 p.m. at the BAC Secretariat at Unit 22, 2nd Floor, The Columbia Tower, Brgy. Wack-Wack, Ortigas Avenue, Mandaluyong City, upon payment of a non-refundable fee for the Bidding Documents in the amount of Fifty Thousand Pesos (P50,000.00). Bid documents may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (www.philgeps.net) and the DOTC (ww.dotc.gov.ph) provided that Bidders shall pay the non-refundable fee for the Bidding Documents not later than the deadline for the submission of their bids. 5. The DOTC-MRT III will hold a Pre-Bid Conference on 05 September 2014, 10:30 a.m. at the 16th Floor, DOTC Conference Room, Department of Transportation and Communications, The Columbia Tower, Brgy. Wack-Wack, Ortigas Avenue, Madaluyong City which shall be open to all interested parties. 6. Bids must be delivered to the address below not later than 17 September 2014, 1:00 p.m. at Unit 167, 16th Floor, The Columbia Tower, Ortigas Avenue, Mandaluyong City. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bid opening shall be on 17 September 2014, 1:00 p.m. at 16th Floor, DOTC Conference Room, Department of Transportation and Communications, The Columbia Tower, Ortigas Avenue, Barangay Wack-wack, Mandaluyong City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted. 7. The DOTC-MRT III reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders. 8. Pasig City implemented a free bus service within Ortigas to address the need for public transportation. This Study assessed the implementation arrangements for a free bus service in Ortigas. The Study finds that there is a valid demand for the bus service as Ortigas is a key trip generator. However, the present free bus service is not financially viable. The Study shows that a fleet size fitted for demand will be more efficient than the current service. The Study finds that a Hybrid PPP Model for the bus service is more viable than a Pure PPP Model and the current arrangements. Both PPP Models will require the same institutional requirements such as a PPP Ordinance, the setting-up of a PPP Committee, and processes consistent with the awarding of local government contracts. Silan Mary Anne F. Rivera Loraine T. Chulipa University of the Philippines Diliman This study sought to explore the overall lived experiences of transgender women in riding the MRT using a qualitative field research design and conducting short interviews with one MRT official, three security guards, and in-depth interviews with five transgender women. Findings show that there is no official policy for transwomen in the existing MRT segregation scheme, which places the exclusion or inclusion of the women to be primarily dependent on security guards and personnel who have varying attitudes and conduct towards transwomen. Transwomen participants place primacy on the general hassles of the MRT system (long lines, congestion, and unpleasant environmental conditions), the experience of which seems to be influenced by the phase of transition and apparent femininity of the transwomen, with transitioning and less feminine-looking transwomen being more likely to be excluded and receive harsher reactions. All transwomen participants experienced sexual harassment in one form or another. The importance of changing the attitudes of people and the wider culture before structural and policy changes is recognized. Narratives of transwomen’s coping strategies, experiences with officials and fellow passengers, and their outlook on various MRT issues are also presented.     The Cost of Fare-Free Public Transit in the COVID Economy: Looking into the Case of the EDSA Carousel Bus System in the Philippines Ivan Harris Tanyag University of the Philippines, Diliman ([email protected]) Abstract Transportation costs in public transit are usually fixed to provide mobility to the largest segment of the public. Subsidies are also provided in the form of discounts to students, the elderly, and persons with disabilities. Operators are subjected to follow a fare matrix based on the travel distance between two points. Subsidizing the full transportation costs would require the government to allot funding to cover the operation costs. Businesses may also provide free transit, though most of their operation is funded through corporate sponsorships. Only a few cities in the world currently operate on this scheme, most likely due to the resistance against fare-free public transit policies (FFPT). In the Philippines, this was introduced in a newly-built bus rapid transit (BRT) throughout the Epifanio de los Santos Avenue (EDSA), one of the major thoroughfares in Metro Manila during the onslaught of the coronavirus pandemic. This paper analyzes the contributory effect of an FFPT in the country's economy through a cost-benefit analysis. As most of the stations throughout the bus line are found in central business districts across the region, it has incentivized workers who heavily depend on public transit. It has also increased the level of mobility throughout the area, thus increasing the household consumption made. However, it has affected other public transit in the area, such as the Metro Rail Transit (MRT-3), whose operation also relies on government expenditures.
